7. Purchase of four (4) new marked Chevrolet Tahoe Police Pursuit Vehicle (PPV) for Police
($36,171 each) and one (1) new unmarked Chevrolet Tahoe Police Pursuit Vehicle (PPV) for
Police ($33,671) from Caldwell Country for a combined total of $178,355 through a
Cooperative Agreement with HGAC
8. Purchase of two (2) new Ditch Witch FX20B Vac Trailers ($31,632.89 each) from Witch
Equipment Company, Inc. for a combined total of $63,265.78 through a Cooperative
Agreement with Sourcewell
9. Purchase of handheld and in-vehicle radios for new positions in the Police Department, in the
amount of $122,531.03, from Motorola, Inc., through a national cooperative agreement with H-
GAC
10. Purchase of five all-terrain vehicles, in the total amount of $77,080.15, from Al Lambs Honda,
utilizing FY 2021 UASI Grant funds
11. Change Order #1 in the amount of $56,400 for an initial one-year term, and $56,400 annually
thereafter, for eight additional one-year terms, for a total of $507,600, to add equipment and
services for newly created Police Officer positions to price agreement with Axon, Inc. (The

by Grand Prairie in relation to the August 19, 2020 fire at 2000 W. Marshall, Grand Prairie,

14. Lease with Grand Prairie Hotel Development Corporation (GPHDC) for EpicCentral Hotel;
Landlord, Tenant and Manager Non-Disturbance and Attornment Agreement with the City
GPHDC and Concord GPHCC Management, LLC; Authorize hotel management contract
between GPHDC and GPHCC Management, LLC as Hotel Operator (The Finance and

15. Reject all Bids for RFB# 22097 for Mowing and Grounds Maintenance
16. Price Agreement for Grass Sod & Seed Replacement from Greycon Inc. dba Grey Construction
(up to $66,500.00 annually). This agreement will be for one year with the option to renew for
four additional one-year periods totaling $332,500.00 if all extensions are exercised. Authorize
the City Manager to execute the renewal options up to $16,625 (25%) so long as sufficient
funding is appropriated by the City Council to satisfy the City’s obligation during the renewal

17. Ratify a grant application for participation in the American Rescue Plan Act (ARPA) State and
Local Fiscal Recovery Fund (SLFRF) in the amount of $2,000,000 for Tarrant County

19. Resolution authorizing the City Manager to enter into a Local Project Advance Funding
Agreement (LPAFA) with the Texas Department of Transportation (TxDOT) for the installation
of Dynamic Message Signs (DMS) and Closed-Circuit Television (CCTV) cameras along SH
161 from Pioneer Pkwy to IH 30, and Main Street / Jefferson Street from NW 23rd Street to SW

20. Resolution authorizing the City Manager to execute an inter-local purchasing agreement
between the City of Grand Prairie and Texas A&M Engineering Extension Service (“TEEX”)
for UASI Grant Funded Training in Cybersecurity for $14,768
21. Ordinance amending Schedule III of the Traffic Register by modifying effective times at a
school zone on Robinson Road near Pinebrook Drive and modifying school zone limits for four
zones on Claremont Drive, Corn Valley Road, Freetown Road, and Robinson Road to cover
additional crossing patterns
22. Ordinance amending the FY21-22 Capital Improvement Projects Budget; Professional
Engineering Contract with Halff Associates, Inc. for Great Southwest Parkway Extension from
Ave K to Fountain Parkway in the amount of $394,400 (The Finance and Government

23. Ordinance amending the FY2021/2022 Capital Improvement Projects Budget; Change Order
No. 1 with Fast General Contracting for additional piers, drainage, irrigation repair, drilling
additional pier depth for 13 piers, and additional concrete and steel rebar in the amount of
$60,000 ($49,934 for Change Order No. 1 and remaining funds of $10,066 for replacement turf
and landscape and ornamental features as necessary) for a total project cost of $447,450 (The

24. An Ordinance authorizing the issuance of City of Grand Prairie, Texas, General Obligation
Pension Bonds, Taxable Series 2022; levying a continuing direct annual ad valorem tax for the

payment of such Bonds; and resolving other matters which are necessary to effectuate such
issuance; including the delegation of matters relating to the sale and issuance of such Bonds to

25. STP-22-03-0018 Site Plan – Agrimat (City Council District 1). Site Plan authorizing the
expansion of an existing warehouse/distribution facility including two new warehouse
buildings and one new office building on 5.423 acres, Lot 1R, Block 1, Fuentes Addition, City
of Grand Prairie, Dallas County, Texas, zoned LI District, within the SH 161 Corridor Overlay
District, and addressed as 3025 Roy Orr Blvd (On May 23, 2022, the Planning and Zoning
Commission recommended approval by a vote of 8-0)
26. STP-22-04-0022 - Site Plan - Aura Southgate, Phase 2 Multi-family (City Council District 6).
Site plan for multi-family development with 303 units in three buildings on 10.1 acres. Parcel
located in the B. F. Howard Survey, Abstract No. 513, and Seth M. Blair Survey, Abstract No.
135, City of Grand Prairie, Ellis County, Texas, zoned PD-414, and generally located east of
State Highway 360 and north of US Highway 287 (On May 23, 2022, the Planning and Zoning
Commission recommended approval by a vote of 8-0)

27. ZON-22-03-0009 - Zoning Change - General Retail to Single Family-Six (City Council District

addresses as 405 NW 20th Street (On May 23, 2022, the Planning and Zoning Commission
recommended approval by a vote of 8-0)
28. SUP-22-04-0021 - Specific Use Permit - Mobility Partners USA (City Council District 5).
Specific Use Permit for Auto Dealer (Non-Franchised Used) within 14,619 Sq. Ft. of tenant
space. Lot 1, Block 2, I-30/MacArthur Business Center Addition, City of Grand Prairie, Dallas
County, Texas zoned PD-41, within the IH-30 Overlay Corridor District, with an address of
2407 E IH 30, Suite 100 (On May 23, 2022, the Planning and Zoning Commission
recommended approval by a vote of 8-0)
29. CPA-22-04-0002 - Comprehensive Plan Amendment - Mixed Residential to Light Industrial
(City Council District 1). Amendment to the Future Land Use Map (FLUM) to change the
designation from Mixed Residential (MR) to Light Industrial (LI). Tracts 1, 10, 16, 17, 17.1,

Retail Auto Parts (Used), Auto Sales (Non-Franchise, Used), and Auto Body and Paint Shop
Uses, for compliance with SUP conditions, and modify, renew, or revoke if deemed appropriate

Prairie, Tarrant County, Texas, zoned Light Industrial, and addressed as 2620 Skyway Dr (On
June 13, 2022, the Planning and Zoning Commission recommended revocation by a vote of 5-

32. ZON-22-03-0007 – Zoning Change/Concept Plan – Jefferson at Loyd Park (City Council
District 4). Zoning Change from Agriculture to a Planned Development District for two Multi-
Family tracts with 900 units along with 122 townhome lots on 58.38 acres. Multiple parcels
within the Ralph Graves Survey, Abstract 569, City of Grand Prairie, Tarrant County, Texas,
Zoned Agricultural (A) with an approximate address of 7112 N Day Miar Rd (On May 9, 2022,
the Planning and Zoning Commission motion to approve failed by a vote of 4-4 resulting in a
recommendation of denial)
