Amendment No. 5 regarding the Construction Manager at Risk (CMAR) Contract with Hill & Wilkinson General Contractors (H&W) in the amount of $268,060.81 for EpicCentral work including technology enhancements, restaurant tenant coordination items, additional site signage, code-required additions and landscape/irrigation improvements and repairs 9. Purchase of one (1) new JLG T500J, Trailer Mounted Boom Lift (Gas Powered) for Parks, Arts & Recreation Center from Kirby–Smith Machinery, Inc. for a total of $60,225.00 through a Cooperative Agreement with BuyBoard 10. High Hawk PID Change Order/Amendment No. 1 for Classic Construction & Restoration, Inc. for perimeter wall replacement in the total amount of $76,068 in High Hawk PID (Council Districts 4 and 6) 11. Contract amendment with Halff Associates, Inc for additional engineering and geotechnical services to support a design change for the Tarrant Road at Arbor Creek project in the amount of $279,644 with a 5% contingency of $13,982 for a total amendment amount of $293,626 (Reviewed by the Finance and Government Committee on 04/04/2023) 20. Purchase of permanent Right-of-Way designated as Parcel No 19 from Davis Rd Development, LLC and Parcel 20 from Davis Grand Prairie, LP, located near the intersection of Davis Drive and Heritage Towne Blvd required for re-alignment and widening of Davis Drive for $375,000 plus title insurance expenses and closing costs, not-to-exceed $382,000.00 (Reviewed by Finance and Government Committee on 04/04/2023) 21. Professional Engineering Services contract with Lockwood, Andrews and Newman, Inc. for the feasibility study for the Parallel Water Supply Line from Terminal Storage to Camp Wisdom Flow Control Valve project in the amount of $413,237.00 (Reviewed by the Finance and Government Committee on 04/04/2023) 22. Reject all Bids from RFB #23086 for Street Sweeping Service (Reviewed by the Finance and Government Committee on 04/04/2023) 23. Engineering Services for Groundwater Sampling, Analysis, and Reporting from Weaver Consultants Group, permit #996-C for two years for a cost not to exceed $89,620, which is $70,120 + $19,500 contingency, if re-sampling is required (Reviewed by the Finance and Government Committee on 04/04/2023) 24. Purchase of 60 Duralight LED roadway lights with integrated cameras from TraStar, Inc. in the amount of $62,586 through a Local Government Purchasing Cooperative (BuyBoard) for installation at intersections throughout the City 25. Annual Contract for Drainage Ditch Maintenance from Wesson Construction (up to $942,800.00 annually). This contract will be for one year with the option to renew for four additional one-year periods totaling $4,714,000.00 if all extensions are exercised (Reviewed by the Finance and Government Committee on 04/04/2023) 26. Purchase of three NoTraffic vehicle detection systems from Texas Highway Products, LTD in the amount of $64,000 through a Local Government Purchasing Cooperative (BuyBoard) 27. Annual Contract for Tree & Brush Services from Smith Lawn & Tree (up to $150,000 annually). This agreement will be for one year with the option to renew for four additional one-year periods totaling $750,000 if all extensions are exercised. This contract will be for one year with the option to renew for four additional one-year periods totaling $69,553,550.00 if all extensions are exercised. Purchase golf course maintenance equipment for Prairie Lakes Golf Course and Tangle Ridge Golf Club from Turf and Soil Management, LLC, in the amount of $230,650.00 and from Professional Turf Products, L.P. in the amount of $100,803.08 through a national inter-local agreement with BuyBoard, for a total of $331,453.08 (Reviewed by the Finance & Government Committee on 04/04/2023) 31. Authorize the City Manager to execute an Assignment and Assumption Agreement between Pyro Brand Development, LLC and Animaré Agency, LLC to allow assignment of the Services Price Agreement for Phase 2 Marketing Strategy Services for EpicCentral from Pyro Brand Development, LLC to Animaré Agency, LLC 32. Authorize City Manager to Negotiate and Execute a Short-term Agreement (180 days or less) for Operation of the Food and Beverage Facilities at Prairie Lakes Golf Course 33. Annual contract for law enforcement speed detection equipment from Applied Concepts, Inc. dba Stalker Radar, through a national interlocal agreement with H-GAC at an estimated annual cost of up to $130,000 for one year, with the option to renew for one additional one-year period totaling up to $260,000 if all extensions are exercised (Reviewed by the Finance and Government Committee on 04/04/2023) 34. Resolution authorizing the City Manager to apply for a grant from the Texas Department of State Health Services (DSHS), Tobacco Prevention and Control Branch Tobacco Enforcement Program (TEP), through an Interlocal Agreement with Texas State University up to the amount of $12,500 for the purpose of compliance-related activities of tobacco retailers. A Resolution ratifying a FY 2024 Victim Assistance Program continuation grant application to the Office of the Governor, Public Safety Office, Criminal Justice Division for the purpose of funding two Victim Assistance Coordinator and one Intern positions’ annual salary, fringe benefits, and training, in the amount of $182,067 and authorizing the City Manager to accept, City Council Meeting – April 18, 2023 Page 4 of 7  reject, alter, or terminate the grant, if awarded (Reviewed by Public Safety, Health & Environment Committee on 04/03/2023) 38. A Resolution ratifying a FY 2024 First Responder Mental Health Program grant application to the Office of the Governor, Public Safety Office, Criminal Justice Division for the purpose of providing first responder mental health resources not to exceed $66,000 and authorizing the City Manager to accept, reject, alter, or terminate the grant, if awarded (Reviewed by Public Safety, Health & Environment Committee on 04/03/2023) 39. Resolution ratifying a FY 2024 Justice Assistance Grant (JAG) application to the Office of the Governor, Public Safety Office, Criminal Justice Division for the purpose of funding a Crisis Support Specialist position’s annual salary and fringe benefits in the amount of $60,000 and authorizing the City Manager to accept, reject, alter, or terminate the grant, if awarded (Reviewed by Public Safety, Health & Environment Committee on 04/03/2023) 40. Authorize the Grand Prairie Police Department to Participate in the North Texas Internet Crimes Against Children (“ICAC”) Task Force and Authorize the City Manager to Execute an Interlocal Agreement Relative to the Participation with the City of Dallas, Effective October 1, 2022, and any Future Renewal of the Interlocal Agreement Under Substantially Similar Terms (Reviewed by Public Safety, Health & Environment Committee on 04/03/2023) 41. Specific Use Permit for a Restaurant with a Drive Through and a Site Plan for a 10,003 sq. ft. building on 2.867 acres.
