VILLAGE OF GOODRICH REGULAR COUNCIL MEETING January 13, 2014 7:00 PM MINUTES PRESENT: Baldwin, McAbee, Morey, Saroli, Horton, Administrator/Clerk Sidge, Deputy Clerk Sasser ABSENT: Meeting called to order by Horton at 7:00 p.m. Motion to approve the agenda with the addition of Resolution #14-002 Public Act 152 under new business by Morey, seconded by Baldwin Baldwin yes, McAbee yes, Morey yes, Saroli yes, Horton yes. Motion carried. Kim Lindsay from Lewis & Knopf made a presentation of the overview of the June 30, 2013 Audit Report Motion to approve Minutes from December 9, 2013 by Morey, seconded by Saroli Baldwin yes, McAbee yes, Morey yes, Saroli yes, Horton yes. Motion carried. Motion to approve Treasurer’s Report as presented by Morey, seconded by Baldwin Baldwin yes, McAbee yes, Morey yes, Saroli yes, Horton yes. Motion carried. Motion to approve Bills and Transfers to by Morey, seconded by Saroli Baldwin yes, McAbee yes, Morey yes, Saroli yes, Horton yes. Motion carried. Public Comment Cindy Beebe – Concerned about the financial obstacles for 2014 with the Dam and Drain projects. Council needs to be more conservative. Terese Allen – Stated there were only three treasurer reports for the public and would like a copy. Mark Young – Introduced himself as the Genesee County Commissioner and would like to help with anything if he can. His number is 810-257-3020. Unfinished Business 1. Genesee County Sheriff Department Report – Report Noted 2. Reports a. Street Administrator – A lot of ice and snowfall in the last month. DPW have been working hard on getting all the roads and sidewalks clean. The office was without power and phones for ten days due to the harsh winter storm. Fire department paid $11,000 in wages for the firemen to sit around town watching the down power lines from the storm. b. 911 – No Report c. Water and Waste – No Report d. Parks and Recs – Received a copy of a survey from the Goodrich Village Volunteers. They would like it circulate with the permission of the Council along with any corrections before it is released. 3. Code Enforcement - No Report 4. Administrative – Motion to have Saroli act as a liaison with two high school students, school counselor and the computer teacher to post information to our website monthly by Baldwin, seconded by Morey. Baldwin yes, McAbee yes, Morey yes, Saroli yes, Horton yes. Motion carried. Motion to allow The Out of the Darkness Campus Walk to use our bike path on Saturday, May 17, 2014 by Horton, seconded by Morey. Baldwin yes, McAbee yes, Morey yes, Saroli yes, Horton yes. Motion carried. E M Tune will not respond to Sidge about recording our meetings. Sidge will look into other options for someone to record the meetings and post them online. 5. Dam – Water level is lowered and the dam is in no immediate danger. Village received a proposal and requested a resubmittal. 6. Cityhood – No Report 7. Sidewalks – No Report 8. Village Property – Furnari will sign the quit claim deeds and will be closing soon. 9. State Road Property – Horton will call Attorney Gildner for an update. 10. Wheelock Watkins – Discussion on the Drain Report from Genesee County. Sidge will find out when the first public hearing will occur from Genesee County. 11. Trusted ID Identity- Motion to not renew this for next year by Horton, seconded by Saroli. Baldwin yes, McAbee yes, Morey yes, Saroli yes, Horton yes. Motion carried. New Business 1. Resolution 2014-01 Construction Board of Appeals Appointment– Motion to approve Resolution 2014-001 Construction Board of Appeals Appointment by Baldwin, seconded by McAbee Baldwin yes, McAbee yes, Morey yes, Saroli yes, Horton yes. Motion carried. 2. Accept Audit – Motion to accept the June 30, 2013 Audit as presented by Horton, seconded by Morey Baldwin yes, McAbee yes, Morey yes, Saroli yes, Horton yes. Motion carried. 3. Resolution 2014-02 Electing to Comply with the Provisions of Public Act 152 of 2011 by Exercising the Village’s Right to Exempt itself from the Requirements of the Act for the Next Succeeding Year– Motion to table Resolution 2014-02 by Horton, seconded by Baldwin Baldwin yes, McAbee yes, Morey yes, Saroli yes, Horton yes. Motion carried. Public Comment Diane Fredericks- Stated concerns for guidelines on new houses that will be built in Fairview Hills. Also had concerns about health care and who pays for it for the Village. Richard Saroli- Stated that Pete Morey and the DPW are always aware of the weather conditions. Motion to Adjourn by Horton, seconded by Morey. Baldwin yes, McAbee yes, Morey yes, Saroli yes, Horton yes. Motion carried.
