City Sponsorship and Grant Applications for Consideration AGENDA REVIEW EXECUTIVE SESSION The City Council may conduct a closed session pursuant to Chapter 551, Subchapter D of the Government Code, V.T.C.A., to discuss any of the following: (1) Section 551.071 “Consultation with Attorney” (2) Section 551.072 “Deliberation Regarding Real Property” (3) Section 551.074 “Personnel Matters” (4) Section 551.076 “Deliberation regarding security devices or security audits; closed meeting.” (5) Section 551.087 “Deliberations Regarding Economic Development Negotiations.” City Council also reserves the right to discuss any agenda item in closed session when authorized by the above referenced provisions. Minutes of the December 16, 2024, Special City Council Meeting and the January 7, 2025, City Council Meeting City Council Meeting – January 21, 2025 Page 1 of 4 3. Boards and Commissions - Appointment to fill a vacancy on Animal Shelter Advisory Committee 4. Annual contract with A.N.D., Inc., dba A New Deal Irrigation Co., for irrigation repairs and maintenance. This contract will be for one year at an amount not to exceed $25,000 with the option to renew for four additional one-year periods for an amount not to exceed $125,000 if all extensions are exercised (Reviewed by the Finance and Government Committee on 01/07/2025) 5. Contract with the Grand Prairie Cultural Arts Council, Inc. for promotion and facilitation of arts and tourism in the City in an amount not to exceed $75,000. This Contract is for a one- year term and will be paid using 2024-2025 Hotel Motel (HTMT) funds (Reviewed by the Finance & Government Committee on 01/07/2025) 6. Reject all bids from RFB #25027 for the SH 180 at Jefferson Street Roundabout Project (Reviewed by the City Council Development Committee on 01/21/2025) 7. Contract for the purchase of body-worn cameras for the Municipal Court (City Marshals) in the total amount of $167,881.40 through BuyBoard Contract #743-24 (Reviewed by the Public Safety, Health and Environment on 01/13/2025) 8. Approve annual contract for landscape maintenance for various locations with BBLW, LLC of dba Landworks for an amount not to exceed $55,677 annually. This contract will be for one year with the possibility of four one-year renewals for a total of $278,385.00 if all extensions are exercised (Reviewed by the Public Health, Safety and Environment Committee on 01/13/2025) 9. Authorize the purchase of two mobile solar charging units for electric vehicles from Beam Global, Inc. in the amount of $192,538.12 through an Interlocal Agreement with the Federal General Services Administration (GSA). This purchase will utilize grant funding received from the Department of Energy (Reviewed by the Public Health, Safety, and Environment Committee on 01/13/25) 10. Resolution authorizing the City Manager to apply for and accept funding from Keep America Beautiful for MLK Jr Community Improvement Grant for the amount of $20,000 11. Resolution authorizing the application for the State and Local Cybersecurity Grant Program (SLCGP) - Mitigation Projects, FY2026 grant from the United States Department of Homeland Security (DHS) in the amount of $364,467.90, and authorize the City Manager, or his designee, to accept, reject, alter, or terminate the grant, if awarded 12. Consider and approve an ordinance authorizing the issuance of “City of Grand Prairie, Texas, Combination Tax and Revenue Certificates of Obligation, Series 2025”; providing for the payment of such certificates of obligation by the levy of an ad valorem tax upon all taxable property within the City and a limited pledge of the net revenues derived from the operation of the City’s waterworks and sewer system; and resolving other matters incident and relating to the issuance, payment, security, sale and delivery of such certificates of obligation 13. Consider and approve an ordinance authorizing the issuance of “City of Grand Prairie, Texas, Water and Wastewater System Revenue Bonds, Series 2025”; pledging the net revenues of the City Council Meeting – January 21, 2025 Page 2 of 4 City’s combined water and wastewater system to the payment of the principal of and interest on such Bonds; and resolving other matters incident and related to the issuance, payment, security, sale, and delivery of such Bonds ITEMS FOR INDIVIDUAL CONSIDERATION 14. Action Items Resulting from Staff Presentations: City Sponsorship and Grant Applications PLANNING AND ZONING FOR INDIVIDUAL CONSIDERATION 15. STP-24-07-0032 - Site Plan - Goodland Villages - Phase 1 (City Council District 6). Site Plan for a residential development with 54 Single Family Detached units and 122 Single Family Attached units on 34.86 Acres. Portions from two parcels (Parcel IDs 190600 & 284558) out of JOS Stewart Survey, Abstract No. 961, City of Grand Prairie, Ellis County, zoned PD-455, generally located south of Prairie Ridge Blvd and west of Old Fort Worth Rd (On December 9, 2024, the Planning and Zoning Commission recommended approval with conditions by a vote of 9-0) PUBLIC HEARING ZONING APPLICATIONS 16. ZON-24-09-0023 - Zoning Change/Concept Plan - Cell Tower at 1355 E Seeton Rd (City Council District 6). Amendment to PD-318B to allow a Cell Tower within PD-318B with City Council approval of a Specific Use Permit and to adopt a Concept Plan depicting the Cell Tower location. Lot 1, Block 1, CRC Mira Lagos Addition, City of Grand Prairie, Tarrant County, Texas, zoned PD-318B, within Lake Ridge Corridor Overlay, with an approximate address of 1355 E Seeton Rd (On December 9, 2024, the Planning and Zoning Commission recommended approval by a vote of 9-0) 17. SUP-24-09-0036 - Specific Use Permit - Cell Tower at 1355 E Seeton Rd (City Council District 6). Specific Use Permit for a 160-foot Cell Tower on 14.212 acres. Lot 1, Block 1, CRC Mira Lagos Addition, City of Grand Prairie, Tarrant County, Texas, zoned PD-318B, within Lake Ridge Corridor Overlay, with an approximate address of 1355 E Seeton Rd (On December 9, 2024, the Planning and Zoning Commission recommended approval by a vote of 9-0) 18. SUP-24-10-0045 - Specific Use Permit - Flex-N-Gate Private Fuel Station (City Council District 4). Specific Use Permit for a Private Fuel Station at an existing industrial development. Lot 1R, Block D, Bardin Road Addition, City of Grand Prairie, Dallas and Tarrant Counties, Texas, zoned PD-372, within the IH-20 Corridor Overlay District, and located at 2150 W Bardin Rd (On December 9, 2024, the Planning and Zoning Commission recommended approval by a vote of 8-1) CITIZEN COMMENTS Citizens may speak during Citizen Comments for up to five minutes on any item not on the agenda by completing and submitting a speaker card.
