MAIN STREET TUESDAY, JULY 08, 2025 AT 2:30 PM MINUTES CALL TO ORDER Chairman Junior Ezeonu called the meeting to order at 2:30 p.m. PRESENT Chairman Junior Ezeonu Deputy Mayor Pro Tem Kurt G. Johnson Council Member Bessye Adams STAFF PRESENTATIONS 1. Financial Update Luis Barrera, Assistant Director of Finance provided an update on several including the General Fund, Water/Wastewater Fund, Solid Waste Fund, Hotel Motel Tax Fund, Sales Tax, and General Fund Sales Tax. Chairman Ezeonu inquired whether the city is on track to meet its financial goals for the year. Mr. Barrera responded that current performance is slightly ahead compared to the same period last year. Council Member Adams noted an uptick in General Fund expenditures and asked whether these were recurring expenses or if there was a specific cause for the increase. Mr. Barrera provided clarification and explained the nature of the expenditures. 2. Presentation & Discussion on Proposed FY 2025/2026 Budget Krystal Crump, Budget Manager, presented and discussed the proposed FY 2025-2026 budget calendar, process and key topics. CONSENT AGENDA Chairman Ezeonu asked the committee if there were any questions regarding the consent agenda. Deputy Mayor Pro Tem Johnson commented on consent agenda item five, expressing support for a one- year agreement with no renewal options. He emphasized the importance of implementing a one-year rotation to give other Grand Prairie non-profits an opportunity to benefit financially from this initiative. Deputy Mayor Pro Tem Johnson further noted that moving to a one-year agreement would allow staff to solicit bids from multiple vendors annually based on best value. He also inquired whether the City could purchase the necessary photo equipment so that non-profits would not have to incur that expense each year. Megan Mahan, Deputy City Manager, acknowledged the request and stated that she would bring a cost plan for the purchase of the equipment back to the committee for consideration. Finance and Government Committee – July 08, 2025 Page 1 of 2 Chairman Ezeonu asked for clarification on the bidding process for these types of opportunities. Thao Vo, Budget Director, responded that all bids are posted on the City’s website and that vendors must proactively submit their bids to be considered. Council Member Adams suggested that it may be beneficial to create a vendor pool list to which bid information could be proactively sent. She also expressed support for rotating the opportunity among local non-profits to ensure broader community benefit. Council Member Adams then inquired about the criteria used to select Children’s First for this opportunity. Kelly Eddlemon, Parks Administration and Community Engagement Manager, explained that a unique deciding factor was the overlap between Children’s First staff and the Chamber staff, many of whom have worked with Prairie Lights since 2012. Deputy Mayor Pro Tem Johnson moved, seconded by Council Member Adams, to approve consent agenda item three and to recommend approval to Council of consent agenda item four as presented, and consent agenda item five with a modification to reflect a one-year term with no renewal options. The motion carried unanimously. 3. Minutes of the June 3, 2025 Finance and Government Committee Meeting Approved on Consent Agenda 4. Cooperative Agreement with ENTECH Associates/ENTECH Signs - ALPHA LED, LLC for the purchase and installation of a monument-style digital entry sign for the Ruthe Jackson Center in the amount of $97,701.64 through a national cooperative agreement with BuyBoard Approved on Consent Agenda 5. Annual contract with Children First, Inc. for Photos with Santa at Prairie Lights. This agreement will be for an initial one-year term with the option to renew for two additional one- year periods, with a 20% commission back to the City estimated at $15,000 annually based on gross revenues collected by vendor, totaling an estimated $45,000 in commissions if all extensions are exercised Approved on Consent Agenda for a one-year term with no renewal options EXECUTIVE SESSION No executive session was held.
