Walingford Village PID Contract with SPSD for Landscape Renovation for one year in the amount of $58,583.64 in Walingford Village PID (Council District 3) (Approved by the Walingford Village PID Advisory Board on 9/24/2024) 6. Peninsula PID Contract with Lake Management Services for Installation of ShoreSOX Erosion Control around Ponds 2 and 8 for one year in the amount of $309,145 in Peninsula PID (Council Districts 4 and 6) Approved by the Peninsula PID Advisory Board on 10/15/2024 7. Peninsula PID Contract with Lake Management Services for Pond Management Services for one year in the amount of $191,200 in Peninsula PID (Council Districts 4 and 6) Approved by the Peninsula PID Advisory Board on 10/15/2024 8. Peninsula PID Contract LandCare for landscape maintenance in the total amount of $1,385,172.50, including landscape maintenance $764,672.50, beautification $400,000, and irrigation system maintenance services $220,500, for a one year term (Council Districts 4 and 6) Approved by the Peninsula PID Advisory Board on 10/15/2024 9. Agreement to amend City parking easement for EPIC West Portillos Hot Dogs, LLC. Amending Parking Easement dated February 7, 2018, executed by the City of Grand Prairie, Texas (the "City") recorded on February 9, 2018, under Clerk's File No. 201800036478, in the Official Public Records of Dallas County, Texas, on property generally located at the Southwest Corner of W. Warrior Trail and South Highway 161 Service Road (Southbound) 10. Authorize and Confirm the purchase of a permanent wastewater easement and temporary wastewater easement from Davis Grand Prairie, L.P. for a total cost of $2,462.00. The increased wastewater capacity associated with the new development in the area requires the permanent and temporary wastewater easements (Reviewed by the City Council Development Committee on 10/15/2024) 11. Annual Contract for fire department clothing items from Kevin & Sammy Inc dba K9 Sports up to $105,000.00 annually. This contract will be for one year with the option to renew for four additional one-year periods totaling up to $525,000.00 if all renewals are exercised (Reviewed by the Public Safety, Health, and Environment Committee on 10/14/2024) 12. Contract with Envision Physician Services, LLC for EMS Medical Control Services in the Amount of $66,150.00 per Year with an Initial Term of Three Years and the Option to Renew for Two Additional One-year Periods Totaling $330,750.00, if All Extensions are Exercised (Reviewed by Public Safety, Health and Environment Committee on 10/14/2024) 13. Approve and authorize the City Manager to execute a Sanitary Sewer Easement and Temporary Construction Easement granted to City of Grand Prairie by Oncor Electric Delivery Company, LLC to allow construction / reconstruction of its sanitary sewer line for the City’s Central Park City Council Meeting – November 05, 2024 Page 2 of 6 Sewer Main replacement project located at 2100 Robinson Road (Reviewed by the City Council Development Committee on 10/15/2024) 14. Interlocal Agreement with Dallas County for FY 2025 Health Services in an amount not to exceed $38,854 for a Term from October 1, 2024 through September 30, 2025 (Reviewed by the Public Safety, Health, and Environment Committee on 10/14/2024) 15. Assignment of Contract for Regulated Waste Disposal with Green Planet, Inc. to Triumvirate Environmental Services, Inc. at the same pricing, terms, and conditions as the original contract (Reviewed by the Public Safety, Health, and Environment Committee on 10/14/2024) 16. Authorize the City Manager to Accept a Routine Airport Maintenance Program (RAMP) Grant from Texas Department of Transportation Aviation Division (TxDOT-Aviation) which provides Reimbursement for 90% of City Expenditures for Airport Maintenance up to a Maximum Reimbursement of $100,000 (Reviewed by the Public Safety, Health, and Environment Committee on 10/14/2024) 17. Purchase of Panasonic “Toughbook” rugged mobile laptops and accessories from GTS Technology Solutions, Inc., in the amount of $156,197.52, through a cooperative agreement with the Department of Information Resources (DIR) (Reviewed by the Public Safety, Health, and Environment Committee on 10/14/2024) 18. Ordinance Amending Chapter 25 “Traffic” of the City of Grand Prairie Code of Ordinances, to Regulate the Parking of Motor Vehicles; Providing a Penalty Clause, a Savings Clause, and a Severability Clause; and Providing and Effective Date After Publication (Reviewed by the Public Safety, Health, and Environment Committee on 10/14/2024) 19. An Ordinance Amending Chapter 13, Article VIII “Smoking” by Amending Sections 13-131, 13-134, 13-137, and 13-138 of the Grand Prairie Code of Ordinances to Clarify Places Where Smoking is Permitted and Align Age Restrictions with State Law; Providing a Penalty Clause, Savings Clause, and Severability Clause; Providing an Effective Date After Publication (Reviewed by the Public Health, Safety, and Environment Committee 09/16/2024) 20. Ordinance Amending the FY 2024/2025 Operating Budget (Reviewed by the Finance and Government Committee on 11/05/2024) 21. VCC-24-09-0004 - Unified Signage Plan - Goodland Entry Signs (City Council District 6). Unified Signage Plan for two residential subdivision entryway signs exceeding the maximum allowable sign area and height for entryway signs. TAM-24-09-0007 - Text Amendment – Article 11: Performance Standards. An Ordinance of the City of Grand Prairie, Texas, amending Article 11 Performance Standards of the Unified Development Code to Revise Existing On-Premise Alcohol Standards in Section 12 and Establish On-Premise Alcohol Standards for Smoking Lounges; Repealing all Ordinances or Parts of Ordinances in Conflict Herewith; Containing a Savings Clause and a Severability Clause; and Establishing the Effective Date as the Date of Passage and Approval (On October 14, 2024, the Planning and Zoning Commission recommended approval by a vote of 6-0) 32. SUP-24-09-0042 - Specific Use Permit Amendment - Zaza Hookah Lounge (City Council District 2). SUP-24-09-0041 - Specific Use Permit – Smoking Lounge at 2410 Brady Ln (City Council District 3). Specific Use Permit Amendment for a Smoking Lounge in an existing commercial lease space to amend the operational plan. Lot 11B, Sharpston Heights 2, City of Grand Prairie, Dallas County, Texas, zoned General Retail (GR), and addressed as 2410 Brady Ln (On October 14, 2024, the Planning and Zoning Commission recommended approval with conditions by a vote of 6-0) 34. TAM-24-09-0008 - Text Amendment – Appendix N: Hazard Zoning Ordinance/Maps/Airports/Zoning Maps.
