MAIN STREET WEDNESDAY, AUGUST 06, 2025 AT 4:30 PM MINUTES CALL TO ORDER Chairman Lopez called the meeting to order at 4:30 p.m. PRESENT Chairman John Lopez Council Member Tony Shotwell Council Member Jacquin Headen STAFF PRESENTATIONS 1. 89th Legislative Session Recap on Land Usage and Development Bills Vanna Ngo, Legislative Affairs Officer, provided the committee a recap on land usage/development bills passed during the 89th Regular Legislative Session highlighting:  HB 21- relating to house finance corporations; authorizing a fee  HB 24 - relating to procedures for changes to a zoning regulation or district boundary  HB 517 – relating to the authority of a property owners’ association to assess a fine  HB 2512 – relating to the release of certain areas from a municipality’s extraterritorial jurisdiction by petition or election  HB 2464 – relating to the authority of a municipality to regulate a home-based business  Hb 2559 - relating to the imposition by a municipality of a moratorium on property development in certain circumstances  HB 4506 - relating to electronic delivery of notice for certain municipal zoning changes  SB 15 - relating to size and density requirements for residential lots in certain municipalities; authorizing a fee  SB 785 – relating to the regulation of new HUD-code manufactured housing  SB 840 – relating to certain municipal regulation of certain mixed-use and multifamily residential development projects and conversion of certain commercial buildings to mixed-use and multifamily residential occupancy  SB 1106 – relating to publication of public improvement district service plans and assessments on certain public internet websites  SB 1252 - relating to the authority of a municipality to regulate the installation or inspection of a residential energy backup system  SB 1883 - relating to the approval of land use assumptions, capital improvement plans and impact fees  SB 2477 – relating to certain municipal regulation of conversion of certain office buildings to mixed-use and multifamily residential occupancy  SB 2835 – relating to municipal regulation of stairway requirements in certain apartment buildings City Council Development Committee – August 06, 2025 Page 1 of 5   SB 2965 – relating to territory in an emergency services district hat is annexed by a municipality The committee thanked staff for the presentation. CONSENT AGENDA Megan Mahan, Deputy City Manager, gave a brief summary of the items on the consent agenda. Chairman Lopez asked the committee if they had questions on any of the consent agenda items. Council Member Shotwell asked for clarification on agenda item five. Noreen Housewright, Director of Engineering/Utility Services provided a detailed review of the item. Council Member Shotwell moved, seconded by Council Member Headen to approve consent agenda item two and to recommend approval to Council on consent agenda items three through ten. The motion carried unanimously. 2. Minutes of the July 9, 2025 City Council Development Committee Meeting Approved on Consent Agenda 3. Annual Contract for Water Main Site Analyzers with Hach Company in the amount not to exceed $60,347.70 annually. This contract will be for an initial one-year term with the option to renew for two additional one-year periods totaling $181,043.10 if all extensions are exercised Approved on Consent Agenda 4. Authorize and confirm the dedication of a permanent sanitary sewer easement located in the Joseph Stewart Survey, Abstract 961, Ellis County, commonly known address of Old Fort Worth Road (Ellis CAD Account # 190600), Midlothian, Ellis County, Texas, from Soap Box Partners LP, for its connection to the existing TRA sanitary sewer line; Authorize the City Manager or his designee to execute any and all legal instruments necessary for the same Approved on Consent Agenda 5. Ordinance abandoning a 0.7998 acres drainage easement on a portion of property located at 3900 S. Robinson Road, Grand Prairie, Dallas County, Texas and authorizing the City Manager or his designee to execute any and all related documentation necessary for said abandonment Approved on Consent Agenda 6. Reimbursement Resolution for the Streets Assessment Project Approved on Consent Agenda 7. Authorize and confirm the purchase of a permanent sanitary sewer easement, temporary construction easement, permanent access easement and temporary access easement located in the D. R Cameron Survey, Abstract 295, Pablo Mansola Survey, Abstract 991 and Allen Jenkins Survey, Abstract 29, commonly known address of 1200 (W) Pioneer Parkway, Grand Prairie, Dallas County, Texas, from Concetta Marie Nolan for $343,738.00, the appraised value plus the requested settlement increase of $56,262.00 for a total purchase price of $400,000.00, City Council Development Committee – August 06, 2025 Page 2 of 5  plus anticipated closing costs of up to $5,500.00 for a total cost of $405,500.00; Authorize the City Manager to execute any and all legal instruments necessary for the same. Approved on Consent Agenda 8. Authorize and confirm the dedication of an Access and Utility Easement and a Utility Easement located on a portion of Lot 3, Block A, Final Plat - Lots 1 thru 3, Block A, Lynn Creek Addition, commonly known address of 3160 Lynn Creek / Mildred Walker Parkway, Grand Prairie, Tarrant County, Texas from Aradi Properties, LLC to the City of Grand Prairie for anticipated recording costs of the two easements up to $100.00 for a total cost of $100.00; Authorize the City Manager to execute any and all legal instruments necessary for the same Approved on Consent Agenda 9. Ordinance amending Ordinance No. 11604-2024 for the FY 2024/2025 Operating Fund Budgets and Ordinance No. 11602-2024 for the FY 2024/2025 Capital Improvement Projects Budgets; Ratification of a previous expenditure to North Texas Contracting, Inc. for emergency water line repairs on Hill Street in the amount of $609,766 and additional maintenance in the amount of $31,500, for a total amount of $641,266 Approved on Consent Agenda 10. Cooperative Contract with The Sanborn Map Company, Inc. for Light Detection and Ranging (LiDAR) Aerial Data Collection Services in an amount not to exceed $102,991.81 through an interlocal cooperative agreement with the Texas Department of Information Resources Approved on Consent Agenda ITEMS FOR INDIVIDUAL CONSIDERATION 11. Ordinance amending Ordinance No. 11602-2024 for the FY 2024/2025 Capital Improvement Projects Budgets; Cooperative Contract with Roadway Asset Services, LLC for Pavement Condition Assessment and Right of Way Asset Inventories for all Roadways & Alleys in the City of Grand Prairie, TX with the added option of Cityworks/Geographic Information Systems consulting services, in the amount of $407,358.00 through the North Central Texas Council of Governments -TXShare Cooperative Purchasing Program Caryl DeVries, Director of Transportation and Mobility, presented this item to the committee. Ms. DeVries noted that the FY2024/2025 Street CIP Fund budget would be amended by transferring and appropriating $450,000 from the unobligated fund balance in the Capital Reserve CIP Fund to the Street CIP Fund for a comprehensive street assessment study of all existing city road projects, scheduled for completion in the Spring of 2026. The committee concurred that staff’s recommendation to expend the funds in Spring 2026, following completion of the study, was the best course of action. Council Member Shotwell moved, seconded by Council Member Headen, to recommend approval of this item to Council as presented. The motion carried unanimously. Resolution authorizing the City Manager to enter into an Advance Funding Agreement (AFA) with the State of Texas through the Texas Department of Transportation (TxDOT) for the Highway Safety Improvement Program (HSIP) to rebuild the traffic signal and make other improvements at the intersection of Great Southwest Parkway and Marshall Drive. The estimated total cost of the project is $751,406, which will be 90% Federally funded and 10% State funded. The City is responsible for funding an estimated $53,588 towards project costs Ms. DeVries presented agenda items twelve and thirteen to the committee noting that in 2024, the North Central Texas Council of Governments (NCTCOG) and the Texas Department of Transportation (TxDOT) announced information on the availability of HSIP funding for intersection safety improvements within the Fort Worth District of TxDOT. The City of Grand Prairie contracted with Kimley-Horn and Associates, Inc., to research accident data, identify safety improvements to various intersections and submit applications for the HSIP program. The Great Southwest Parkway/Marshall Drive intersection and the Great Southwest Parkway/Arkansas Lane intersection were selected by TxDOT-Fort Worth District to be included in the HSIP. The project includes the rebuilding of the traffic signal at the intersection, upgrades to vehicle detection, pedestrian signals, installing flashing yellow arrows and improvements to the curb ramps. The anticipated cost for were presented noting the city will be responsible for all cost overruns, direct State costs for review and administration, and engineering costs. Council Member Headen inquired about the timeframe. Ms. DeVries said it is expected to be completed in FY2026-2027. Chairman Lopez asked about the selection process for this intersection. Ms. DeVries explained that accident data and severity levels are reviewed in determining priorities. Council Member Headen noted she had received several complaints last year regarding accidents at this location. Council Member Headen moved, seconded by Council Member Shotwell to recommend approval of agenda items twelve and thirteen to Council as presented. The motion carried unanimously. 13. Resolution authorizing the City Manager to enter into an Advance Funding Agreement (AFA) with the State of Texas through the Texas Department of Transportation (TxDOT) for the Highway Safety Improvement Program (HSIP) to rebuild the traffic signal and make other improvements at the intersection of Great Southwest Parkway and Arkansas Lane. The estimated total cost of the project is $697,442, which will be 100% Federally funded. The City is responsible for funding an estimated $50,199 towards project costs EXECUTIVE SESSION No executive session was held. CITIZEN COMMENTS There were no citizen comments.
