EXECUTIVE SESSION
The City Council may conduct a closed session pursuant to Chapter 551, Subchapter D of the Government
Code, V.T.C.A., to discuss any of the following:
(1) Section 551.071 “Consultation with Attorney”
(2) Section 551.072 “Deliberation Regarding Real Property”
(3) Section 551.074 “Personnel Matters”
(4) Section 551.076 “Deliberation regarding security devices or security audits; closed meeting.”
(5) Section 551.087 “Deliberations Regarding Economic Development Negotiations.”
City Council also reserves the right to discuss any agenda item in closed session when authorized by the
above referenced provisions. Any final action will be taken during open session.

Citizens may sign up to speak to the City Council regarding any item on the agenda. All speakers must

Citizens may speak for up to three (3) minutes on any item scheduled for a Public Hearing, individual

9. Resolution naming the Pickleball Complex located at 975 Entertainment Way “Crow Holdings
Wildlife Park” (Reviewed by the Park Board Committee on 01/21/2026)
10. Resolution authorizing the City Manager to enter into an Agreement for the Temporary Closure
of State Right of Way with the Texas Department of Transportation (TxDOT) for the
temporary closure of a portion of W. Main Street (SH-180) on Saturday, March 28, 2026 at 6
AM, through 1 AM Sunday, March 29, 2026, for the Texas Country Reporter Festival
11. An ordinance authorizing the issuance of City of Grand Prairie, Texas, General Obligation
Refunding Bonds, Series 2026; levying a continuing direct annual ad valorem tax for the
payment of such bonds; and resolving other matters incident and related to the issuance, sale,
payment, and delivery of such bonds (Reviewed by the Finance and Government Committee on
02/03/2026)

ITEMS FOR INDIVIDUAL CONSIDERATION
12. Public Hearing and Final Reading of an Ordinance Annexing Approximately 8 acres of land in
Ellis County, Texas Being More Particularly Described and Graphically Depicted in Exhibit A,
such tract is Generally Located North of Weatherford Road, Near Grand Prairie Planned
Development Number 454 (PD-454), and includes land situated in the R.M. Wyatt Survey,
Abstract Number 1280 and described as being all of Lot 1 of Weatherford Acres and Addition

to Ellis County, Texas recorded in Cabinet C, Slide 274 Plat Records, Ellis County, Texas and
being part of a tract of land described in Special Warranty Deed to Samuel Kenneth Moore in
Instrument Number 1707039 Official Public records, Ellis County, and in Warranty Deed with
Vendor’s Lien to Sam Moore and James L. Nichols recorded in Volume 1445, Page 815, and
All Adjacent Rights-of-way into the City of Grand Prairie, Texas; Providing for Incorporation
of Premises, Amending of the Official City Map, and Acknowledging a Service Plan;
Requiring the Filing of this Ordinance with the County Clerk; Prescribing for Effect on
Territory, Granting as Appropriate to All the Inhabitants of Said Property All the Rights and
Privileges of Other Citizens and Binding Said Inhabitants by All of the Acts, Ordinances,
Resolutions, and Regulations of the City of Grand Prairie, Texas; Providing Cumulative
Repealer, Severability, and Savings Clauses; Providing for Engrossment and Enrollment; and
Providing an Effective Date
13. Public Hearing and Consider an Ordinance abandoning 8.0315 acres (349,853 square feet) of
street right-of-way on a portion of Miller Road located between 881 Miller Road (ID # 181262)
and 5331 Weatherford Road (ID # 242136), Ellis County and authorizing the City Manager or
his designee, to execute a Quitclaim Deed transferring said abandoned right-of-way to Prairie
Ridge Investor, LP
PUBLIC HEARING ZONING APPLICATIONS
14. SUP-26-01-0002 - Specific Use Permit - Truck Repair Facility at 1830 High Prairie Rd (City
Council District 1). Specific Use Permit for Heavy Truck/ Heavy Equipment Repair on 5.491
acres. Lot 3R2, Block D, High Prairie Business Park Addition, City of Grand Prairie, Dallas
County, zoned Light Industrial (LI) District, within the SH 161 Corridor Overlay District, and
addressed as 1830 and 1840 High Prairie Rd (On February 10, 2026, the Planning and Zoning
Commission recommended approval by a vote of 7-0)
15. SUP-26-01-0001 - Specific Use Permit - Convenience Store at 615 Small Hill St (City Council
District 5). Specific Use Permit for a convenience store without gas in an existing commercial
lease space on 0.76 acres. Lot 1, Block 1, Garrett Addition, City of Grand Prairie, Dallas
County, zoned Commercial (C) District, and addressed as 615 Small Hill St, Suite 110 (On
February 10, 2026, the Planning and Zoning Commission recommended approval by a vote of
7-0)
16. ZON-25-12-0043 - Zoning Change/Concept Plan - Goodland Data Center (City Council 6).
Zoning Change from Agriculture (A) and PD-454A to a Planned Development District for
Light Industrial, including Data Center uses. 1,452.43 acres generally located west of HWY
287, south of Prairie Ridge Blvd, all or portions of Parcel IDs 190600, 181262, 242136,
261509, 261512, 308655, 179561, 277740, 186391, 179552, 193077, 179637, 275132, 291089,
192959, 199203, and 192956, City of Grand Prairie, City of Grand Prairie ETJ, Ellis County,
Texas, and addressed as 881 Miller Rd (On January 13, 2026, the Planning and Zoning
Commission recommended approval by a vote of 7-0)
