February 7, 2022 Public Safety, Health and Environmental Meeting Minutes Motion made by Council Member King to approve, Seconded by Council Member Ezeonu. Motion carried unanimously. 2. 26th Quarterly Judicial Report Presented by Judge Bryan Arnold January and February jury trials were canceled due to Coronavirus Omicron spike. Judge Arnold stated there is an increase in the number of warrants signed, arrests, and tickets issued. A new process has been mandated for statewide reporting. The new system may bring additional information for judges. It is set to "go live" on April 1, 2022. Training is ongoing. 3. Ordinance appointing Bryan Arnold, Presiding Judge; William Mazur, Jr., Associate Judge; and Frank Hagle, Glenn Holley, Ann Poston, and Kristine Primrose as Alternate Judges of the Grand Prairie Municipal Court effective April 1, 2022. Presented by Judge Bryan Arnold. The current appointments expired March 31st. He is requesting renewal of appointments for judges and alternates. Ordinance Amending Chapter 13, “Health and Sanitation” of the Code of Ordinances of the City of Grand Prairie, Texas, by replacing the provisions of Article 13, “Noise Restrictions” in their entirety with new regulations. Presented by Assistant City Attorney Tiffany Bull. Ms. Bull reviewed the changes included in this ordinance. The changes include changing the definitions of director, engine compression brake, and changing noise ordinance to presumption. The ordinance also reduces the distance for vehicular stereo noise from 50 feet to 30 feet. Councilmember Ezeonu asked "Who is measuring the sound?" Werner Rodriguez, Public Health Manager stated that there is a noise meter in Environmental Services that we use to measure sound. Councilmember Clemson asked What is the process for reporting a complaint and who will work the complaint? Ms. Bull stated that this depends on the time of day and what department receives the complaint. If late at night, the complaint will usually go through Police. If it is submitted through the portal or by phone, it is directed to the most appropriate department. Motion made by Council Member Ezeonu to approve, Seconded by Council Member King. Carlyle Smith, Jr. Health Center Overview of Services Presented by James Perez, VP Clinic Operations Mr. Perez discussed rebranding of Parkland Health and Hospital to Parkland. He reviewed the services available to Grand Prairie residents. He stated there will be mobile mammogram and vaccination services. Councilmember Ezeonu asked if there was a cost for services. Mr. Perez stated the cost is based on insurance and the financial need on the patient. However, services as not free. 6. Loyd Park Glamping Development Presented by Economic Development Director Marty Wieder Mr. Wieder defined glamping and gave a presentation on the current and future of glamping at Loyd Park in Grand Prairie. 7. 2021 Clean Prairie Annual Report Presented by Public Health and Environmental Quality Director Cindy Mendez. Ms. Mendez presented the Clean Prairie Report and asked if the committee had questions. No questions were asked. Public Safety, Health, and Environment Committee – April 04, 2022 Page 2 of 3  8. Ordinance amending Chapter 5, “Animal Services,” of the Code of Ordinances by adding Section 5-21, “Mandatory Sterilization of Dogs for Multiple Violations” Presented by Animal Services Manager Lily Yap. Lily Yap reviewed the process for sterilization of dogs with multiple violations. Motion made by Council Member Ezeonu to approve, Seconded by Council Member King. Motion carried unanimously. 9. Presentation of the 2021 Wellness data for GPFD Not presented EXECUTIVE SESSION No Executive Session. CITIZEN COMMENTS No Citizen Comments.
