CALL TO ORDER
Chairwoman Clemson called the meeting to order at 3:01 p.m.

STAFF PRESENTATIONS
1. Financial Update
Director of Finance Susan Sanders provided a regular financial update on designated funds
and the general financial condition of the City.
CONSENT AGENDA
Chairwoman Clemson asked the committee if they had any questions on the consent agenda
item. Motion to approve agenda item two made by Deputy Mayor Pro Tem Ezeonu, seconded by
Council Member Johnson. The motion carried unanimously.
2. Minutes of the December 10, 2024 Finance and Government Committee Meeting
Approved on Consent Agenda
ITEMS FOR INDIVIDUAL CONSIDERATION
3. Annual contract with A.N.D., Inc., dba A New Deal Irrigation Co., for irrigation repairs and
maintenance. This contract will be for one year at an amount not to exceed $25,000 with the
option to renew for four additional one-year periods for an amount not to exceed $125,000 if all
extensions are exercised.
Parks Superintendent Joey Gomez presented this item to the committee noting Park Services
staff maintains over 130 irrigation systems throughout our park system and
municipal buildings. With only two irrigators and aging irrigation systems, it is impossible to
keep up with the repairs and monitoring needed to ensure turf, plants, and trees get a sufficient
amount of water. Mr. Gomez advised entering in a contract with A.N.D., Inc for irrigation
repairs and maintenance was the best chose and the lowest bidder. Chairwoman Clemson
asked if the City has used this vendor before. Ms. Gomez said the City has not used A.N.D.,
Inc. previously.

Motion to recommend approval of this item to City Council made by Deputy Mayor Pro Tem
Ezeonu, seconded by Council Member Johnson. The motion carried unanimously.
4. Contract with the Grand Prairie Cultural Arts Council, Inc. for promotion and facilitation of
arts and tourism in the City in an amount not to exceed $75,000. This Contract is for a one-
year term and will be paid using 2024-2025 Hotel Motel (HTMT) funds
Tourism Manager Sara Dedeluk presented this item to the committee noting The City Council
has approved a $75,000 budget for the Grand Prairie Cultural Arts Council, Inc. from the
City’s 2024-2025 Hotel Motel (HTMT) Fund as allowed under state law. Prior to receiving he
HTMT funds, the Arts Council and City must enter into a contract outlining the use and terms
of the budget. Ms. Dedeluk presented the Arts Council plans for 2024-2025 year.
Chairwoman Clemson asked for clarification on the Grand Prairie Cultural Arts Council
budget presented. Ms. Dedeluk said the budget presented is for promotion and facilitation of
arts and tourism in the city. Chairwoman Clemson mentioned the Arts Council events attract
more than 20,000 patrons a year primarily to the Uptown Theatre.
Motion to recommend approval of this item to City Council made by Deputy Mayor Pro Tem
Ezeonu, seconded by Council Member Johnson. The motion carried unanimously.
