MAIN STREET MONDAY, JUNE 09, 2025 AT 3:00 PM MINUTES CALL TO ORDER Chairman John Lopez called the meeting to order at 3:03 p.m. PRESENT Chairman John Lopez Council Member Jacquin Headen Council Member Bessye Adams (entered meeting at 3:10 p.m. STAFF PRESENTATIONS 1. 36th Quarterly Judicial Report Bryan S. Arnold, Presiding Judge presented to the committee the 36th Quarterly Judicial Report for January through April 2025 which included a discussion on Senate Bill 9 and Senate Joint Resolution 5. Council Member Headen inquired about the progress on the Youth Diversion program, to which Judge Arnold indicated that progress is being made. Chairman Lopez raised concerns on residents perceiving the municipal court as closed and asked whether the office hours are listed on the citations. Judge Arnold and Megan Mahan, Deputy City Manager confirmed the office hours are included on the citations. 2. Police Department Volunteer Program Update Assistant Police Director Ryan Simpson presented an overview of the Grand Prairie Police Department’s volunteer program to the committee. Police Chief Daniel Scesney emphasized the vital role volunteers play, describing them as the "heartbeat" of the department. He noted that the program currently has over 153 active volunteers, with some individuals contributing more than 15,000 hours of service. Chief Scesney emphasized that the value of the volunteer program is truly priceless, highlighting its broad and meaningful impact on the community. Council Member Adams expressed her appreciation for the program, calling it phenomenal and thanking the volunteers for their service to the community. Chairman Lopez shared his personal experience attending events and seeing the volunteers actively engaged in neighborhoods. He commended their efforts, noting that their presence helps foster stronger connections with residents and makes the community feel more comfortable engaging with the Police Department. Council Member Headenpraised the program as outstanding and inquired about how residents can learn more about getting involved. Chief Scesney explained that the primary entry point is the Citizen Police Academy. After completing the academy, participants are encouraged to volunteer in various capacities within the department. The committee thanked the volunteers in attendance for their outstanding service to the City of Grand Prairie. Council Member Headen moved, seconded by Council Member Adams, to approve item three and recommend for approval of items four and five to Council. The motion carried unanimously. 3. Minutes of May 9, 2025 Public Safety, Health and Environment Committee Meeting Approved on Consent Agenda 4. Purchase of 20 AttackPRO S Thermal Imaging cameras from MES Service Company, LLC using the Sourcewell contract #020124-MES in the amount of $90,472.04. Approved on Consent Agenda 5. Change Order #2 with Halff Associates, Inc. for a deduction of ($63,147) for the health assessment component of Parks Master Plan Approved on Consent Agenda INDIVIDUAL CONSIDERATION 6. Purchase of Self-Contained Breathing Apparatus (SCBA) from MES Service Company, LLC for Fire Station 11 using the Sourcewell contract #011824 in the amount of $120,437.96 Fire Chief Robert Fite presented this item to the committee, noting that the purchase involves Self-Contained Breathing Apparatus (SCBA), commonly known as air packs. These devices are worn by firefighters during structure fires and provide critical breathable air in life- threatening conditions involving smoke, toxins, and hazardous chemicals. The purchase includes 8 SCBA units and 30 cylinders, which will be assigned to Fire Station 11. Council Member Adams moved, seconded by Council Member Headen, to recommend approval of this item to Council. The motion carried unanimously. 7. Purchase of security camera upgrades, access control system upgrades, and implementation services from Digital Air Control Inc dba DAC, Inc. in an amount up to $176,269 through a Cooperative Agreement with BuyBoard and Siemens Industry Inc. in the amount of $181,300 through a Cooperative Agreement with Sourcewell. These are one-time purchases in the total amount of $357,569 Keshnel Penny, Chief Information Officer, and Luis Delgado, IT Manager, presented this item to the committee noting this is a one-time purchase from Digital Air Control Inc dba DAC, Inc. and Siemens Industry Inc. to upgrade the Main Library, Shotwell Life Center, Fire Station 1, Grand Prairie Memorial Gardens Admin Building, Grand Prairie Memorial Gardens Maintenance Building, Tourism Center, CVE Public Safety Complex and Mike Lewis Park security cameras and access control system. The current cameras, security, and access control systems in these municipal facilities are outdated and no longer meet the facility's evolving security needs. These one-time purchases from Digital Air Control Inc dba DAC Inc. and Siemens Industry Inc. will provide an increased level of coverage and detail needed to ensure a secure environment and the well-being of all within the Facility. Public Safety, Health, and Environment Committee – June 09, 2025 Page 2 of 3  David Quintero, System Administrator, provided an update on the GP Memorial Gardens, noting that the goal is to accomplish better management of the area for both the community and visitors. In addition to the use of swipe cards for access control, physical cameras will also be installed to enhance security. Council Member Headen asked about staff access. Mr. Penny said that all staff will be upgraded to the new swipe card system. Chairman Lopez inquired about the project phase. Mr. Penny confirmed this is the final phase of this project. Council Member Adams noted that BuyBoard was used for procurement and asked why it was chosen over DIR. Mr. Penny explained that BuyBoard offered a better rate than DIR for the services and equipment needed. Council Member Headen moved, seconded by Council Member Adams, to recommend approval of this item to Council. The motion carried unanimously. EXECUTIVE SESSION No executive session was held.
