CITY COUNCIL SPECIAL MEETING MINUTES Monday, July 20, 2026 4:00 PM Mayor Connelly called the meeting to order at 4:00 PM. PRESENT: Mayor Tasha Connelly, Councilor Molly MacGregor, Councilor Rick Blake, Councilor Dan Mertes. ABSENT: Councilor Tom Sutherland. STAFF: Tom Pagel, Carl Babich, Rob Mattei, Andy Morgan, Matt Wegwerth, Dale Anderson, Shawn Graeber, Travis Cole, Laura Pfeifer, Amy Dettmer, Erik Scott, Chery Pierzina BUSINESS: 1. Consider approving agreements with FM All-Star Band for musical performance at 2026 Tall Timber Days event and authorize payment. Motion made by Councilor Blake, Seconded by Councilor Mertes to approve the contract with FM All-Star band and authorize payment, to be reimbursed by Tall Timber Days Committee. Voting Yea: Mayor Connelly, Councilor MacGregor, Councilor Blake, Councilor Mertes 2. Considering allowing the Fire Chief to sign the Minnesota Department of Natural resources Division of Forestry and the Grand Rapids Fire Department Cooperative Fire Protection Agreement. Motion made by Councilor MacGregor, Seconded by Councilor Blake to approve DNR Cooperative Fire Protection Agreement and authorize the Fire Chief to sign. Voting Yea: Mayor Connelly, Councilor MacGregor, Councilor Blake, Councilor Mertes 3. 2027 Budget Planning Mr. Pagel reviewed proposed budget for 2027, with department heads detailing specific line items. Council directs staff to continue review and return with updated recommendations in August. There being no further business, the meeting adjourned at 6:00 PM.
