Board of Control Minutes Monday, July 20, 2026 Called to Order at 3:18 PM Roll Call: Council President Keeler, Mayor Kearns, Director of Finance Miller – All Present Also in Attendance: Adam Maxwell, Director of Administration, Darryl Hughes, Director of Service and Chad Ritzler, Deputy Director of Service Business Items: 1. Review sinkhole emergency repair costs. Deputy Director Ritzler provided background information on the sinkhole event that occurred on May 23rd. The contractor, Bishop was onsite daily for approximately 2 weeks. There was a significant rain event during the repairs, a ravine and gas line all of which led to the extended timeline for the repair. The storm sewer pipe was repaired; several feet of storm sewer were lined and finally the hole was backfilled with stone and topsoil. The cost for Bishop was $112,273, additionally, there were costs for E.P. Ferris inspectors that were onsite during repair bringing the total cost to around $123,000. President Keeler moved to approve the purchase. Mayor Kearns seconded. All in favor. 2. Review bids for 2026 Sidewalk Program. Deputy Director Ritzler shared the City received 5 bids, which were opened last Thursday. Saorsa Construction Ohio was the lowest at $97,539. The City has not previously had a contract with Saorsa, so E.P. Ferris did reference checks and recommended going with Saorsa. President Keeler moved to award the contract to Saorsa Construction Ohio. Mayor Kearns seconded. All in favor. Adjourned at 3:25 PM
