Village of Goodrich Regular Council Meeting December 11, 2023 6:00 PM Minutes 1. Meeting called to order by Walworth at 6:00 p.m. Pledge of Allegiance 2. Minutes: Regular Council Meeting October 16, 2023 Motion: To approve the minutes of the Regular Council Meeting October 16, 2023 as presented. Moved by McCafferty, seconded by Moore 4 yes, 0 no. Motion carried. Schluentz arrived at 6:02 p.m. 5. Public Comment: *D Bastion- Spoke on behalf of the Goodrich/Atlas Historical Society as the President. She stated that currently CDBG monies have been allocated to the preservation of the foundation of the Ladies Library Museum. She is hoping that the Council consider allocating money from the 2025-2027 CDBG for continued preservation of this building that is over 120 years old building, has hundreds of visitors a year and holds the history of our community. Public Hearing; Community Development Block Grant (CDBG) 2025-2027 Program Years The Village of Goodrich Council will hold a Community Development Public Needs Hearing on Monday, December 11, 2023 at 6:00 p.m. located in the lower level of the Village Municipal Building 7338 S. State Road, Goodrich, MI 48438. The purpose of the hearing is to offer an opportunity for citizens to express their ideas on community needs and project proposals concerning the use of Federal Community Development Block Grant (CDBG) funds for the 2025-2027 Program Years. The Village of Goodrich expects to receive approximately $13,643.00 2025-2027 Project Funding of 2025-2027 CDBG funds. The funds are provided by the Genesee County Metropolitan Planning Commission Community Development Program from an annual entitlement grant received from the U.S. Department of Housing and Urban Development (HUD). The funds are intended primarily for projects in low - and moderate-income neighborhoods. Administrator Wilkerson gave a brief history on prior CDBG projects that the Village has accomplished such as senior citizen programs, nutrition, first aid kits, ride shares, meals, carbon monoxide detectors, smoke detectors, combination of carbon monoxide/smoke detectors and emergency radios. The Village has also been able to use the funding in the past on Historical Preservation of the Goodrich Ladies Library Museum and the installation of LCN push-button, ADA compliant door openers to the community room at the Municipal Building. Opened Public Hearing at 6:32 p.m. by President Walworth Dorene Hogness- Asked if the grant could be used for ADA ramps. Casey Schlinker- Wondered if the amount of the CDBG is the same as years past and if the money could be used for parking issues. She also mentioned other grants that could provide the community money. * Please see “Public Comment” above as D Bastion had to leave the meeting prior to the Public Hearing. Resolution 2023-19 CDBG Public Service Project Senior Programs/Services Motion: To adopt Resolution 2023-19 approval to use $5,000 for CDBG Public Service Senior Programs and Services. Resolution 2023-20 CDBG Historical Preservation: Ladies Library Museum Motion: To adopt Resolution 2023-20 to use $8,643 for the continued Historical Preservation of the Ladies Library Museum located at 10219 Hegel Road for CDBG Construction Projects Historical Preservation. Moved by Schluentz, seconded by Moore Schluentz yes, Moore yes, Caverly no, McCafferty no, Walworth yes. Motion carried. d. Land Combination: 92-02-22-676-003, 004 & 005; M Locey Motion: To concur with the Planning Commission’s recommendation to combine lot 92-02-22-676-003, 92-02-22-676-004 and 92-02-22-676-005 for Mark Locey, Petitioner. Moved by McCafferty, seconded by Moore 5 yes, 0 no. Motion carried. e. Conditional Use: 10214 Hegel Road; J & C Schlinker Motion: To send the project back to the Planning Commission for reconsideration. Moved by McCafferty, seconded by Schluentz 5 yes, 0 no. Motion carried. f. 2024 Board Meetings Schedule Motion: To set 2024 Council and Commission Boards meeting dates as presented. Moved by McCafferty, seconded by Moore 5 yes, 0 no. Motion carried. g. Planning Commission Annual Report Motion: To receive the Planning Commissions 2023 Annual Report as required by Ordinance submitted by Adam Kline, Chair. Metropolitan Alliance Dues and Appointments Motion: To appoint Keith Walworth as elected representative, Shannon McCafferty as alternate and Angie Adamec as citizen representative to the Genesee County Metropolitan Planning Commission and to approve the $165 dues for 2024. Resolution 2023-18 M-DOT Performance Motion: To adopt Resolution 2023-18 M-DOT Performance. November 2023 Council Meeting – Cancelled Motion: To authorize the cancellation of November 13, 2023 Council meeting due to the lack of action items. Close Hegel Road – Downtown Christmas Motion: To authorize the closing of W Hegel Road to Clarence Street on December 7, 2023 from 5:00 p.m. to 8:00 p.m. for Downtown Christmas in Goodrich festivities. Moved by McCafferty, seconded by Caverly 5 yes, 0 no. Motion carried. l. EGLE Dam Risk Grant Motion: To authorize Wade Trim to apply for EGLE Dam Risk Grant in the amount of $200,000 for a planning feasibility study plus a 10%, $20,000, match from the Village.
