CALL TO ORDER
Chairman Del Bosque called the meeting to order at 3:31 p.m.

Council Member Tony Shotwell (entered the meeting at 3:36 p.m.)
STAFF PRESENTATIONS
1. Discussion of Multifamily / Single Family Water and Wastewater Rates
Director of Engineering/Utility Services Noreen Housewright presented this item to the
committee noting the comparison of multifamily/single family water and wastewater rates. The
committee concurred that a customized statement which enables the breakout per unit fee and
volume fee on the water bill, an identified recommended improvement made with the new
billing software expected to go live in June 2025 would be greatly beneficial. Chairman Del
Bosque asked staff the recommendation made by the Finance and Government Committee of
this presentation. Ms. Housewright said the Finance and Government Committee said the
Finance and Government Committee agreed with staff recommendations presented.
Brent Johnson spoke in opposition of this item. Hunter Cox did not wish to speak but asked
that his opposition be recorded.
The committee thanked staff for their efforts and are hopeful the itemized statement will bring
clarity to this issue.
2. Discussion on Riverbend Voluntary Annexation Request
Planning and Development Senior Planner June Sin presented this item to the committee
noting a request for voluntary annexation and a developer agreement for Riverbend
development to construct 384 single family homes on approximately 196 acres, which includes
22.70 acres in the Grand Prairie's Extraterritorial Jurisdiction.
Council Member Headen asked if any changes to the square footage were made. Ms. Sin said
no changes were made to the square footage. Chairman Del Bosque inquired on Council
Member Kurt Johnson's input on this project. Planning and Development Director Rashad
Jackson said Council Member Johns feels comfortable with the current layout and the product
is catered to the lot size. Chairman Del Bosque asked if there is any opportunity for affordable
housing. Mr. Jackson said not at this time. Deputy City Manager Megan Mahan mentioned
this is one small piece of the project. Council Member Headen added she likes the upgraded

elevations and is happy to know Council Member Johnson feels comfortable with the product
presented by the applicant. Council Member Shotwell said he agrees with the roof pitch
presented.
Shane Jordan and Hunter Vick spoke in support of this item.
The committee thanked staff for their presentation.
CONSENT AGENDA
Chairman Del Bosque asked the committee if there were any questions on the Consent Agenda
item. Motion to approve consent agenda item three including motion to recommend approval to City
Council of consent agenda items four and five made by Council Member Shotwell, seconded by Council
Member Headen. The motion carried unanimously.
3. Minutes of the September 17, 2024 City Council Development Committee Meeting
Approved on Consent Agenda
4. Approve and authorize the City Manager to execute a Sanitary Sewer Easement and Temporary
Construction Easement granted to City of Grand Prairie by Oncor Electric Delivery Company,
LLC to allow construction / reconstruction of its sanitary sewer line for the City’s Central Park
Sewer Main replacement project located at 2100 Robinson Road

5. Authorize and Confirm the purchase of a permanent wastewater easement and temporary
wastewater easement from Davis Grand Prairie, L.P. for a total cost of $2,462.00. The increased
wastewater capacity associated with the new development in the area requires the permanent and
temporary wastewater easements

6. 2025 City Council Development Committee Meeting Dates
Deputy City Manager Megan Mahan presented the 2025 City Council Development Committee
Meeting dates to the committee for their consideration. Motion to approve this agenda item
made by Council Member Headen, seconded by Council Member Shotwell. The motion carried
unanimously.
7. Discussion on Minor Amendments to the Tree Protection and Mitigation Ordinance, Article 8,
Section 16 of the Unified Development Code
Planning and Development Senior Planner June Sin presented this item to the committee
noting the proposed minor amendments to Article 8, Section 16, Tree Protection and
Mitigation, of the Unified Development Code clarifying how the Urban Forest Fund can be
administrated. This amendment does not affect any of the current standards or requirements.

The proposed changes establish how Urban Forest Fund can be spent to plant and care for
public trees in public spaces, parks, or other City-owned properties. The proposed changes
also include minor amendments to clean up text with no substantive changes.
The committee inquired on the time frame of the tree study. Senior Parks Project Manager
Dana Woods said the first tree study should be in place in approximately eighteen
months. Motion to recommend approval of this agenda item to City Council made by Council
Member Headen, seconded by Council Member Shotwell. The motion carried unanimously.
