CITY OF GRAND PRAIRIE PUBLIC SAFETY, HEALTH, AND ENVIRONMENT COMMITTEE COUNCIL BRIEFING ROOM MONDAY, APRIL 03, 2023 AT 3:00 PM AGENDA The meeting will be held at City Hall Council Briefing Room, 300 W. Main St, Grand Prairie, Texas, and a quorum of the committee or the presiding member will be physically present. Some members may participate remotely via video conference. CALL TO ORDER STAFF PRESENTATIONS Citizens may speak for five minutes on any item on the agenda by completing and submitting a speaker card. 1. 2022 Clean Prairie Annual Report 2. Aquatic Safety Presentation 3. 29th Quarterly Judicial Report AGENDA ITEMS 4. Minutes from March 6, 2023 Public Safety, Health, and Environment Committee meeting 5. Approve Current and Future Opioid Settlements Which are to be Distributed in Accordance with the Texas Term Sheet Adopted by Resolution 5244-2021, Including Agreements with Walmart, Walgreens, CVS, and Allergan, and Authorize the Execution of Documents Relative to the Acceptance of Said Settlements 6. Annual Contract to Ensolum for asbestos and mold consulting for an amount not to exceed $100,000 for one year with the option to renew for four (4) additional one-year periods totaling $500,000 if all extensions are exercised 7. Resolution authorizing the City Manager to apply for a grant from the Texas Department of State Health Services (DSHS), Tobacco Prevention and Control Branch Tobacco Enforcement Program (TEP), through an Interlocal Agreement with Texas State University up to the amount of $12,500 for the purpose of compliance-related activities of tobacco retailers. Authorize the City Manager to accept, reject, alter, or terminate the grant, if awarded 8. Resolution ratifying a FY 2024 Justice Assistance Grant (JAG) application to the Office of the Governor, Public Safety Office, Criminal Justice Division for the purpose of funding a Crisis Support Specialist position’s annual salary and fringe benefits in the amount of $60,000 and authorizing the City Manager to accept, reject, alter, or terminate the grant, if awarded Public Safety, Health, and Environment Committee – April 03, 2023 Page 1 of 3 9. A Resolution ratifying a FY 2024 First Responder Mental Health Program grant application to the Office of the Governor, Public Safety Office, Criminal Justice Division for the purpose of providing first responder mental health resources not to exceed $66,000 and authorizing the City Manager to accept, reject, alter, or terminate the grant, if awarded 10. Authorize the Grand Prairie Police Department to Participate in the North Texas Internet Crimes Against Children (“ICAC”) Task Force and Authorize the City Manager to Execute an Interlocal Agreement Relative to the Participation with the City of Dallas, Effective October 1, 2022, and any Future Renewal of the Interlocal Agreement Under Substantially Similar Terms 11. Ordinance Amending Chapter 5 “Animal Services,” by deleting and replacing Section 5-65 – “Prohibited Sale of Animals,” Providing a penalty clause and a severability clause and providing an effective date after publication 12. Resolution authorizing the City Manager to execute an amendment to the existing Memorandum of Understanding / Interlocal Agreement (MOU/ILA) with Dallas County’s Office of Information Technology for Law Enforcement data sharing and participation in Urban Counties’ Techshare Juvenile program 13. A Resolution ratifying a FY 2024 Victim Assistance Program continuation grant application to the Office of the Governor, Public Safety Office, Criminal Justice Division for the purpose of funding two Victim Assistance Coordinator and one Intern positions’ annual salary, fringe benefits, and training, in the amount of $182,067 and authorizing the City Manager to accept, reject, alter, or terminate the grant, if awarded 14. Resolution of Support for a Municipal Setting Designation at 2801 E. Park Row, Arlington, Texas EXECUTIVE SESSION The Public Safety, Health, and Environment Committee may conduct a closed session pursuant to Chapter 551, Subchapter D of the Government Code, V.T.C.A., to discuss any of the following: (1) Section 551.071 “Consultation with Attorney” (2) Section 551.072 “Deliberation Regarding Real Property” (3) Section 551.074 “Personnel Matters” (4) Section 551.087 “Deliberations Regarding Economic Development Negotiations.” CITIZEN COMMENTS Citizens may speak during Citizen Comments for up to five minutes on any item not on the agenda by completing and submitting a speaker card. The views expressed during Citizen Comments are the views of the speaker, and not the City of Grand Prairie or City Council.
