STAFF PRESENTATIONS
1. Oncor Electric Service Update
Roger Lindsey with Oncor Electric provided an update on outages since February in Grand
Prairie. He highlighted their Grand Prairie team, new equipment used and installed to identify
faults, automated metering and data retrieval. Mr. Lindsey discussed noted cable being
replaced in the city and efforts utilizing two-hundredfifty installed trip saver devices. He added
that automated metering helps identify power outages and overloaded circuits. City Manager
Steve Dye said City Municipal Building and Construction Director Andy Henning has worked
with Oncor on new construction efforts. Deputy Mayor Pro Tern Lopez inquired about failures
reported with older cables. Mr. Lindsey explained how they have reviewed Grand Peninsula
area and made adjustments, adding a transformer and changing load to improve reliability.
Council Member Clemson said knowing estimated repair time is important for the community.
Mr. Ezeonu inquired about shedding. Mr. Lindsey discussed the Electric Reliability Council of
Texas' communication process for brown outs, or shedding

2. Major Employer Update: Bell Flight

Jared Howard from Bell Textron discussed their role and provided a product map, noting they
are based in Texas. He reviewed their diverse culture, employee resource groups and
recognitions. Mr. Howard discussed their three business components: commercial( business
mission), military ( advanced vertical lift systems which are products in Grand Prairie), and
innovation products. He noted if they are awarded a contract for which they have currently
bid, they are planning for a thirtypercent growth ofemployees for their Grand Prairie facility.

3. Economic Development Initiatives
Mr. Dye, Economic Develop Director Marty Wieder and Economic Development Business
Manager Kay Brown-Patrick introduced new initiatives in economic developmentfocused on
council vision and goals, the city' s strategic plan and community. Ms. Brown- Patrick
discussed the business retention and expansion program. She provided an overview of the
redevelopment/ revitalization improvement program. Council Member Headen asked ifseed
money had been established with a bank yet. Ms. Brown-Patrick said there have been initial
conversations with interested banks.

Deputy City Manager Cheryl De Leon and Information Technology Chief Information Officer
Keshnel Penny reviewed the importance and requirements of cyber security training.

AGENDA REVIEW
Mayor Pro Tern Humphreys asked ifanyone had questions about the agenda. City Attorney Megan
Mahan said item fourteen was not reviewed by the Public Safety, Health and Environment Committee
because the meeting was canceled, therefore, she added it to tonight' s consent agenda for full Council
consideration. There were no questions on that item. Council Member Clemson commended Grand
Prairie United Charities and Tammy Chan with Grand Prairie Homeless Outreach Organization on the
great work they do to assist those who are in need and the homeless. Mayor Pro Tern Humphreys said
items twelve, thirteen, twenty- two through twenty-four and twenty six were reviewed by the Finance and
Government Committee the week prior. City Manager Steve Dye said an appraisal is still pending on
item twenty-four discussed the importance ofthat having that property to fulfill the current parking
needs for PlayGrand Adventures. There were no additional comments nor questions.

Parks, Arts and Recreation Director Duane Strawn introduced B. J. Nichols and discussed the
history ofhis service with Grand Prairie. Mayor Jensen presented the certificate of
appreciation for 15 years of service.

Housing and Neighborhood Services Director Esther Coleman and Housing Services Manager
Patrick Cornelius presented the 2022 Community Development Block Grant and HOME
budgets. Ms. Coleman reviewedfunding, provided a budget overview and reviewed the HOME
Program Financials Table. She discussed the process which includes public hearings, postings
and approval procedures. Council Member Ezeonu asked to see a list of the non profits who
applied and how they were rated. Ms. Coleman reviewed the information previously provided
and explained the scoring system. Deputy City Manager Bill Hills reminded Council the
information is available in their agenda packets. Mayor Pro Tern Humphreys said the Finance
Government Committee reviewed this thoroughly and recommended approval. Council

Member Headen askedfor clarification ofwhy certain applicants received low scoring and
requested further explanation ofdirect delivery. Ms. Coleman said applicants must meet a
national objective ( low to moderate) andfurther explained some locations were outside of the
city, others cater to gender specific or did not identify they had a 501 3c, and others were
providing duplicate services. She explained direct delivery works specifically with a product.
Council Member Johnson thanked Mr. Hills, Ms. Coleman and stafffor their work. Mayor
Jensen asked if there were any speakers, and there were none present. Mayor Pro Tem
Humphreys moved, seconded by Council Member Johnson, to approve this item as presented.

Chief City Planner Savannah Ware reviewed the site plan with map noting they are meeting
density, dimensional, parking space and landscaping requirements. She reviewed renderings
and said the buildings are configured with attached and detached garages. Ms. Ware said the
applicant met design recommendations and both the Planning and Zoning Commission and
Development Review Committee recommended approval. Council Member Johnson asked
where the dumpsters are located, and Ms. Ware reviewed the rendering noting the developer
placed enclosed dumpsters throughout the outer perimeter ofthe property. Mayor Jensen
commented that tenants seem to rent garages to store instead ofpark their vehicles causing
people to find parking space elsewhere, sometimes in a fire lane and asked staff to review the
issue. Developer Rod DeBaun, 2872 Westcliff Road, spoke in support and confirmed about
thirty-five percent do not use the garage. He said this one has eighty- seven more parking
spaces than required. Mayor Jensen thanked him for the changes he made on this project. Mr.
DeBaun said he tries to improve with every project and reviewed the amenities which include a
rooftop patio and additional landscaping, a facade which includes four or five additional
materials. Council Member Ezeonu asked what the price is per square foot. Mr. DeBaun said
this will be a market property from one hundred- eighty to two- hundred dollar per square foot
at six hundred eighty-four to sixteen hundred square feet per unit. He said younger renters are
lookingfor more amenities and smaller space. Council Member Johnson moved, seconded by
Council Member Del Bosque, to approve this item as presented by staff. The motion carried
unanimously, 8- 0.

Ms. Ware presented the site plan for eighty-four town home units with individually platted lots,
a gated entrance, rear entry garages, and maintenance provided by a homeowner' s
association. She reviewed summary of dimensional& parking requirements, reviewed the
landscape plan and building elevations. Ms. Ware noted the variances requested. She said the

Planning and Zoning Commission recommended approval with the condition to provide
additional trees and the Development Review Committee also recommended approval. Deputy
Mayor Pro Tern Lopez asked to review the tree requirement. Ms. Ware reviewed landscape
information and said they are narrow lots for town homes. Mr. Jackson confirmed the
requirement indicates too many trees for the lot size. Jerry Silo, with JBI Partners, 2121
Midway, # 300, Carrollton, representing the applicant said ifthey included the ordinance
required trees, the size ofthe trees would be too large and growing into each other. Deputy
Mayor Pro Tern Lopez asked if there were any changes since the concept plan was presented,
as he preferred a wrought iron fence. Mr. Silo said the site plan is the same. Planning
Director Rashad Jackson confirmed there is a wrought iron fence as well as a plan for building
an eight foot wooden fence. Deputy Mayor Pro Tem Lopez moved, seconded by Council
Member Johnson, to close the public hearing and approve as presented in the site plan. The

Ms. Ware reviewed the site plan with elevations, noting it meets density and landscape
requirements, and the tree mitigation plan meets the ordinance requirements. She discussed
payment required with the mitigation plan and noted there were no requested variances. Ms.

Ms. Ware reviewed the site plan for two office warehouse buildings. She reviewed elevations
and rendering of the project. Ms. Ware said the landscaping requirements are met and
reviewed the requested variance for tree removal. She discussed the tree mitigation details and
payment ofa required fee for trees removed. The Planning and Zoning Commission and the
Development Review Committee recommended approval with condition that the applicant
comply with tree preservation ordinance. Council Member Clemson said they would rather see
the trees planted than the mitigation fees. Ms. Ware said the applicant chose to keep the plan
as originally presented. Connor Tamlin, 2000 McKinney Avenue, Suite 1075, Dallas, spoke in
support and said the site has topography challenges. He explained the purposed ofthe removal
ofso many trees noting total flood plain is seven acres. He also explained the Federal Aviation
Administration' s slope requirement. Council Member Clemson moved, seconded by Council
Member Johnson, to approve this item but decline the variance requested regarding the tree
charge. The motion carried unanimously, 8- 0.

Modular Manufacturing Sales and Manufacturing Facility on 7. 52 acres. Lot 1 Block 1, Zac' s
Ridge Conference Center Addition, City of Grand Prairie, Dallas County, Texas, zoned Light
Industrial ( LI), within the SH- 161 Corridor Overlay District, with an address of 1771 Robinson
Rd ( On June 27, 2022, the Planning and Zoning Commission recommended approval by a vote

Mr. Jackson presented this item for a sales/ manufacturing facility zoned light industrial. He
said the request is for three buildings with a pedestrian access easement. Mr. Jackson reviewed
elevations noting the sales office would be one hundred percent masonry stucco but does not
have the required accent material. He reviewed building elevations, requested variances and
said UDC requirements are met. Mr. Jackson discussed the requested landscaping variance,
and noted the property is in the flood plain. He said the Planning and Zoning Commission
recommended approval and staff does not object due to what has been placed there in the past.
Mr. Jackson said the plat shall be amended to abandon the southern utility easement and add
the twenty foot pedestrian accent and the applicant shall manufacture and install signs to direct
traffic. Mayor Pro Tem Humphreys asked to review material of the primary facade facing
Robinson Road. Mr. Jackson indicated it is metal siding. Mayor Jensen discussed the
variances. Rob Baldwin 3904 Elm Street, # 13, Dallas, representing the buyer was present in
support. Mayor Jensen asked why they did not meet the ordinance. Mr. Baldwin discussed the
building elevations and said the metal building is not galvanized. He discussed building height
and landscaping, and said they do not have many employees, so they do not need as much

they chose larger metal doors. Mr. Baldwin said they thought it looked interesting with the
pitched roof. Mr. Jackson reviewed the sales office elevations and lack of accent materials
facing Robinson Road. Council Member Johnson asked ifthey are willing to look at
articulation ofthe facade. Mr. Baldwin confirmed. Council Member Ezeonu asked what the
hours ofoperation would be. Mr. Baldwin said he did not know but wouldfind out and answer
when he returns. Miles Durham, President of Construction, 1212 Commerce, Dallas, discussed
the schematic design and angles. Mr. Jackson said these elevations were provided in their
packet. Mayor Jensen said they do not want so many deviations from the ordinance. Council
Member Clemson said they do not meet the criteria and she moved, seconded by Council
Member Johnson, to table this item until the next council meeting and asked the applicant to

Mr. Jackson reviewed this request for a specific use permit for a child day care facility with
playground area. He reviewed a photo and map of access to the playground area and said
business hours would be from 6: 00 a.m to 6: 00 p.m., for children six weeks to thirteen years old.
Mr. Jackson said the Planning and Zoning Commission recommended approval with the
condition that the applicant provide direct access to play areas through the adjacent suite. He
said the Development Review Committee is unable to recommend approval because the outdoor
play area is not directly connected to the proposed day care facility. Council Member Johnson
asked what type offence is present. Mr. Jackson said a chain link fence and said the Planning
and Zoning Commission recommend approval with added bollards. Mayor Jensen called for
speakers. Dr. Idora Thagroo, 5504 Ameralda Circle, # 1013, Arlington, said the fence is open
but she intends to enclose it and confirmed she would meet state requirements and city
requirements.

restaurants with no drive thru, and she reviewed the current and proposed zoning. Ms. Ware
displayed the rendering ofthe concept plan for three hundred- twenty four dwelling units with
two separate retail structures and live-work units. She discussed the amenities and proposed
green space. Ms. Ware reviewed requested variances. She said written opposition was
received from twenty- two individuals, and one letter of support was received. Ms. Ware said
the Planning and Zoning Commission recommended approval, but staff cannot support. She

said staff recommends the variance to garaged parking spaces be considered at the site plan
approval to ensure proposals meet all ofAppendix W design recommendations. Council
Member Lopez asked if traffic impact had been reviewed and whether a signal light would be
warranted. Transportation Director Walter Shumac said development looks small, but they
would need to look closer and engineering study would have to be conducted before he is able
to give an answer. Bill Dahlstrom, 2323 Ross Avenue, Suite 600, Dallas, presented information
on the proposed mixed use development proposal, noting changes were made after working
with staffand presented to the Planning and Zoning Commission. He said it is a high quality
development with several amenities. Shawn Luther, 2700 Commerce, Ste 1600, Dallas,
discussed the company' s history and quality development projects. He said they met with
Deputy Mayor Pro Tem Lopez and listened to community questions and concerns. Mr. Luther
reviewed a map ofproposed project and a traffic analysis report from their engineer as well as
a site visibility study. He said they have a letter of intent from Starwood Café, and said Cane
Rosso and Shady' s are also prospects. Council Member Johnson asked what some of the
citizen concerns were. Mr. Luther said there was lack ofinterest from larger retailer. Mayor
Jensen said the area is zoned commercial. Council Member Ezeonu asked why there was an
increase in rent. Mr. Luther said significant inflation and construction costs ofmore than ten
percent plus increased interest rates were factors. He said the deal is not financeable at the
prior amount. Terry Haines, 5430 Glen Lakes Drive, Dallas, said a decision was made to not
build the bridge and said they support quality development. He said the initial plan was
twenty-five acres and discussed several potential clients he contacted but who did not accept.
Delano Naylor, 3004 Fairview Drive, said he is on the Lynn Creek Hills Homeowner' s
Association Board. He said developers removed mesquite trees resulting in the positive
destruction ofrattlesnakes in the area. He said three andfourfloor apartments are an invasion
ofprivacy and noted his opposition. Cathy Blood, 5775 Skinner Way, noted her opposition.
Gerald Blood, 5575 Skinner Way, spoke in opposition due to increased traffic on Mildred
Walker Parkway and Webb Lynn Road, and because of the increase ofcommercial property
and multifamily units already scheduled for development. He said most opponents were a
result of their efforts going door to door, noting a majority prefer commercial development.
Mayor Jensen thanked Deputy Mayor Pro Tem Lopezfor the time he spent reviewing this.
Deputy Mayor Pro Tem Lopez said this would bring development into this area that is
currently not found in the city but also noted the neighborhood is split. Deputy Mayhor Pro
Tem Lopez move, seconded by Council Member Del Bosque, to close the public hearing and
approve the comprehensive plan.
