​Downtown Development Authority Minutes​ ​March 11, 2026, at 5:15 PM at Gladwin City Hall​ ​Present:​​Chair Jeff Zettle, George Alward,​​Cristy Gutierrez​, Stacy Plude, Joe Kreusch,​ ​Mayor Sarah Kile, Priscilla Szerdi and Tom Mienk​ ​Absent:​​None​ ​Call to Order:​​Meeting was called to order at 5:15 PM by Chair Zettle. Lorraine Carmen​ ​expressed being glad to be here.​ ​Public Comment:​​Nancy Bodnar was available and discussed the need for some​ i​mprovements for the depot and asked about how to apply.​ ​Approval of Minutes:​ ​●​ ​January 14th, 2026: Kreusch motioned to approve. Plude supported the motion.​ ​The motion passed.​ ​●​ ​February 11th, 2026: Kruesch motioned to approve with spelling corrections.​ ​Plude supported the motion. The motion passed.​ ​Financials:​​There was concern that warrants from previous months having not come in​ ​yet. Chairperson Zettle will reach out to the treasurer.​ ​Guiterrex motioned to approve the warrants as presented totaling $846. Mienk​ ​supported the motion. The motion passed.​ ​There was some concern about the snow removal. Chairperson Zettle discussed that if​ ​anyone has issues they send a letter to City Hall.​ ​EDC Director Update​: This will be a place to honor the work of the EDC and give them​ ​a chance to help us be aware of what is happening. Lorraine shared that they have​ ​some representatives coming up to discuss public art.​ ​DDA Operations:​​There was notice that there will be a joint DDA and Council​ ​discussion at the March 19th Committee of the Whole meeting. Chairperson Zettle​ ​mentioned that there is a need above training; expressing a need to understand​ ​____________________________________________________________________________​ ​City of Gladwin * 1000 W Cedar, Gladwin, MI 48624 * www.Gladwin.org​ ​Council’s direction as well as sharing what the DDA is and does. Chairperson Zettle​ ​explained some basics of what we have done and what the history has been. He also​ ​explained the facade projects.​ ​Chairperson Zettle also discussed that in the bylaws we have indications that each of us​ ​needs to prepare conflicts of interest as well as training/orientation needs that are in the​ ​bylaws.​​Gutierrez discussed the need to express any conflicts of interest needing to be​ ​expressed if there are any that impact a vote. Chairperson Zettle wants some training​ i​nformation and had hoped the City would provide that.​​Kreusch expressed a need for​ ​Council to have the new bylaws; Chairperson Zettle will contact the Clerk to ask that​ ​council get a copy of them.​ ​The City provided an informational report of DDA administrative structure and financial​ ​allocation; Chairperson Zettle would like to see these shared with Council as well. There​ ​was discussion about the efforts of a City Manager having acted, historically as the DDA​ ​Director; the report provided that “The City Manager’s employment agreement does not​ ​designate the City Manager as the DDA Director”. There was also discussion about the​ ​Clerk; Chairperson Zettle reminded the group that he was informed that the support of​ ​the City has been removed in an email to him.​​Gutierrez mentioned that in the past the​ ​amount we give back in our budget to City Hall is about 25%.​​Szerdi asked if our​ ​contribution could go down if we no longer receive support from City Hall. In the past the​ ​needs of the Council were brought to the DDA by the City Administrator, until the current​ ​person removed support. Plude asked how the DDA district was determined; it was​ ​explained that the City helped to determine what the district would be, it’s been changed​ ​by proposal A which caused the City to reduce the area.​ ​New Business:​​Plude updated on the sound system project. Mayor Kile said that two​ ​names were put forward for addition to the DDA; neither had additional capacity. The​ ​group will be talking to others asking them to apply.​ ​Motion made by​​Gutierrez​ ​to adjourn the meeting at 6:23 PM. Plude supported the​ ​motion.
