GLENCOE CITY COUNCIL MEETING MINUTES DECEMBER 21, 2015 7:00 P.M. Vice President Schrupp called the regular meeting of the City Council to order at 7:00 p.m. Members present: Dietz, Ziemer, Perschau, Robeck. Absent: Mayor Wilson. Also present: City Administrator Mark Larson, City Attorney Jody Winters, Finance Director Trippel and Police Chief Raiter. PLEDGE OF ALLEGIANCE AND MOMENT OF SILENCE CONSENT AGENDA Motion by Councilor Perschau to approve the consent agenda as presented. Second by Councilor Robeck. All members voted in favor. A. Approve the minutes of the regular meeting of December 7, 2015. B. Approve the following building permits: 1. Century Link, 1120 Greeley Ave N; Re-roof 2. Burger King, 2200 10th St E; Remodel 3. Bill Sands, 718 9th St E; Window Replacement 4. Joan Pearson, 1319 10th St E; Re-roof 5. Cheryl Herout, 625 1st St E; Door Replacement 6. Veryl Schuch, 2005 14th St E; Re-roof 7. Family Dollar, 2109 10th St E; Tobacco license renewal 2. Unhinged Pizza, 2408 9th St E; Video Game license renewal PUBLIC HEARINGS: None Scheduled BIDS AND QUOTES: None REQUESTS TO BE HEARD: A. FIRE HALL FACILITY STUDY Fire Chief Ron Grack appeared before the Council to inform the members of the space needs at the existing fire hall. Fire safety and response vehicles and equipment continue to get larger and more sophisticated making the existing building facility challenged in meeting the increased and evolving demands placed on the Fire Department.  The January Finance Committee Meeting will be held at the Fire Hall to tour the facility. No action taken. B. RESOLUTION 2015-42 RESTRICTING PARKING City Administrator Mark Larson presented the resolution as required by MN DOT restricting parking on the east side for the portion of Armstrong Avenue from the railroad tracks to centerline of 11th Street. The street in this area is found to be too narrow to park on both sides. Discussion and questions led to a motion by Councilor Perschau to approve the parking restriction with the following resolution RESOLUTION NO.2015-42 RESTRICTING PARKING ARMSTRONG AVENUE SAP 226-105-001 (Armstrong Avenue) from 7th Street to 13th Street in the City of Glencoe, Minnesota, Minnesota. WHEREAS, THIS RESOLUTION was passed this 21st day of December 2015, by the City of Glencoe, Minnesota. The Municipal corporation shall hereinafter be called the “City”, WITNESSETH: WHEREAS, the City has planned the improvement of Armstrong Avenue, State Aid Route 105 from 7th Street to 13th Street in the City of Glencoe, Minnesota; and WHEREAS, the City will be expending Municipal State Aid Funds on the improvements of this Street; and WHEREAS, this improvement, in locations as shown on the construction plan, does not provide adequate width for parking on both sides of the street; and approval of the proposed construction as a Municipal State Aid Street project must therefore be conditioned upon certain parking restrictions. NOW, THEREFORE, IT IS HEREBY RESOLVED: That the City shall ban the parking of motor vehicles on the east side of Armstrong Avenue from the centerline of the Twin Cities & Western Railroad Company tracks to the centerline of 11th Street, according to the final approved construction plans, at all times. Councilor Dietz seconded the motion. Upon a roll call vote all members voted in favor. Whereupon said resolution was adopted and approved. C. RESOLUTION 2015-43 LGA FOR GREATER MINNESOTA City Administrator Mark Larson reviewed the resolution of support concerning LGA for Greater Minnesota as requested by Coalition of Greater MN Cities. The requests is for a $45.5 million increase. This would help the City of Glencoe maintain current level of services to the citizens of Glencoe.  Councilor Ziemer introduced the following resolution in support of the additional LGA. RESOLUTION NO. (2015- 43) RESOLUTION IN SUPPORT OF INCREASING LOCAL GOVERNMENT AID IN THE 2016 LEGISLATIVE SESSION City of Glencoe, State of Minnesota WHEREAS, Local Government Aid (LGA) is a critical need for our city and WHEREAS, LGA provides funding to restrain property taxes on homeowners and businesses and WHEREAS, LGA provides for basic services such as public safety, infrastructure and fire protection and WHEREAS the legislature and state agencies have imposed unfunded mandates upon local cities, including increased pension requirements, expensive wastewater infrastructure costs, among other mandates and WHEREAS an LGA increase would help the city of Glencoe do the following maintain current level of services to the citizens of Glencoe. WHEREAS, no Omnibus Tax Bill was passed by the 2015 legislature, thus freezing the LGA appropriation; THEREFORE, BE IT RESOLVED that the City of Glencoe supports an increase in the base appropriation for Local Government Aid of $45.5 million effective for aid payable in 2017 and urges adoption of this proposal by the House and Senate. BE IT FURTHER RESOLVED that a copy of this resolution be sent to the following: the legislators representing the city of Glencoe, Speaker of the House Rep. Kurt Daudt, Senate Majority Leader Sen. Tom Bakk, House Tax Chair Rep. Greg Davids, Senate Tax Chair Sen. Rod Skoe, and Governor Mark Dayton. Councilor Perschau made a second to the motion. Upon a roll call vote all members voted in favor. Whereupon said resolution was adopted and approved. D. POLICE POLICY UPDATES Police Chief Raiter presented policy updates for complaints against officers, operation of motor vehicles without lights, conduct unbecoming a Glencoe police employee and response calls when domestic abuse occurs. The Personnel and Legislative Committee recommended approval of the updates to the four policies after lengthy discussion. Councilor Dietz motioned approval of the police policy updates with Councilor Robeck seconding. All members voted in favor. E. SENIOR GROUP COMPENSATION Councilor Robeck presented his request as liaison to the Senior Citizen group for $100 per year payment to Senior Citizens for event organizing. Discussion brought forth that the group is not an organized group, they meet voluntarily so funding should not be provided.  Councilor Robeck motioned to assist the Seniors with $100 payment annually. No member seconded the motion. Motion failed. F. APPROVE CONTRACT WITH GLENCOE POLICE UNION City Administrator Mark Larson presented the response of the City Council to MNPEA contract proposal of which has been accepted by the Glencoe Police Union: 2.5% wage increase; no three tier wage scale and adoption of family coverage rate and apply increase state above; longevity increase request denied; approve 3.8% Health Partners health insurance premium increase for dependent coverage which will be paid 80% by the City and 20% by the employee; City HSA contribution will remain the same; based upon the actual cost of the family coverage, the employee dependent cost will be reduced from $90.81 per pay period to $75.92 per pay period. These proposals were accepted by the Police Department. Councilor Ziemer motioned approval of the contract with the Glencoe Police Union. Councilor Perschau seconded the motion. Members Dietz, Schrupp, Ziemer and Perschau voted in favor. Councilor Robeck voted no. Motion carried. ITEMS FOR DISCUSSION: A. ARMSTRONG AVENUE PROJECT UPDATE . The January 6th Open House invitations were mailed to the residents affected by this project. The open house is scheduled for 1:00 p.m. to 2:30 p.m. and 6:00 p.m. to 7:30 p.m. in the Senior Community Room. ROUTINE BUSINESS: PROJECT UPDATES: Rice Builders will start construction of their building in the Industrial Park in January. ECONOMIC DEVELOPMENT: None PUBLIC INPUT: None REPORTS: None CITY BILLS: Motion to approve payment of city bills by Councilor Perschau, second by Councilor Ziemer. All members voted in favor.
