CITY OF GRAND PRAIRIE CITY COUNCIL DEVELOPMENT COMMITTEE CITY HALL - COUNCIL BRIEFING ROOM, 300 W. MAIN STREET MONDAY, OCTOBER 27, 2025 AT 4:30 PM MINUTES CALL TO ORDER Chairman Lopez called the meeting to order at 4:32 p.m. Present Chairman John Lopez Council Member Jacquin Headen Absent Council Member Tony Shotwell CONSENT AGENDA Cheryl De Leon, Deputy City Manager provided a brief summary of the consent agenda items, noting that no motion required on consent agenda item four as it is a duplicate of consent agenda item two. Chairman Lopez asked Council Member Headen if she had questions on any of the consent agenda items. There being none, Council Member Headen moved, seconded by Chairman Lopez to approve consent agenda item one and to recommend approval to Council on consent agenda items two and three. The motion carried unanimously. 1. Minutes of the September 3, 2025 City Council Development Committee Meeting Approved on Consent Agenda 2. Authorize and confirm the dedication of a 1,644 square foot Drainage Easement located on a portion of Lot 1, Big Cedar Ranch Addition in the W. H. Beeman Survey, Abstract No. 126, commonly known address of 4333 Matthew Road, Grand Prairie, Dallas County, Texas from Terry J. Wright and Nancy M. Wright to the City of Grand Prairie for anticipated recording costs of the easement and its supporting easement up to $100.00 for a total cost of $100.00; Authorize the City Manager to execute any and all legal instruments necessary for the same Approved on Consent Agenda 3. Ordinance abandoning two adjacent 10 ft Public Utility and Drainage Easements, totaling 0.109 acres on a portion of property replated as Lot 2577-R, Block Q, Lake Ridge Section 20, at 3248 Koscher Drive, Grand Prairie, Dallas County, Texas and authorizing the City Manager or his designee, to execute any and all related documentation necessary for said abandonment Approved on Consent Agenda 4. Authorize and confirm the dedication of a 1,644 square foot Drainage Easement located on a portion of Lot 1, Big Cedar Ranch Addition in the W. H. Wright to the City of Grand Prairie for anticipated recording costs of the easement and its supporting easement up to $100.00 for a total cost of $100.00; Authorize the City Manager to execute any and all legal instruments necessary for the same No Action Taken - duplicate of consent agenda item two ITEMS FOR INDIVIDUAL CONSIDERATION 5. Change Order #3 to Construction Services Contract with Gra-Tex Utilities, Inc. for the Carrier Parkway Wastewater Median Improvements Project in the amount of $179,383.00 for Additional Streetlight Support Improvements, bringing the total contract amount to $2,364,139.50 James Bell, Engineering Assistant Director, presented this item to the committee, noting that the change order allows for the installation of streetlighting support improvements on the Carrier Parkway Wastewater Median Improvements project, from Dickey Road to Cherokee Trace. Mr. Bell also provided clarification to the committee regarding their inquiries about the project change orders and the scope of this particular change order. Council Member Headen moved, seconded by Chairman Lopez, to recommend approval of this item to Council as presented. The motion carried unanimously. 6. Approval of an Access Agreement with TEP Barnett USA, LLC to allow for 5,800 linear feet of temporary surface laid water lines to supply water to the Barnes Carpo gas well pad site Jody Cason, Environmental Quality Manager presented this item to the committee, noting that it seeks approval of an Access Agreement with TEP Barnett USA, LLC to allow the installation of 5,800 linear feet of temporary surface-laid water lines for the purpose of fracturing gas wells. Mr. Cason provided additional information on the scope of the project and addressed committee inquiries, advising that TEP Barnett has coordinated with the private property owners regarding outside storage and that the project will not require any lane closures. Chairman Lopez moved, seconded by Council Member Headen to recommend approval of this item to Council as presented. The motion carried unanimously. EXECUTIVE SESSION No executive session was held.
