CITY OF GRAND PRAIRIE FINANCE AND GOVERNMENT COMMITTEE CITY HALL - COUNCIL BRIEFING ROOM, 300 W. MAIN STREET TUESDAY, JANUARY 06, 2026 AT 3:30 PM MINUTES CALL TO ORDER Chairman Junior Ezeonu called the meeting to order at 3:30 p.m. PRESENT Chairman Junior Ezeonu Deputy Mayor Pro Tem Kurt G. Johnson Council Member Bessye Adams STAFF PRESENTATIONS 1. Financial Update Luis Barrera, Assistant Director of Finance provided a financial update which included the audit timeline and December sales tax. Mr. Barrera advised that the Quarterly Investment Report is included on the Consent Agenda. Thao Vo, Director of Management Services and Latifia Coleman, Assistant Director of Management Services provided a Bond Refunding Update to the committee. CONSENT AGENDA Chairman Ezeonu asked if there were any questions regarding the consent agenda. Hearing none, Council Member Adams moved, seconded by Deputy Mayor Pro Tem Johnson to approve consent agenda item two and to recommend approval of consent agenda items three through five to Council. The motion carried unanimously 2. Minutes of the December 9, 2025 Finance and Government Committee Meeting Approved on Consent Agenda 3. Resolution Approving the City’s Investment Policy Approved on Consent Agenda 4. Quarterly Investment Report Approved on Consent Agenda 5. Reject all Proposals for RFP# 26003 Temporary Banquet Staffing Approved on Consent Agenda Finance and Government Committee – January 06, 2026 Page 1 of 2 ITEMS FOR INDIVIDUAL CONSIDERATION 6. Ordinance Amending the FY 2025/2026 CIP Budget Mr. Vo presented this item to the committee, noting that it was tabled at the previous Finance and Government Committee meeting. He explained that the item represents an administrative cleanup of several adjustments to the FY 2025–2026 Capital Improvement Program Budget. These adjustments include new appropriation and authorization requests, as well as updates to project costs and schedules. The proposed changes are necessary to support the timely completion of capital projects and to address evolving community needs, ensuring the continued development and enhancement of public facilities and infrastructure. Council Member Adams moved, seconded by Deputy Mayor Pro Tem Johnson to recommend approval of this agenda item to Council. The motion carried unanimously. 7. Ratify purchase of catered meals from Creative Cuisine offered for resale by the Ruthe Jackson Center until a new catering contract has been executed Stephen Bowles, Parks Fiscal Manager presented this item to the committee noting he would present agenda items seven and eight. Agenda item seven is an interim contract for catering services needed at the Ruthe Jackson Center until a new contract has been executed. Agenda item eight is an annual contract with Creative Cuisine to provide catered meals for resale by the Ruthe Jackson Center. Council Member Adams moved, seconded by Deputy Mayor Pro Tem Johnson to recommend approval of agenda items seven and eight to Council. The motion carried unanimously. 8. Annual contract for purchase of catered meals from Creative Cuisine offered for resale by Ruthe Jackson Center in an amount not to exceed $655,000.00 for one year with up to two additional one-year periods for a total of $1,965,000.00 EXECUTIVE SESSION No executive session was held.
