EXECUTIVE SESSION
The City Council may conduct a closed session pursuant to Chapter 551, Subchapter D of the Government
Code, V.T.C.A., to discuss any of the following:
(1) Section 551.071 “Consultation with Attorney” - Open Meetings Act/Public Information Act
(2) Section 551.072 “Deliberation Regarding Real Property”
(3) Section 551.074 “Personnel Matters”
(4) Section 551.087 “Deliberations Regarding Economic Development Negotiations.”
City Council also reserves the right to discuss any agenda item in closed session when authorized by the

3. Minutes of the January 17, 2023, City Council Meeting
4. Ratify the application for a First Responder Mental Health Program grant, from the State of
Texas and Dallas County, in the amount of $90,846; and Authorize the City Manager to accept,
reject, alter, or terminate the grant, if awarded, and execute an Interlocal Agreement with
Dallas County relative to the grant (Reviewed by the Public Safety, Health, and Environment
Committee on 01/09/2023)
5. Change Order #4 for additional License Plate Recognition Cameras at Epic Central and Play
Grand from Flock Safety, Inc., in the amount of $22,800 for the first year and $20,000 annually
thereafter for two additional years, totaling $62,800 (Reviewed by the Public Safety, Health,
and Environment Committee on 01/09/2023)
6. Commercial Lease Agreement for J&G Aviation, Suite 102 in the terminal building for a 3-
year term to begin March 1, 2023, and ending February 28, 2026, with an annual rent of
$2,540.04 and authorize City Manager to execute renewal options under the same term
7. Oak Hollow/Sheffield Village PID Contract with SPSD for landscape maintenance in the total
amount of $139,831.05, including landscape maintenance $94,831.05, beautification $20,000,
and irrigation system maintenance services $25,000, for a one year term (Council District 4)
8. Westchester PID Contract with Site Landscape Development for Landscape Maintenance
Services in the total amount of $547,789, including landscape maintenance $307,789,
beautification $200,000, and irrigation system maintenance services $40,000, for a one year
term (Council Districts 2 and 6)
9. Oak Hollow/Sheffield Village PID Contract with SPSD for Landscape Improvements in the
amount of $397,391.10 (Council District 4) (Reviewed by the Oak Hollow/Sheffield Village
PID Board 1/19/23)
10. Annual Contract for the Congregate Meal Program at the Summit from The Visiting Nurse
Association of Texas (VNA) in the amount not to exceed $196,500 for one year with the option
to renew for four additional years totaling $982,500 (Reviewed by Finance and Government
Committee on 02/07/2023)
11. Authorize Termination of Annual Contract for Janitorial Services with Entrust One Facility
Services, Inc. and authorize City Manager to send a thirty-day written notice of
termination (Reviewed by the Finance and Government Committee on 02/07/2023)
12. Annual Contract for janitorial services from UBM Enterprise, Inc. up to $1,099,062.32. This
contract will be for one year with the option to renew for four additional one-year periods
totaling $5,495,311.60 if all extensions are exercised (Reviewed by the Finance & Government
Committee on 02/07/2023)
13. Resolution authorizing the City Manager to execute a master interlocal purchasing agreement
between the City of Grand Prairie and the City of Lake Jackson, Texas

15. Resolution ratifying the application and acceptance of a grant from the American Society for
the Prevention of Cruelty to Animals (ASPCA) in the amount of $4,330 for equipment,
supplies, and training; authorize the City Manager to accept, reject, alter, or terminate the
grant (Reviewed by the Public Safety, Health, and Environment Committee on 01/09/2023)
16. Ordinance Calling a General Election to Elect City Council Member District One, City Council
Member District Three and City Council Member Place 7 At Large
17. Ordinance amending the FY2022/2023 Capital Improvement Budget; Construction contract
with A&C Construction, Inc. for Mi Familia Park Phase I construction in the amount of
$2,056,320 plus a 2.5% contingency in the amount of $51,408 for a total construction cost of
$2,107,728 (Reviewed by the Finance and Government Committee on 02/07/2023)
18. Ordinance allocating $196,350 to rehabilitate the Densman Health Clinic; Professional Services
Contract with Parkhill for Architectural, Interior Design, and Engineering Services for
$196,350, which includes a 5% contingency (The Finance and Government Committee

20. STP-22-11-0055 - Site Plan - Warehouse at 156 SE 16th St (City Council District 5). Site Plan
for an industrial flex warehouse development on 1.992 acres. Lot 2, Block 1, Blanca Addition,
City of Grand Prairie, Dallas County, Texas, Zoned LI, within Central Business District No. 3,
and addressed as 156 SE 16th Street (On January 9, 2023, the Planning and Zoning

21. STP-22-11-0059 – Site Plan – Bass Pro (City Council District 2). Site Plan for a 100,000 sq. ft.
retail store located on 12.49 acres. Lot 3R-2, Block 1, The Sutherland, City of Grand Prairie,

24. VCC-22-10-0009 - Unified Signage Plan - USP Target at I-20 and Carrier (City Council

25. ZON-22-11-0032 - Zoning Change – Single Family-6 at 2001 Galveston (City Council District
