Update on Interstate 30 walls Deputy City Manager Steve Dye noted city staff is working with the Texas Department of Transportation to place a living wall along Interstate 30 near Belt Line Road, giving it a more natural and pleasing aesthetic. Presented 2. EPIC Waters Update - 2021 Flowapalooza Parks Department Director Duane Strawn introduced Rick Coleman with American Resort Management at Epic Waters reviewed the history of Flowapalooza and details of the recent event, noting there were ninety competitors. He said they decided to host the event again in 2022 and reviewed information of flow tour nationals and awards. Presented 3. Proposed Sections for the Downtown Main Street Road Reduction Project Mr. Dye and City Transportation Director Walter Shumac introduced Brian O’Neill and Nick Nelson of Pacheco Koch who provided details of proposed Main Street improvements. They discussed public and private parking, Main Street section options as well as bike lane options. Council Member Copeland asked for details on the reverse angle parking and clarification of private and public parking. Mr. Dye and Mr. Nelson discussed reduction of sidewalk space and reviewed information regarding sidewalk options including dining space. Council Member Lopez noted businesses can partner up for valet parking and other opportunities. Deputy City Council Meeting – September 21, 2021 Page 1 of 20  Mayor Pro Tem Humphreys said he does not favor the pull-in parking, prefers 1A option and has concerns with pedestrians being hit by bikes in option 1B. Mr. O’Neill displayed and discussed photos of 1A and 1B type bike lanes in Denver, Colorado. Mr. Shumac provided information regarding multi-motor type traffic. Council Member Johnson asked if Pacheco Koch would be doing the design and work, and whether they have experience with designing and implementing bike lanes. Mr. O’Neill said yes. Council Member Lopez asked them to keep vehicle charging stations in mind during the design phase. Mr. O’Neill noted traffic control planning and phasing is a big part of the design. Council Member Ezeonu asked how long construction may take. Mr. O’Neill said eighteen to twenty months. Mr. Humphreys asked if they have considered of not adding a median. Mayor Jensen said he cannot think of a downtown that does have medians. Mr. Dye said they would return later to present options with photos. Presented 4. Aviation Fuel Bid Process and Agreement City Airport Director Mark Divita and City Purchasing Manager Angi Mize presenting details of the bid process and agreement. Presented AGENDA REVIEW Mayor Pro Tem Del Bosque asked if there were any questions on items seven through thirty-six. There were no questions. Mayor Jensen advised agenda item fifty-three would require a roll call vote. EXECUTIVE SESSION Mayor Jensen called a closed session at 5:14 p.m. pursuant to Chapter 551, Subchapter D of the Government Code, V.T.C.A., to discuss Section 551.072 “Deliberation Regarding Real Property” and Section 551.087 “Deliberations Regarding Economic Development Negotiations.” RECESS MEETING Mayor Jensen adjourned the Executive Session, reconvened the regular meeting and called a recess at 6:03 p.m. RECONVENE MEETING – 6:30 PM Invocation led by Pastor Willie Milbry of The Good Shepherd Baptist Church. Pledge of Allegiance to the US Flag and Texas Flag led by Mayor Pro Tem Mike Del Bosque. PRESENTATIONS 5. Recognition of City Manager Tom Hart Mayor Jensen acknowledged City Manager Tom Hart who spoke of his twenty-two year experience in Grand Prairie, giving thanks and noting it was an honor and a true pleasure to City Council Meeting – September 21, 2021 Page 2 of 20  work for the city. He gave credit to Council for good decisions made over the years. He said he supports Mr. Dye and noted he would take the city to the next level. He recognized Deputy City Managers Bill Hills and Cheryl DeLeon as well as his wife Susan. Mayor Jensen said he is a better Mayor because of Mr. Hart and their open dialogue, and he looks forward to working with Steve. Mr. Dye introduced his family in attendance and expressed love for Mr. Hart and thanked him for hiring him in 2011 and recommending him for the City Manager role. He addressed the Mayor and Council and showed appreciation and thanked them for their support of staff and efforts to better the city. Mr. Dye pledged to make employees his top priority and noted it is God’s plan for him to serve, and he then discussed some of his goals. Presented 6. Recognition of Buddy Bridges for his Service to Oncor and the City of Grand Prairie Mayor Jensen recognized Buddy Bridges who was the longest serving manager with Oncor. He noted Buddy’s commitment to serving the Grand Prairie’s community. Minutes of the September 7, 2021, City Council Meeting Approved on Consent Agenda 8. Price agreement for aviation fuel with AV Fuel (not to exceed $1,000,000.00 annually); the agreement will be for one year with the option to renew for four additional one-year periods, not to exceed $5,000,000.00 if all extensions are exercised; and authorize the City Manager to execute the renewal options with aggregate price fluctuations of up to $25,000.00 or 25% of the maximum price so long as sufficient funding is appropriated by the City Council to satisfy the city’s obligation during the renewal terms. She noted it meets density and dimensional requirements as well as landscaping and elevation. Ms. Ware said the applicant is requesting a variance to allow for overhead doors to face the street, and indicated the Planning and Zoning Commission recommended approval, but staff cannot fully support because the building elevation does not comply due to the overhead doors. Deputy Mayor Tem Humphreys asked if the builder/developer will be the operator. Ms. Ware said end user would be the one going thru the process and noted they are meeting all of their requirements. Mayor Jensen stated there were no speakers in the audience. Council Member Clemson said she drove the area and noted others do have the front doors as well. Council Member Clemson moved, seconded by Deputy Mayor Pro Tem Humphreys to approve this item. The motion carried unanimously. Approved 40. S210803 - Site Plan - Double Oak MF (City Council District 6). Site Plan for a 255-unit multi- family development on 10.335 acres. Joseph Lawrence Survey, Abstract No. 616, City of Grand Prairie, Ellis County, Texas, zoned PD-413, located east of SH-360 and north of Double Oak Ave (The Planning and Zoning Commission recommended approval by a vote of 8-0) Ms. Ware presented this site plan zoned PD413 Multifamily uses, noting it meets density, dimensional and parking space requirements as well as landscaping and screening. She reviewed the site plan map, renderings of the project and proposed amenities. Ms. Ware indicated the Planning and Zoning Commission and Development Review Committee recommended approval. Mayor Jensen said Jordan Cox, 2722 Routh Street, Dallas, recorded his support but did not wish to speak. Council Member Johnson moved, seconded by Mayor Pro Tem Del Bosque, to approve this item as presented by staff. The motion carried unanimously. Armstrong Survey, Abstract No. 43, City of Grand Prairie, Tarrant County, Texas, zoned PD-407, and addressed as 931 N Day Miar Rd (On August 23, 2021, the Planning and Zoning Commission recommended approval with conditions by a vote of 8-0) Ms. Ware presented this item noting it is a six-hundred seventy-six multi-family unit site plan request to include two four story buildings. She noted it meets density, dimensional and parking requirements; and she indicated a six-foot rod iron fence is proposed. Ms. Ware reviewed building elevations and amenities and said the applicant did not request variances. She said the Planning and Zoning Commission and staff recommended approval. Deputy Mayor Pro Tem Humphreys noted concerns that the development is close to campers at the park. Planning Director Rashad Jackson reviewed the map of the proposed development and noted the distance of at least 36 feet from the park property to the apartment complex. Council Member Johnson asked if fencing was adequate. Council Member Copeland said it is heavily wooded and the park has barbed wire fencing as well. Council Member Lopez noted there is already multi-family just north of this development. Mayor confirmed there is parking but not a road between development and the campgrounds. Council Member Lopez moved, seconded by Council Member Copeland, to approve as presented by staff. The motion carried unanimously. Approved PUBLIC HEARING CONSENT AGENDA 42. SNC-21-09-0001 – Public Hearing on Street Name Change – Performance Place to Texas Trust Way (City Council District 1). Street Name Change request to change Performance Place to Texas Trust Way Ms. Ware presented this item and noted staff recommended approval. Mayor Jensen asked if there were any speakers, and there were none. Mayor Jensen said he is pleased that Texas Trust stepped up to purchase the rights to the street naming. Ms. Clemson said she appreciates the service Texas Trust provides. Council Member Clemson moved, seconded by Mayor Pro Tem Del Bosque, to close public hearing and approve this item. The motion carried unanimously. Adopted ORD 11075-2021 PUBLIC HEARING ZONING APPLICATIONS 43. Z210802/CP210801 - Planned Development Request - Wireless Facility at 2490 Davis Dr. (City Council District 6). Zoning Change from Agricultural to a Planned Development District with a base zoning district of Office and Cell Tower use by right on 0.09 acres. Being a portion of Seth M. Blair Survey, Abstract 138, City of Grand Prairie, Ellis County, Texas, zoned City Council Meeting – September 21, 2021 Page 9 of 20  Agricultural and addressed as 2490 Davis Road (On August 23, 2021, the Planning and Zoning Commission recommended approval by vote of 8-0) Ms. Ware presented this item to rezone from Agricultural to Planned Development with a base zoning district of Office and Cell Tower, and reviewed the requested variances. She noted it does not meet density requirements and said this item is presented as a request to approve the cell tower exceeding eighty-five foot height with a variance for minimum lot area and depth Ms. Ware said the Planning and Zoning Commission and staff recommended approval. The agent for this item, Vincent G. Huebinger, 1715 Capitol Texas Highway, Austin, spoke in support and reviewed the request. Council Member Johnson moved, seconded by Council Member Clemson to close the public hearing and approve this item. The motion carried unanimously. Adopted ORD 11076-2021 44. Z210805/CP210804 - Planned Development Request - January Lane Mixed Residential (City Council District 1). Zoning Change from Multi-Family One to a Planned Development District for Hybrid Housing (Build to Rent), Townhouse, and Multi-Family Uses and a Concept Plan for 314 units on 26.15 acres. Tract 1, P. H. Ford Survey, Abstract No. 542, City of Grand Prairie, Tarrant County, Texas, zoned MF-1, and addressed as 2450 January Ln (On August 23, 2021, the Planning and Zoning Commission recommended approval with staff conditions by a vote of 8-0) Ms. Ware reviewed this request referencing a traffic impact analysis, and she reviewed the pattern book facades, design elements and variances including garage parking for tract 1 and tract 3 as well as the drive access. Ms. Ware said City Council previously adopted the Housing Analysis Policy and Guidelines. She noted the Planning and Zoning Commission recommended approval with staff conditions, and she reviewed the recommendations. Mayor Jensen asked if density would change, and Ms. Ware noted it would be the same. Deputy Mayor Pro Tem Humphreys said the product that was presented is good, but he has concerns that it would change at the site plan phase. Laura Hoffman, 2728 N. Harwood Street, Dallas, representing developer said they are tied to this concept plan. David Ichess provided details, reviewed the map/site plan of proposed town home and hybrid communities and reviewed the renderings Council Member Ezeonu asked if residents in the different communities can use all available amenities. Mr. Ichess said there are two common area amenities, and each would use their own. Ms. Hoffman added the open space would be available to all. Council Member Johnson expressed concern that variations may change and is not favorable to the renderings and illustrations, but he likes the concept. Mr. Ichess said he could relay it to the architect for further design review. Council Member Humphreys asked if the town homes would be for rent or sale. Mr. Ichess said they would be available for rent. Council Member Clemson expressed concerns with the traffic study, and noted problems with parking on Duncan Perry as part of that road is in Arlington but effects citizens of Grand Prairie. Mr. Copeland said he visited with the applicant about the officer next door program, and they were amenable. Ms. Ware reviewed variances and indicated staff would like for them to hold off on variance one. Deputy Mayor Pro Tem Humphreys and Council Member Lopez expressed concerns with parking. Ms. City Council Meeting – September 21, 2021 Page 10 of 20  Ware explained the requested variances change the parking type, but the number is the same. She also explained the Uniform Development Code would set requirements for guest parking. Council Member Clemson noted this property is zoned multifamily, and moved, seconded by Deputy Mayor Pro Tem Humphreys, to close the public hearing and approve with staff recommendations, and conditional upon approvement of the traffic study, and that elevation will be as presented tonight in the information provided by the developer. The motion carried unanimously. Adopted ORD 11077-2021 45. Z210602/CP210602 - Planned Development Request - PD at 1501 S. Belt Line Rd. (City Council District 3). Zoning Change from Commercial to a Planned Development District for Single Family Detached Use and a Concept Plan for 37 single family residential lots on 14.361 acres. Tract 7, 7.4, and 7.5, Robert R Tucker Survey, Abstract 1473, City of Grand Prairie, Dallas County, Texas. Zoned Commercial (C), located on the northwest and southwest corners of the intersection of Monterrey Ave. and S Belt Line Road, with an approximate address of 1501 S Belt Line Rd (The Planning and Zoning Commission recommended approval by a vote of 8-0) Ms. Ware advised this item was tabled at the last council meeting, and she reviewed revisions of the proposal increasing the lot width and area, and noted the adjusted standards. She said the Planning and Zoning Commission recommended approval, but staff cannot recommend due to not aligning with the Future Land Use Map. Engineer Michael Salcedo, 401 College St., said they met with staff and Council Member Del Bosque to work out adjustments, and he noted they lost quite several lots. Mayor Pro Tem Del Bosque noted there were four that could not meet the required change. Council Member Copeland expressed this is a fair compromise, and he supports the effort. Mayor Pro Tem Del Bosque moved, seconded by Deputy Mayor Pro Tem Del Bosque, to close the public hearing and approve this item. The motion carried unanimously. Adopted ORD 11078-2021 ITEMS FOR INDIVIDUAL CONSIDERATION 46. Amendment to Lease with MS GP, LLC to add an Additional Restaurant Padsite at EpicCentral to Lease Economic Development Director Marty Weider reviewed the lease amendment to add an additional pad site at EpicCentral. He said it would be located next to Chicken N Pickle and bring a breakfast type concept. Council Member Lopez asked to clarify the number of restaurant operators. Mr. Weider reviewed the list of operators, and said MS GP, LLC, would be the main operator there. Council Member Lopez asked what has been done to attract local restaurants and operators. Mr. Weider identified some of the restaurants with whom he has met and/or spoken. Council Member Lopez asks if the concept fails, whether MS GP, LLC, could City Council Meeting – September 21, 2021 Page 11 of 20  sublease. City Attorney Megan Mahan said if they sublease to a third party, the city must approve the concepts. Council Member Johnson asked Mr. Weider to on attracting local restaurants to the remaining available sites. Council Member Clemson also asked to market the last pad site to local restaurants. Chief Scesney reviewed items the ¼ cent sales tax covers. Mayor Jensen thanked Ms. Mercer and asked if there were any speakers, but there were none. Council Member Copeland advised the CCPD board was supportive, then he moved, seconded by Council Member Clemson, to approve this item. The motion carried unanimously. Approved 48. Ordinance Amending the FY 2020/2021 Operating Budgets Ms. Mercer presented items forty-eight through fifty-two. Mayor Jensen thanked Ms. Mercer and the Council Finance and Government Committee. Harold Willis, 528 Lindly, spoke in support of items forty-eight through fifty and asked if the American Rescue Plan is in the budget. Ms. Mercer said no. Council Member Copeland noted the Council Finance and Government Committee met with staff and reviewed all fund summaries, and noted all funds are healthy meeting reserve requirements. Mayor Jensen called upon the noted speakers. Jackie Silva, 7339 Darsena, spoke in opposition of item sixty-nine. She noted she lives in Peninsula PID and has been arguing with the PID since 2015. She believes the tax rate can be reduced and said the PID is not looking for ways to save money and noted lack of pond maintenance. Mayor Jensen asked if tax rate increased. Ms. Harriss said no. Mr. Shannon McFarland, 2300 block of Darsena, spoke in opposition of item sixty-nine. He said he lives near pond 1 in the Peninsula PID and said he has filed complaints about high grass and high weeds, but the PID board has neglected to assist. Kevin Tosh, 7064 Surfside Lane, spoke in opposition of item sixty-nine. He said he is a resident of the Grand Peninsula. He said he reviewed the budget of 2020-2021 and noted there was an increase in assessed value. He asked for review of the PID board positions. Pablo A. Salas, 881 Chaparral Drive, asked to record his support of item seventy-three but did not wish to speak. Mr. Willis spoke in support of item seventy-three and asked how much the rate increased in Westchester. Ms. Harriss said it went down one cent, from 11 cents to 10 cents. Gary McGray with Westchester PID explained what the PID does. He said there are a lot of walls that need rebuilding due to bad installation in the 1980’s and said the landscaping is critical. Mr. McGray said brings value to the homes and neighborhood, noting Westchester has over 2500 trees. Mayor Jensen confirmed the PID was in place when the homes were developed. Tammy Chan from Grand Prairie Homeless Organization (GPHO), 727 Hill Street, spoke about the increasing number of homeless people in Grand Prairie which she opines is due to the end of the moratorium on evictions and increase in unemployment. Kelli Howard, 4538 Gildersleeve Street, said she volunteers with GPHO and discussed meals provided as well as other services. Kelly Stiles, 1907 Westfield Street, discussed the Johnson Creek project and issues caused by the contractors' storage of materials near her property, as well as the lack of water trucks and timely hauling off of material. Daniel J. Bennett, 408 Pemberton, White Settlement, discussed a protest with the Tarrant County Appraisal District and suggested an audit of their certified rolls.
