Village of Goodrich Regular Council Meeting July 11, 2022 6:00 PM Minutes 1. Meeting called to order by McAbee at 6:00 p.m. 2. Pledge of Allegiance 3. Members Present: Moore, McAbee, Simion, Schluentz, Walworth Others Present: Administrator/Clerk Wilkerson, DPW Supervisor Mayne, Council/Deputy Clerk Sasser 4. Members Absent: None 5. Agenda: Motion: To approve the agenda as presented. Moved by Walworth, seconded by Schluentz 5 yes, 0 no. Motion carried. 6. Minutes: Regular Council Meeting May 9, 2022, Special Council Meeting June 2, 2022, Special Council Meeting June 20, 2022 Motion: To approve the minutes of the Regular Council Meeting May 9, 2022 as presented. Moved by Schluentz, seconded by Moore 5 yes, 0 no. Motion carried. Motion: To approve the minutes of the Special Council Meeting June 2, 2022 as presented. Moved by Schluentz, seconded by Simion 5 yes, 0 no. Motion carried. Motion: To approve the minutes of the Special Council Meeting June 20, 2022 as presented. Resolution 2022-16 Motion: To adopt Resolution 2022-16; Amended Master Plan for the Village of Goodrich. MML Membership Motion: To authorize the Michigan Municipal League membership renewal 2022/2023 in the amount of $1,009. Site Plan Review; 7301 State Road Motion: To concur with recommendation of the Planning Commission for the approval of the site plan review at 7301 State Road, KAJS Holidings, Petitioner; Case # PL2022-03. Parcel Combination 02-15-576-006/02-15-576-007 Motion: To concur with the recommendation of the Planning Commission for approval of parcel combination; 02-15-576-006, 7499 Fairview Drive and 02-15-576-007, 7491 Fairview Drive; Walter Talley, Petitioner; Case # PL2022-05. Moved by Schluentz, seconded by Simion Walworth yes, McAbee yes, Moore yes, Simion yes, Schluentz yes. Motion carried. i. Flooding Assistance for Resident Motion: For the Village to act as one and consult with President McAbee before going further with any assistants with item “I” on the agenda. Good Times Park Prep Motion: To approve the following requests from Good Times in Goodrich regarding the Park preparation for the festival; 1. Add gravel/21AA on the dirt road entrance to the park, 2. Call for cleanup of the existing porta john, 3. Call for a dumpster to be placed in the park not to exceed $500, 4. Call for 10 additional garbage cans to be placed in the park, 5. Borrow cones and barriers to close Erie Street on Saturday, August 6, 2022. Code Enforcement Officer Resignation Motion: To accept the resignation of David Lucik from his position as Code Enforcement Officer effective June 27, 2022. Moved by Moore, seconded by Schluentz 5 yes, 0 no. Motion carried. l. Code Enforcement Officer Motion: To hire Michael O’Leary as Code Enforcement Officer. Moved by Moore, seconded by Schluentz Walworth no, Simion yes, Schluentz yes, Moore yes, McAbee yes. Motion carried. m. Termination of Brian Elder as Village Attorney Motion: To accept the termination of representation from Brian Elder as Village Counsel and authorize Clerk to publish for applications to fill Village Counsel position. Moved by Moore, second by Schluentz McAbee yes, Moore yes, Simion yes, Schluentz yes, Walworth yes. Motion carried. n. Tax Reverted Property 02-22-526-021 Motion: To purchase tax reverted property known as tax id number 02-22-526-021 in the amount of $1,920.76. Moved by Schluentz, seconded by Simion Walworth no, McAbee yes, Moore no, Simion yes, Schluentz yes. Motion carried. o. Resolution 2022-17 Motion: To approve Resolution 2022-17; Resolution of support for the County of Genesee to provide grant funding to Grand Blanc Township, Davison Township, Atlas Township and the Village of Goodrich for construction of the Kearsley Creek Interceptor North (KCIN). Moved by Moore, seconded by Schluentz Moore yes, Schluentz yes, Simion yes, McAbee yes, Walworth no. Motion Carried. p. Kearsley Creek Interceptor North (KCIN) Agreement Motion: To authorize the review of the proposed Kearsley Creek Interceptor North (KCIN) agreement by village engineers Wade Trim and Council.
