GLENCOE CITY COUNCIL MEETING MINUTES MAY 16, 2016 7:00 P.M. Mayor Wilson called the regular meeting of the city council to order at 7:00 p.m. Members present: Schrupp, Dietz, Ziemer, Perschau and Robeck. Also present: City Administrator Mark Larson, City Attorney Jody Winters, Finance Director Trippel, PWD’s Drew and Schreifels, Police Chief Raiter and Fire Chief Grack. PLEDGE OF ALLEGIANCE AND MOMENT OF SILENCE CONSENT AGENDA Motion to approve the consent agenda as presented by Councilor Schrupp with second by Councilor Dietz. All members voted in favor. A. SET PUBLIC HEARING FOR MS4 The public hearing for Municipal Separate Storm Sewer (MS4) is required to be held annually. Councilor Perschau motioned to set the public hearing for June 6, 2016 at 7:05 p.m. Councilor Ziemer seconded the motion. All members voted in favor. BIDS AND QUOTES: A. STORM DRAINAGE JUDD AVENUE Justin Black of SEH, reviewed the televising results of the central trunk storm sewer line. Based on the information from the televising a map was prepared identifying the storm sewer location and lengths of pipe materials and sizes. It was noted on the map that the system consists of numerous pipe sizes and materials. As part of the McLeod County Jail Expansion Project, one block of new street, Judd Avenue, will be constructed from 10th Street to 11th Street. A segment of brick arch structure in poor condition is located below the proposed street and warrants replacement prior to constructing a new street over it. It is recommended to replace the brick arch pipe  with a round reinforced concrete pipe and to complete computer modeling of the Central Trunk Storm Sewer. Hjerpe Contracting has quoted $42,767.00 to replace approximately 80 feet of the brick arch pipe with a 48 inch concrete pipe. The County would contribute $8,000. Costs could further be reduced by city staff completing some of the work. Discussion let to Councilor Ziemer motioning to move forward with the replacement of approximately 80 feet of the brick arch pipe with 48” concrete pipe. Councilor Perschau seconded. All members voted in favor. REQUESTS TO BE HEARD: A. GLENCOE DAYS 2016 Jon VanDamme, on behalf of the Glencoe Days Committee, made the annual requests for assistance for the 2016 Glencoe Days Celebration. Waive the parade permit, amusement license and fireworks permit , assistance from city parks department for setting up and tearing down, approve 3.2 beer license for the two day celebration, extend park hours to 12:30 a.m. on Friday and Saturday, Councilor Schrupp motioned to approve the requests as stated. Councilor Dietz seconded. All members voted in favor. B. WATER & SANITARY SEWER HOOKUP REQUEST-GRUENHAGEN & DOSTAL Ed Dostal of 9604 Hwy 22 and Al Gruenhagen of 9524 Hwy 22 made the request to connect to city water and sewer system. Neither party is requesting annexation at this time. They are located within easy access to the GlenTech Industrial Park lines. A bore under Highway 22 would have to be made for one, six inch service line that would be split off to a four inch for each party. They would be required to pay WAC and SAC fees of $250.00 each. There is currently no precedent in lieu of annexation. PWD Schreifels and City Administrator Mark Larson are recommending a surcharge of $9.50 for water and $9.00 for sanitary sewer per month. Mayor Wilson along with Councilor Schrupp stated that this should be discussed further at Personnel and Legislative to review ordinance language and policies currently in place and what possibly may have to change to allow the request. Motion to table and discuss further at Personnel and Legislative Committee meeting on June 1, 2016 by Councilor Schrupp. Second by Councilor Perschau. Members voting in favor Perschau, Ziemer, Dietz and Schrupp. Member Robeck voted no. Motion carried. C. ARMSTRONG AVENUE CONSTRUCTION HOURS Justin Black of SEH presented the request of R & R Contracting to extend the working hours Monday through Friday to a 14 hour day – 7:00 a.m. to 9:00 p.m. They are contracted for a 12 hour day. With the extended hours they would not work Saturdays. They need the extended hours to stay on schedule. Councilor Schrupp motioned approval of the extended construction hours for the Armstrong Avenue Project. Councilor Robeck seconded the motion. All members voted in favor.  D. ACCEPT RESIGNATION OF OFFICER BEN JARVI Chief Raiter presented the resignation of Officer Jarvi. Officer Jarvi has taken a position in Alexandria, Minnesota. Councilor Schrupp motioned to accept the resignation of Officer Jarvi effective May 23, 2016. Councilor Dietz seconded. All members voted in favor. E. APPOINT OFFICER PATRICK JOHNSON TO REPLACE OFFICER JARVI Chief Raiter presented Officer Patrick Johnson to the Council. He started with the department as a Reserve Officer in 2013 and moved to a Part Time Officer in 2015. He is trained and has logged 1000 hours. A part time officer will be need to fill his position. Discussion led to a motion to appoint Officer Johnson to the Glencoe Police Department to fill the position of Officer Jarvi by Councilor Dietz with second by Councilor Ziemer. All members voted in favor. ITEMS FOR DISCUSSION: A. ARCHERY GRANT UPDATE City Administrator Mark Larson has received the hard copy of the grant from the State. The modifications as recommended by the DNR were made. No work can be done until monies are awarded. ROUTINE BUSINESS: PROJECT UPDATES: Armstrong Avenue Project update given by Justin Black – rain has delayed the project. There are two pipe crews working. Seneca Foods water main back in operation. ECONOMIC DEVELOPMENT: None PUBLIC INPUT: Councilor Perschau voiced his concerns about the location of the County recycling site. This location is highly unsatisfactory and the bins moved there with no regard to city recommendation. Councilor Dietz made the public aware of the location for disposing of old perscriptions medications “Take it to the Box” located by the Sheriff’s office on the south side of 10th Street. REPORTS: None CITY BILLS: Councilor Perschau motioned with Councilor Schrupp seconding to approve payment of the city bills. All members voted in favor. ADJOURN: Mayor Wilson called for adjournment at 7:51 p.m. Councilor Perschau entered that motion. Councilor Dietz seconded. Members Schrupp, Dietz, Ziemer and Perschau voted in favor. Robeck voted no. Motion carried.
