CITY OF GLENDALE LEGISLATIVE, JUDICIARY AND FINANCE COMMITTEE Meeting Minutes December 9, 2019 Meeting was called to order at 5:45 p.m. by City Administrator Rachel Safstrom. Roll Call: Present: Ald. Richard Wiese, and Tomika Vukovic. Absent: Ald. JoAnn Shaw. Other Officials Present: City Administrator Rachel Safstrom; City Attorney John Fuchs; Police Chief Mark Ferguson; and City Clerk Miranda Etzel. City Administrator Safstrom asked for a motion for Chair Pro-tem. Motion by Ald. Vukovic, seconded by Ald. Wiese to elect Ald. Wiese as Chair Pro-tem for this meeting. Motion approved unanimously. ADOPTION OF MINUTES. Motion was made by Ald. Vukovic, seconded by Ald. Wiese to approve the minutes of the meeting held on June 10, 2019. Ayes: Ald. Vukovic, and Wiese. Noes: None. Abstain: None. Absent: Ald. Shaw. Motion approved unanimously. Review and Consideration of “Class B” license authorizing the retail sale of liquor, wine, and fermented malt beverages (e.g. beer) for consumption on or off the premises, filed by Everest Café, LLC, dba Royal Garden Chinese Restaurant, located at 206 West Silver Spring Drive. City Administrator Rachel Safstrom explained that State of Wisconsin requires any business selling alcohol to have an Alcohol Beverage License. All other licenses have been approved for the current location and all background checks have been concluded by the City of Glendale Police Department. Royal Garden Chinese Restaurant is requesting a “Class B” license. The City was recently notified all permits have been received including the permit from North Shore Health Department. Motion was made by Ald. Vukovic, seconded by Ald. Wiese, to recommend the Common Council approve the “Class B” license authorizing the retail sale of liquor, wine, and fermented malt beverages (e.g. beer) for consumption on or off the premises, filed by Everest Café, LLC, dba Royal Garden Chinese Restaurant, located at 206 West Silver Spring Drive. Ayes: Ald. Vukovic, and Wiese. Noes: None. Abstain: None. Absent: Ald. Shaw. Motion approved unanimously. ADJOURNMENT. There being no further business, motion was made by Ald. Vukovic, seconded by Ald. Wiese, to adjourn the meeting at 5:50 p.m. Ayes: Ald. Vukovic, and Wiese. Noes: None. Abstain: None. Absent: Ald. Shaw. Motion approved unanimously. Absent: Ald. Tomika Vukovic. Other Officials Present: City Administrator Rachel Safstrom; City Attorney John Fuchs; Police Chief Mark Ferguson; and City Clerk Miranda Etzel. ADOPTION OF MINUTES. Motion was made by Ald. Wiese, seconded by Ald. Shaw to approve the minutes of the meeting held on April 22, 2019. Ayes: Ald. Shaw, and Wiese. Noes: None. Abstain: None. Absent: Ald. Vukovic. Motion carried. REVIEW AND CONSIDERATION OF 2019 RENEWAL ALCOHOL BEVERAGE LICENSE APPLICATIONS. City Administrator Rachel Safstrom explained that the State of Wisconsin requires all Alcohol Beverage Licenses be renewed every year on July 1. All licenses before the Committee have been approved for location, and all background checks have been concluded by the City of Glendale Police Department. The Bavarian Bierhaus, Pick ‘n Save #880 (1735 West Silver Spring), and Silver Spring House have State-mandated Fire and Life Safety violations per the North Shore Fire Department. It is anticipated these violations will be corrected prior to receiving their license beginning July 1. If the violations are not corrected, the license will not be issued and the establishment will not be able to sell alcohol until the violations are rectified. The Legislative, Judiciary & Finance Committee considered the applications for all Renewal Alcohol Beverage retail licenses for the July 1, 2019 to June 30, 2020 license period. Ald. Shaw inquired about the types of violations found for The Bavarian Bierhaus and Pick ‘n Save #880. City Administrator Safstrom stated the North Shore Fire Department and North Shore Health Department issue pass or fail notices. Motion was made by Ald. Wiese, seconded by Ald. Shaw recommend the Common Council approve the 2019 Renewal Alcohol Beverage Licenses applications to the Common Council for approval—with the Bavarian Bierhaus, Pick ‘n Save #880 (1735 West Silver Spring), and Silver Spring House contingent upon rectification of violations. ADJOURNMENT. There being no further business, motion was made by Ald. Wiese, seconded by Ald. Shaw, to adjourn the meeting. Ayes: Ald. Shaw, and Wiese. Noes: None. Absent: Ald. Vukovic. All other licenses have been approved for the current location and all background checks have been concluded by the City of Glendale Police Department. RECOMMENDATION: All applications are on file in the Clerk’s office. The appropriate background checks were completed by the Police Department. Staff recommends approval of the “Class B” Alcohol Beverage Retail License. ACTION REQUESTED: Motion to recommend the Common Council approve the “Class B” Alcohol Beverage Retail License for Everest Café, LLC, dba Royal Garden Chinese Restaurant. ATTACHMENTS: 1. None.
