GLADSTONE GLADSTONE CITY COMMISSION REGULAR MEETING 04/24/2023 City Hall Chambers – 1100 Delta Avenue April 24, 2023 6:00 PM MINUTES Mayor Thompson called the meeting to order at 6:00 PM, Commissioner Styczynski gave the Invocation and Clerk Berry called the roll: Commissioner Judy Akkala Absent – Excused Commissioner Brad Mantela Absent - Excused Commissioner Robert Pontius Present Commissioner Greg Styczynski Present Mayor Joe Thompson Present Mayor Thompson opened the public hearing at 6:03 PM. There being no public present, Mayor Thompson closed the public hearing. Motion by Mayor Thompson; seconded by Commissioner Styczynski to table the Proposed Appropriation Ordinance 2023-628 and hold another public hearing on Monday, May 8, 2023 at 6:00 PM. MOTION CARRIED No public in attendance for comment. Motion by Commissioner Styczynski; seconded by Commissioner Pontius to approve the consent agenda as presented. MOTION CARRIED Motion by Commissioner Styczynski; seconded by Mayor Thompson to approve request for disbursement of funds draw #9 totaling $868,972.00 for the Wastewater Upgrades Project. MOTION CARRIED Motion by Mayor Thompson; seconded by Commissioner Pontius to authorize City Manager, Eric Buckman to file a claim for a grant payment for the Protecting MI Pension Grant Programs. MOTION CARRIED Motion by Commissioner Pontius; seconded by Commissioner Styczynski to approve and support the Gladstone Downtown Development Authority’s application for the Michigan Municipal League’s Bridge Builders Main Street Microgrant for $5,000.00. MOTION CARRIED Motion by Mayor Thompson; seconded by Commissioner Pontius to accept the bid from CC Power of Kalkaska, MI in the amount of $57,972.00 for 2023-2024 electric pole replacements. MOTION CARRIED Motion by Mayor Thompson; seconded by Commissioner Styczynski to accept the bid from Bugle Contracting in the amount of $27,450.00 for 2023-2024 Electric line clearance. MOTION CARRIED City Manager Report:  Attended monthly DATA Meeting  Attended 4th of July Planning Meeting – always looking for volunteers to help  Attended DDA meeting  Mayor Thompson, Commissioner Styczynski and I met with IBEW for kickoff negotiations meeting for lineman  Friday, Adam Zimmermann and I conducted walking tour of North Shore property for architect, developer, project manager and investor  Janice Frizzell, Barry Lund and I met to prepare this year’s paving/special assessment project  City Clean Up Vouchers available May 1 – June 30th at the utility window for 1,000 pounds or $29.00 at Delta County Landfill  Congratulations to Mike “Skip” Kennedy on his retirement Friday, April 28 th. Thank you for thirty-three years of service with the City of Gladstone, we will miss him. Motion by Commissioner Styczynski; seconded by Commissioner Pontius to table the City Manager and City Clerk Evaluations to Monday, May 8, 2023 when we have a full Commission.
