Board to order at 7:00 p.m.

Motion by Trustee Meeusen supported by Trustee Behm to appoint Treasurer Kieft as the
Temporary Clerk. Which motion carried.

VI. INTRODUCTIONS
1. The recently appointed Ottawa County Treasurer Cheryl Clark introduced herself to
the Township Board noting that she had been appointed to her position in December of
2023. Treasurer Clark distributed a handout regarding the annual report from the
County Treasurer Department which served as a basis of a brief presentation.
2. The newly selected Public Services Director Matt Wade was introduced to the
Township Board noting that he had served previously with the City of Grand Haven.
VII. OLD BUSINESS
1. Motion by Trustee Wagenmaker supported by Trustee Behm to approve the Northstar

Storage Site Plan Review waiver request allowing for reduced glass as shown on the
architectural drawing package based on the Board’s determination that the request
meets the following items:
a. Adequate screening of the building is provided by the Planning Commission’s
condition shows the existing trees, to the east of the existing building, are to be
preserved. This condition is upheld.
b. The applicant desires to maintain safety and security of the contents stored
within the accessory structure by reducing the glass area.
c. The glass area for the aggregated front facades, meets the Ordinance
requirement.
Which motion carried, with Treasurer Kieft voting no
2. The Board discussed the vacancy on the NORA Board which must be filled by an
elected Township official.

May 10, 2024, from 8:30 a.m. – 10:00 a.m. in the Main Conference Room at the
Ottawa County Fillmore Street Complex.

1. Ottawa County Water Resources Commissioner Joe Bush noted that the Grand Oaks
#3 drain project would go to bid at the end of May and would begin construction in
July with a tentative completion by the end of October.

Supervisor Reenders called the special joint meeting of the Grand Haven Charter
Township Board and Planning Commission to order at 7:00 p.m.

IV. APPROVAL OF MEETING AGENDA
Motion Trustee Wagenmaker and seconded by Clerk Larsen to approve the meeting
agenda. Which motion carried.
V. DISCUSSION ITEMS
1. The Board and Planning Commission members discussed infill development within
the Northeast quadrant of the Township. Specifically, amending the PUD portion of
the Zoning Ordinance to eliminate the requirement for sanitary sewer and allowing
septic systems approved by the Ottawa County Health Department. (This would
impact two vacant parcels – i.e., the so-called “Reenders blueberry field” that the
Planning Commission has recommended be restricted to the underlying zoning
district′s base density, which is about 100 units, and the so-called David Bos
development along the Grand River.)
After discussion, the members instructed staff to proceed with the proposed
amendment, maintaining all other PUD requirements but allowing septic systems for
PUDs in the Northeast quadrant because there is not existing municipal sewer
infrastructure within the area.
2. The Board and Planning Commission members discussed the US-31 Overlay District
and instructed staff to proceed with the amendments as proposed by Community
Development Director Thibault that eliminates some conflicting language and
provides greater discretion to the Planning Commission members.

3. The Board and Planning Commission members discussed “clubs” in industrial zones.
Attorney Redick noted that allowing “assembly” within industrial zones would –
pursuant to RLUIPA, i.e., the Religious Land Use and Institutionalized Persons Act –
if the Township allows assembly in industrial areas for “clubs,” the Township would
also be required to allow assembly in industrial areas for churches and other religious
institutions.
No action was taken.
4. The Board and Planning Commission members discussed chickens in residential
areas and instructed staff to draft an ordinance that would allow chickens as proposed
but would, as a condition of approval, require a review of subdivision bylaws (or
similar provisions) to ensure that prohibitions in the residential development did not
prohibit “livestock’.
5. The Board and Planning Commission members discussed cell towers and instructed
staff to proceed with the proposed amendment, as presented.
6. The Board and Planning Commission members discussed signage in residential zoned
properties and instructed staff to proceed with the proposed amendments, as
presented.
7. The Board and Planning Commission members discussed mono-sloped roofs and
instructed staff to proceed with the proposed amendments, as presented.
8. The Board and Planning Commission members discussed architectural requirements
on industrial additions and instructed staff to proceed with the proposed amendments,
as presented.
9. The Board and Planning Commission members discussed landscaping requirements
in parking lots and instructed staff to proceed with the proposed amendments, as
presented.
VI. PUBLIC COMMENTS
Trustee Wagenmaker opined that the Private Road Ordinance was too strict and that it
should be modified to allow private roads to be constructed without requiring water,
sewer, or the current road standards.

SUPERINTENDENT'S MEMO

SUBJECT: Appointment of Trustee Behm to the NORA Board and the Township Parks and
Recreation Committee
As you are aware, pursuant to Section 2.11 of the Township′s Administrative Policies and
Procedures Manual, the Township Supervisor has broad authority to appoint members to a variety of
Committees, Boards, and Commissions.
With the resignation of former Trustee Redick, Supervisor Reenders will be appointing
Trustee Behm to the North Ottawa Recreation Authority (NORA) Board for a seven-month term
ending December 31, 2024, and a seven-month term to the Township Parks and Recreation
Committee ending December 31, 2024.
I have not included the normal background material since everyone is familiar with Trustee
Behm. To approve these appointments, the following motion can be offered:
Move to appoint Howard Behm to the North Ottawa Recreation Authority
Board and to the Township Parks and Recreation for a seven-month term
ending December 31, 2024.

RE: 2024 – DDA Watermain Project
As you may recall, the DDA budget had $1.875 million allocated to bore and jack a watermain
across US-31 and the railroad at Buchanan Street. The bid opening for this project was on
Tuesday, May 7th and three (3) firms offered bids on the project. (See below.)
The low bid was from Jackson-Merkey Contractors at a contract price of about $1.382 million –
which is about $493k (or about 26%) under↓ budget.
Jackson-Merkey is a well-established contractor in West Michigan and the Township has worked
with this firm on numerous open-cut construction projects. The project would be stating in late
summer and early fall – but would be dependent upon the availability of the subcontractor
performing the bore and jack work under the highway.
The Township′s Engineer (i.e., Kevin Kieft) is recommending that the project be awarded to
Jackson-Merkey.
To approve the low bid and proceed with the project, the following motion can be offered:
Move to approve the low bid of $1,381,718.50 from Jackson-Merkey
Contractors for the DDA Bore and Jack Watermain Project under US-31 at
Buchanan Street and authorize Superintendent Cargo to execute the
necessary contract documents.

RE: Fire Station Exhaust System Purchase
The station exhaust removal system equipment ensures that vehicle exhaust and contaminates from
fire gear get filtered properly. This equipment provides a safe and healthy atmosphere for our staff
to work in and follows NFPA 1500 and OSHA standards. Fire contaminates and diesel exhaust are
considered occupational carcinogens by the National Institute of Occupational Safety and Health
(NIOSH).
Over the last six (6) months, staff and the building team have evaluated and looked at several
different systems. Based on this evaluation, staff is recommending that we purchase the
MAGNEGRIP AirHAWK 3000EL-ECM system. This system will include eleven separate units
that are suspended throughout the apparatus bay ceiling.
This decision was made for the following reasons:
➢ This system continuously filters the air with a variable speed motor. This
continuous filtering provides a healthier environment for our staff.
➢ This system allows staff to park apparatus in the station using multiple
configurations.
➢ The system will work with all vehicles and does not require apparatus to be
retrofitted or connected to hoses.
➢ The pricing, that we have received, is $6,900 below↓ budgeted estimates.
If the Board agrees to proceed and authorize the purchase of the AirHAWK station exhaust
removal system, the following motion could be offered:
Motion to authorize the purchase of the AirHAWK 3000EL-
ECM station exhaust removal system of an amount not to exceed
$95,598 payable from the Fire Station Construction Fund.

RE: Board Trustee Applicants
As previously noted, if the Township Board does not appoint a replacement for the Trustee
Redick by May 16th, the Ottawa County Clerk will be required to schedule a Special Election to fill this
Board vacancy. Further, the Special Election would occur concurrent with the November 5th General
Election – and, as noted by the State Bureau of Elections, the individual elected would serve from
November 14th until November 20th – essentially a six-day term.
Specifically, under MCL 168.370, the timing of the Special Election would be as follows:
The 45-day deadline for the Board to appoint would be May 16th.
If the Board failed to appoint, the County Clerk would call a special election to fill the
vacancy within 5 days, which would be May 21st.
Within 15 days of May 21st, the political parties would each name a candidate, which
would be June 5th.
Because this is an election year, the special election would have to occur not less than 70
days after the June 5th deadline, which would be August 14th (i.e., after the August primary
had already occurred). That would mean that the Special Election could not occur until
the November 5th General Election.
That said, Assistant Manager Sherwood notes that five (5) Township residents have applied for
this six-month Board of Trustee vacancy. These individuals are listed alphabetically order in the table
