CITY COUNCIL MEETING
Notice is hereby given that the City Council of the City of Glenn Heights, Texas will hold
a City Council Meeting on Tuesday, July 21, 2026, in the City Hall, City Council
Chambers, located at 1938-C South Hampton Road, Glenn Heights, Texas, 75154, as
prescribed by Vernon’s Texas Civil Statutes, Government Code Section §551.041, to
consider and possibly take action on the following agenda items. Items do not have to be
taken in the same order as shown in this meeting Notice and Agenda.
Pursuant to Texas Government Code Sec. 551.127, on a regular, non-emergency basis,
members may attend and participate in the meeting remotely by video conference.
Should that occur, a quorum of the members, including the presiding officer, will be
physically present at the location noted above on this Agenda.

PUBLIC COMMENT
The public is invited to address City Council on any topic. Speakers should complete a Public Comment
form and submit it to the City Secretary prior to the beginning of the meeting. The Texas Open Meetings
Act prohibits City Council from discussing or taking action on issues not posted on the agenda; however,
the Mayor, City Manager or designee may provide specific factual information, recite an existing policy, or
schedule a discussion of the issue for possible placement on a future agenda. Speakers are limited to a
maximum of three (3) minutes.
CONSENT AGENDA
Consent Agenda items are considered to be routine in nature and may be acted upon in one motion. Any
Item requiring additional discussion may be withdrawn from the Consent Agenda by the Mayor, a Council
Member, or the City Manager, and acted upon separately.
1. Discussion and take action to approve the Meeting Minutes of the July 7, 2026,

2. Discussion and take action to approve the Meeting Minutes of the July 14, 2026,
Joint City Council and Planning and Zoning Commission Meeting. (Brandi Brown,
City Secretary)
3. Discussion and take action accepting the Quarterly Investment Report for April 1,
2026, through June 30, 2026. (Sherry Roberts, Finance Director)
AGENDA
1. Discussion regarding the approved Data Center, including infrastructure, economic
impact, utility capacity considerations, and related matters within the city of Glenn
Heights. (Mayor Sonja A. Brown)
2. Discussion and take action to approve Resolution R-29-26, a Resolution of the City
Council of the City of Glenn Heights, Texas, affirming the appointment of a shared
Board Member with the cities of Garland and Rowlett to serve on the Dallas Area
Rapid Transit (DART) Board as provided in Section 452 of the Texas Transportation
Code; and providing for an effective date. (Mayor Pro Tem Travis Bruton)
3. Discussion and take action to extend the terms of office for Zoning Board of
Adjustment Members Ira Tate (Place 2), BranDee Hopgood (Place 4), and Thomas
Spigener (Alternate 2), whose terms expired on April 30, 2026, and to extend the
terms of office for Planning and Zoning Commissioners Shaleese Neugent (Place
2) and Brodrick K. Rhodes (Place 5), whose terms expired on June 30, 2026.

4. Discussion and take action on City Council Member Place 1 appointing one
member to the Citizens Police Advisory Committee for a term beginning August 3,

5. Discussion regarding the final cost analysis associated with the proposed Annual
Uniform Step Payment Plan. (Clifford Blackwell, City Manager)
6. Discussion regarding Donation Collection Boxes located throughout the City.

7. Presentation and discussion regarding the June 2026 Financial Reports. (Sherry

EXECUTIVE SESSION
1. The City Council shall convene into Executive Session:
A. pursuant to the Texas Government Code, Section 551.071, Consultation with
City Attorney; and Section 551.072, Real Property; to deliberate land
acquisitions for the East Bear Creek Road Right-of-Way Expansion Project.
2. The City Council shall reconvene into Open Session and take any action arising
from Executive Session.
