CITY OF GRAND PRAIRIE CITY COUNCIL DEVELOPMENT COMMITTEE COUNCIL BRIEFING ROOM TUESDAY, JULY 11, 2023 AT 3:30 PM MINUTES CALL TO ORDER PRESENT Chairman Mike Del Bosque Council Member Jacquin Headen ABSENT Council Member John Lopez The meeting was called to order by Chairman Del Bosque at 3:31pm. AGENDA ITEMS Citizens may speak for five minutes on any item on the agenda by completing and submitting a speaker card. 1. Minutes of the June 20, 2023 City Council Development Committee Meeting Councilmember Headen motioned to approve this item; seconded by Chairman Del Bosque; Approved 2-0 2. Discuss the renaming of Wildlife Parkway and Lower Tarrant Road between the President George Bush Turnpike (PGBT)/ State Highway 161 and Belt Line Road to Entertainment Way. Director of Transportation and Mobility Services, Walter Shumac opened the discussion on the renaming of Wildlife Pkwy & Lower Tarrant Road. He stated the renaming includes changing signage and will require communication with TxDot. The proposed name change is to Entertainment Way. Deputy City Manager, Bill Hills stated the name Entertainment Way was suggested as this area is the gateway to the entertainment area. Councilmember Headen stated she liked the proposed name. 3. Discussion on proposed hybrid housing (build-to-rent) housing policy Bill Hills opened the discussion on the proposed hybrid housing policy. He stated there have been more homes built in the area as build to rent homes. Currently hybrid homes are allowed in areas zoned for townhomes. Planning Director, Rashad Jackson stated with the proposed changes, the applicant would have the requirement for an SUP (Special Use Permit) for new hybrid homes built in areas currently zoned for townhomes. He is seeking guidance from the council on the proposed change to the hybrid housing policy. EXECUTIVE SESSION City Council Development Committee – July 11, 2023 Page 1 of 2 No executive session. Discussion on proposed hybrid housing (build-to-rent) housing policy EXECUTIVE SESSION The City Council Development Committee may conduct a closed session pursuant to Chapter 551, Subchapter D of the Government Code, V.T.C.A., to discuss any of the following: (1) Section 551.071 “Consultation with Attorney” (2) Section 551.072 “Deliberation Regarding Real Property” (3) Section 551.074 “Personnel Matters” (4) Section 551.087 “Deliberations Regarding Economic Development Negotiations.” CITIZEN COMMENTS Citizens may speak during Citizen Comments for up to five minutes on any item not on the agenda by completing and submitting a speaker card.
