9. Purchase of three (3) new Harley Davidson FLHP Road King motorcycles for Police
($26,768.38 each) from Longhorn Harley Davidson for a combined total of $80,305.14 through
a Cooperative Agreement with BuyBoard
10. Purchase of five (5) new marked Chevrolet Tahoe Police Pursuit Vehicle (PPV) for Police
($36,096 each) and three (3) new unmarked Chevrolet Tahoe Police Pursuit Vehicle (PPV) for
Police ($33,746 each) from Caldwell Country for a combined total of $281,718 through a
Cooperative Agreement with HGAC
11. Personal Services Contract in the amount of $60,000 for 2022 Main Street Fest headline
entertainer Craig Morgan
12. Oil and Gas Lease with GHA Barnett, LLC., covering 24.21 acres of City-owned lots and right-
of-way for a term of thirty-six months and twenty-five percent royalty on Wildlife Parkway,
Hardrock Road, North Carrier Parkway and Egyptian Way in Dallas County
13. Final reconciliation Change Order/Amendment No. 2 with Iron T. Construction in the net
negative amount of ($19,200) for Cottonwood and Fish Creek Stream Stability Improvements
Phase 2
14. Rejection of all proposals for RFB# 22026; Drainage Ditch Maintenance
15. Price Agreement for Micro-Surfacing and Slurry Seal Treatment from Viking Construction,
Inc., (up to $623,987.52). This agreement is for one year with the option to renew for four
additional one-year periods totaling $3,119,937.60 if all extensions are exercised. Authorize the
City Manager to execute the renewal options with aggregate price fluctuations of the lesser of
up to $50,000 or 25% of the original maximum price so long as sufficient funding is
appropriated by the City Council to satisfy the City’s obligation during the renewal terms
16. Price Agreement for mowing of TXDOT rights-of-way, with Lawn Patrol Service, Inc. in the
estimated amount of $335,111.72. This agreement will be for one year with the option to
renew for four additional one-year periods totaling $1,675,558.60 if all extensions are
exercised. Award a secondary price agreement to Lawn Good Earth, Inc., for up to

$486,637.38 annually, to be used only if Lawn Patrol Service, Inc. is unable to fulfill the needs
of the department. Authorize the City Manager to execute the renewal options with aggregate

17. Authorize Agreement with Tarrant County Elections Department and Ratify Agreements with

33. TAM-22-02-0003 - Text Amendment – Portable Illuminated Signs - An Ordinance of the City
of Grand Prairie, Texas, amending Article 9: Sign Standards to allow for portable illuminated
signs as a permissible use; Repealing all Ordinances or parts of Ordinances in conflict
herewith; Containing a savings clause and a severability clause; and to become effective upon
its passage and approval (On March 28, 2022, the Planning and Zoning Commission
recommended approval by a vote 8-0)
34. SNC-22-03-0001 – Street Name Change – SW 2nd Street, NW 2nd Street, and Stadium Drive
to Dolores Huerta Drive (City Council District 5). An Ordinance of the City of Grand Prairie,
Texas renaming SW 2nd Street, NW 2nd Street, and Stadium Drive, a dedicated public street in
the City of Grand Prairie, Texas, to Dolores Huerta Drive and providing an effective date
