CITY OF GRAND PRAIRIE CITY COUNCIL DEVELOPMENT COMMITTEE CITY HALL - COUNCIL BRIEFING ROOM, 300 W. MAIN STREET THURSDAY, JANUARY 22, 2026 AT 4:30 PM MINUTES CALL TO ORDER Chairman Lopez called the meeting to order at 4:35 p.m. PRESENT Chairman John Lopez Council Member Jacquin Headen Council Member Tony Shotwell CONSENT AGENDA 1. Minutes of the December 3, 2025 City Council Development Committee Meeting Approved on Consent Agenda 2. Professional engineering services contract with Plummer Associates, Inc. for the FY2026 Annual Study for Storm Drain Outfall Rehabilitation project in an amount not to exceed $115,500 Approved on Consent Agenda 3. Ordinance amending Schedule III of the City of Grand Prairie Traffic Register by modifying the effective times for the school zone established for the Harmony School of Innovation located on Fish Creek Road between Holly Hill Drive and Candler Park Drive Approved on Consent Agenda 4. Ordinance amending Schedule II of the City of Grand Prairie Traffic Register by establishing a speed limit of 50 MPH within the Grand Prairie City Limits on Belt Line Road between the North City Limits and Entertainment Way Approved on Consent Agenda ITEMS FOR INDIVIDUAL CONSIDERATION 5. Consider a Resolution of No Objection to the 2026 Housing Tax Credit Application by KCG Companies, LLC for “Graham St & N Bagdad Rd,” a new Affordable Senior Housing Development being Proposed at North Bagdad Road and Graham Street, Grand Prairie, Dallas County, Texas Rashad Jackson, Director of Planning & Development, presented the item, stating that KCG Companies, LLC has the site under contract and proposes to develop a 65-unit affordable City Council Development Committee – January 22, 2026 Page 1 of 2 senior apartment complex at the northeast corner of North Bagdad Road and Graham Street. KCG is requesting a Resolution of Support from City Council to apply for tax credit funding through the Texas Department of Housing and Community Affairs (TDHCA). The project would develop approximately 2.25 acres of the site, which is currently zoned PD-41 (Light Industrial). A zoning change and Concept Plan approval will be required. CJ Lintner, KCG Development spoke in support of this item. Chairman Lopez requested clarification regarding the project overview and location. Council Member Shotwell stated he had previously met with Mr. Litner for an overview of the company. Mr. Litner noted that KCG is active in Texas, with the closest community located in Mesquite and additional developments in Longview, Houston, and Austin. Council Member Headen inquired about the long-term implications of the tax credits. Mr. Litner explained that acceptance of the tax credits requires a 40-year affordability commitment and that conversion to another use after that period would be very difficult. In response to Chairman Lopez, Mr. Litner confirmed the development would be fenced, not gated, and stated that tenant rents would be income-based. Council Member Headen asked about the difference between a Resolution of No Objection and a Resolution of Support. Megan Mahan, Deputy City Manager, clarified the distinction and noted that the City has historically provided Resolutions of No Objection. Mr. Litner indicated that a Resolution of Support is required to receive additional points in the state funding process and stated that the project is competitive for funding. Ms. Mahan added that timing is critical if the Committee wishes to approve the item. Council Member Shotwell moved, seconded by Council Member Headen, to approve either a Resolution of Support or a Resolution of No Objection, whichever would provide the additional points. The motion carried unanimously. 6. Professional engineering services contract with Halff Associates, Inc. for Phase 2 of the Westfork Reclamation Project in amount of $587,005 Tabled EXECUTIVE SESSION No executive session was held.
