Minutes of the November 16, 2021, City Council Meeting and December 9, 2021, Special City Council Meeting City Council Meeting – December 14, 2021 Page 1 of 6  5. Professional Services Contract with Alliance Geo Technical Group, Inc. to perform engineering services on Various Projects in the City of Grand Prairie (up to $50,000 annually) for one year with the option to renew for four additional one-year periods totaling $250,000 if all extensions are exercised; and authorize the City manager to execute renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City’s obligation during the renewal terms 6. Purchase of Inlet Flush System from Vac-Con, Inc. in the amount of $152,000 through an Interlocal Agreement with Houston-Galveston Area Council (HGAC) 7. Purchase of Storm Drain Camera System through a national cooperative agreement with Buy Board contract #593-19 with CLS Equipment Co., Inc. in the total amount of $90,239.63 8. Authorize the city manager to amend the BrandEra and Madden Media contracts for advertising from $325,000 each to BrandEra $525,000 and Madden $425,000 by dividing the unused $300,000 on the not renewed contract with Rhyme and Reason 9. Price Agreement for speed cushions from Traffic Logix Corporation (up to $58,800.00 annually). This agreement will be for one year with the option to renew for four additional one- year periods totaling $294,000.00 if all extensions are exercised. Authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City’s obligation during the renewal terms 10. Second Amendment to the Price Agreement with MCCi, LLC, for JustFOIA Open Records Request Tracking Solution to include a Redaction Tool and Single Sign-on, adding $2,295.00 annually for a total annual recurring cost of $10,958.00 11. Change Order #3 with Employer Direct Healthcare (Surgery Plus) in the amount of $125,000, for an overall annual amount for 2021 not to exceed $500,000, and Price Agreement Renewal #5 for an overall annual amount not to exceed $520,000 for both procedure costs and an increased administration fee of $4.00 PEPM beginning January 1, 2022 12. Price agreement for glass and mirror associated hardware installation, modification, repair and replacement with Glass Doctor of North Texas at an estimated annual amount of $60,000.00 with the option to renew for two additional one year periods totaling $180,000.00 if all extensions are exercised, and authorize City Manager to execute the renewal options with aggregate price fluctuations of up to $50,000 if the City Council appropriates sufficient funding to satisfy the city’s obligation during the renewal terms 13. Purchase of one (1) new Ram 1500 crew cab 4x2 pickup for Transportation Services ($27,444.15), one (1) new Ram 1500 crew cab 4x2 pickup for Fire Department ($27,444.15), and two (2) new Ram 1500 crew cab 4x2 pickup for Public Works ($27,444.15 each) from Cowboy Motor Co. dba Moore Chrysler Dodge Jeep Ram for a combined total of $109,776.60 through a Cooperative Agreement with Goodbuy City Council Meeting – December 14, 2021 Page 2 of 6  14. Contract with WEX Health, Inc. for COBRA and Retiree Billing Administration services beginning May 1, 2022, through April 30, 2027, for an estimated annual cost of $22,730 and a total contract value of $113,650 over five years 15. Authorize City Manager to negotiate Assignment, Assumption, and Amendment of Sublease Agreement for Lynn Creek Marina and Restaurant with Lynn Creek SMI, LLC and, if approved by the United States Army Corps of Engineers, execute Agreement 16. Construction Manager at Risk (CMAR) Contract with AUI Partners, LLC for pre-construction management services for Phase I Mi Familia in the amount of $3,000 and approve a Construction Service Fee of 2.25% to be applied at a later time to the actual approved construction costs for the Phase I work 17. Price Agreement for a turnkey microtransit “vehicle for hire” service from River North Transit LLC. This agreement will be for one year for with the option to renew for four (4) additional one-year periods. The initial one-year pilot program will be awarded for up to $2,767,848. The program will include the option to expand based on ridership for an overall total not to exceed $20,000,000 if all extensions are exercised. Authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City’s obligation during the renewal terms 18. Ordinance amending the FY 2021-22 Pooled Investment Fund Budget: Purchase and installation of mobile backup generators and docking stations from Holt CAT through a national cooperative agreement with Sourcewell (formerly NJPA) in the amount of $1,655,910.38 with a 10% contingency of $165,591.00. 19. Price Agreement for (CMMS) Computerized Maintenance Management System from Micromain in the amount of $11,000, (Annual Support, Consult and Training) This agreement will be for one year with the option to renew for 4 additional one-year periods totaling $55,000.00 if all extensions are exercised. Authorize the City Manager to execute the renewal options with aggregate price fluctuations of up to $50,000 of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City’s obligation during the renewal terms 20. Resolution Adopting the Emergency Housing Voucher Program Administrative Plan 21. Amend the Zoning Board of Adjustments and Appeals (ZBA) Bylaws to allow ZBA to establish meeting start times by a vote during the public hearing portion of the meeting 22. Price Agreement for Litter Removal Texas Department of Transportation Rights-of-Way litter collection service from Good Earth Cooperation (up to $297,000.00 annually). This agreement will be for one year with the option to renew for four additional one-year periods totaling $1,485,000 if all extensions are exercised, authorize the City Manager to execute the renewal options with aggregate price fluctuations of up to $25,000.00 or 25% of the maximum price so long as the City Council appropriates sufficient funding to satisfy the city’s obligation during the renewal terms City Council Meeting – December 14, 2021 Page 3 of 6  23. An Ordinance amending Chapter 5, “Animal Services,” by revising Section 5-57, “Breeding of cats and dogs,” to the Code of Ordinances of the City of Grand Prairie, Texas; Providing a Penalty Clause, A Savings Clause, and a Severability Clause; and providing an effective date upon passage and publication 24. Ordinance amending sections 7-7, 7-8, 7-67, 7-89, 7-90, 7-107, 7-108, 7-109, 7-150, 12-1, 12- 2, and 29-12 of the Code of Ordinances to adopt the 2021 editions of the International Building Code, International Existing Building Code, International Plumbing Code, International Fuel Gas Code, International Mechanical Code, International Fire Code, International Residential Code, International Energy Conservation Code, International Swimming Pool and Spa Code, and the International Property Maintenance Code, and adopting the 2020 edition of the National Electric Code, and providing for amendments to certain of those codes 25.
