Downtown Development Authority
February 11, 2026, at 5:15pm at Gladwin City Hall
Present: Sarah Kile, Joe Kreusch, Tom Mienk, George Alward, Stacy Plude, Jeff Zettel
Excused Absent: Priscilla Szerdi, Cristy Guiterrez, Tomczyk
Public: Dusty Welsh
Staff: Angela Bigham, Carrie Will
Meeting was called to order by Chairperson Zettel at 5:15pm followed by the Pledge of Allegiance.
Public Comment: Welsh said it was nice to be here. The MEDC (Michigan Economic Development
Corporation) was here on Monday, we did a tour, which provided us with answers and resources,
we acquired a list of vacant buildings that have potential to be utilized.
Approval of Minutes: Motion made by Kruesch, supported by Meink to approve the meeting
minutes dated January 14, 2026. All ayes. Motion carried.
Financials: Bigham discussed the financials as of 01/31/2026, questions were answered. She stated
the DDA is in good financial standing. Chairperson Zettel read an email from City Manager Hines.
Discussion followed. Motion made by Plude, supported by Kreusch to approve the financials from
01/31/2026. All ayes. Motion carried.
Bylaws: Chairperson Zettel had discussion over the By Laws, the sections that were revised and the
sections that still need revision. Section 2.3 changes to vibrant livable downtown. Kreusch asked
about the EDC grants for handicap accessible for downtown. Section 4.1, 6.2, 11.2, 13.2 were
revised. Section 13.2 change to 3 business days. Section 16.1 revised. Section 5.5 add Council after
City. Section 6.5 and 13.3 revised. Motion made by Kruesch, supported by Plude to accept the
Bylaws with the changes. All ayes. Motion carried. Roll Call:
Ayes: Kreusch, Meink, Alward, Plude, Zettel
Nayes: 0
Absent: Szerdi, Guiterrez, Tomczyk
Abstain: 0
Chairperson Zettel discussed the status of Tomczyk being on the DDA board. He emailed Tomczyk
for a letter of recognition, no response. Motion made by Kruesch, supported by Meink to dismiss
Tomczyk from the DDA board. All ayes. Motion carried.
Chairperson Zettel mentioned that Jennifer Hart from DeShano showed interest in the DDA board.
Plude mentioned Jennifer Feuerstein also expressed interest in the DDA board.
Plude gave an update on the sound system quote from Adams Electric for the pole. Labor, material,
25 ft metal pole, extended wire and permit costs $6,102.65. Adams Electric need a 4–6-week lead.
Chairperson Zettel stated we need a quote from Master Electric. Additional Wi-Fi expenses should
be hardwired. Motion made by Kruesch, supported by Meink to approve the quote from Adam’s
Electric for $6,102.65 to relocate and set up the sound system. All ayes. Motion carried.
Motion made by Kruesch, supported by Meink to adjourn at 6:28pm. All ayes. Motion carried.
