NOTICE AND AGENDA CITIZENS POLICE ADVISORY COMMITTEE MONDAY, AUGUST 3, 2026, 6:00 PM Notice is hereby given that the City of Glenn Heights Citizens Police Advisory Committee will hold a Meeting on Monday, August 3, 2026, beginning at 6:00 P.M. in Glenn Heights City Hall, Council Chambers, located at 1938-C South Hampton Road, Glenn Heights, Texas, 75154, as prescribed by Vernon’s Texas Civil Statutes, Government Code Section §551.041, to consider and possibly take action on the following agenda items. Items do not have to be taken in the same order as shown in this meeting Notice and Agenda. This Notice and Meeting Agenda are posted online at https://www.glennheightstx.gov/129/Agendas-Minutes. CALL TO ORDER INVOCATION PLEDGE OF ALLEGIANCE PUBLIC COMMENT The public is invited to address the Committee on any topic. Speakers should complete a Public Comment form and submit it to the Chair prior to the beginning of the meeting. The Texas Open Meetings Act prohibits the Committee from discussing or taking action on issues not posted on the agenda; however, a designee may provide specific factual information, recite an existing policy, or schedule a discussion of the issue for possible placement on a future agenda. Speakers are limited to a maximum of three (3) minutes. AGENDA 1. Discussion and take action to approve the Meeting Minutes of the July 6, 2026, Citizens Police Advisory Committee Meeting. (Dr. Glynell Horn, Chief of Police) 2. Domestic Violence Response and Reporting Procedures: Discussion and review of Departmental Policies regarding domestic violence investigations, including officer responsibilities, mandatory reporting requirements, victim resources, and follow-up procedures. (DeMondre Montgomery, Chair) 3. Code Enforcement – Sidewalk Obstructions and Abandoned Vehicles: Discussion and review of City Ordinances pertaining to vehicles obstructing sidewalks and abandoned vehicles, including an overview of current enforcement procedures, departmental responsibilities, and the frequency of enforcement activities. (Chuck Vinson, Committee Member) 4. Citizen Engagement Opportunities: Discussion regarding the process for scheduling Police Department Ride-Alongs. (Damarcus Offord, Vice Chair) Citizens Police Advisory Committee – August 3, 2026 5. Citizen Engagement Opportunities: Discussion regarding the next Citizens Police Academy, including anticipated dates, eligibility requirements, and application procedures. (Damarcus Offord, Vice Chair) 6. Discussion regarding possible Police Department Citizen Engagement Ideas. (Damarcus Offord, Vice Chair) 7. Discussion, review, and take action regarding the September 2026 CPAC Meeting schedule, including consideration of rescheduling the September 7, 2026, Meeting due to the Labor Day Holiday and determining an alternative Meeting date if necessary. (Kabrina Green, Secretary) 8. Discussion regarding the method for Committee Members to access and locate current City Ordinances through the CivicPlus platform. (Dr. Glynell Horn, Chief of Police) 9. Discussion regarding National Night Out on October 6, 2026, including ideas and location.
