Council Member Del Bosque noted items ten through sixteen and item nineteen were reviewed and discussed at the City City Council Meeting – March 05, 2024 Page 1 of 7 Council Development Committee meeting. Council Member Headen asked to clarify item twenty-nine. Planning and Development Director Rashad Jackson discussed the two hotels approved at the concept plan stage. There was discussion on types of hotels proposed and council's desire to not add more similar hotels at the site. Council Member Headen asked for clarification of item twenty-five. Mr. Jackson reviewed, noting this is a site plan and the use is allowed by right. Council Member Headen inquired about item twenty-nine, asking if the applicant can return later with a request for retail. Mr. Jackson noted it depends on the use and advised apartments are allowed there, but the concept plan does not indicate apartments. There were no additional questions. RECESS MEETING Mayor Jensen called a recess at 5:39 p.m. 6:30 PM Council Chambers RECONVENE MEETING Mayor Jensen called the regular meeting to order at 6:30 p.m. Council Member Humphreys was absent. Invocation led by Pastor Jonathan Belew of Grand Prairie 7th Day Adventist Church. Pledge of Allegiance to the US Flag and Texas Flag led by Deputy Mayor Pro Tem Clemson. CONSENT AGENDA The full agenda has been posted on the city's website, www.gptx.org, for those who may want to view this agenda in more detail. Citizens may speak for five minutes on any item on the agenda by completing and submitting a speaker card. City Manager Bill Hills introduced the new City Attorney Maleshia McGinnis noting she served seven and a half years with the City of North Richland Hills. Mayor Jensen recognized North Richland Hills Mayor Oscar Trevino and Council Members Tito Rodriguez and Rita Wright Oujesky. They spoke in support, affirming Ms. McGinnis's great service to their citizens, her great leadership and sound legal direction and team player character. Mayor Jensen noted item nine was discussed as item three during council briefing and advised it would likely be be tabled to the April 16th City Council meeting to gather additional information and to allow additional review by the Finance and Government Committee. Mayor Pro Tem Lopez moved, seconded by Deputy Mayor Pro Tem Clemson, to approve items five through eight and ten through twenty-one, and table item nine to the April 16th City Council meeting. Contract for professional design services with Kimley Horn and Associates, Inc. Max Wood, 629 Woodacre Drive, (speaker card reflects 950 S. Carrier Pkwy) asked for a ceasefire resolution in Gaza, discussed the number of dead and injured, health impact projections and a food and security crisis. Rod DeBaun, 3972 Westcliff Road, discussed his family's multifamily business and the effects of the water/wastewater surcharge which applies to their tenants, noting for some it has doubled and tripled their bill. Beltline Road, Apt C-213 noted his appreciation of council and read a message regarding city development and his opposition to having combined men and women's bathrooms. Dex Davis, 6975 Doe Ridge Road, was called forward but did not present to speak. Hannah D. Reed, 2445 Forum Drive (speaker card reflects 2701 Grand Prairie) discussed APAC, destruction of homes of Palestinians, bombing of hospitals, and missiles in Israel, a family killed, Lockheed Martin and requested a cease fire. Susan Bree, 4701 Chalk Court, was called forward but did not present to speak.
