REGULAR MEETING MINUTES
NOVEMBER 27, 2018
1. CALL TO ORDER
Mayor Norm Childress called the regular meeting to order at 7:00 p.m. in the Council Chambers
at City Hall.
Present were: Mayor Childress and Councilmembers Gay Brewer, Mike Everett, Dennis
McDonald, Gloria Mendoza, Bill Moore, Javier Rodriguez and Joan Souders.
Staff present were: City Administrator/Public Works Director Cus Arteaga, City Treasurer Matt
Cordray, Police Chief Kal Fuller, Fire Chief Pat Mason, Assistant Public Works Director Todd
Dorsett and City Clerk Anita Palacios.
2. PLEDGE OF ALLEGIANCE
City Administrator Arteaga led the pledge of allegiance.
3. PRESENTATIONS
A. Introduction of new Police Officer Jonah Hoefer
Police Chief Fuller introduced Grandview Police Department’s new Police Officer Jonah Hoefer
who was hired on October 1, 2018. He was scheduled to attend the Washington State Criminal
Justice Training Academy in December 2018.
B. Introduction of new Police Officer Samuel J. Cover & Oath of Office
Police Chief Fuller introduced Grandview Police Department’s new Police Officer Samuel J.
Cover who was hired on May 1, 2018. He recently completed the Washington State Criminal
Justice Training Academy.
Mayor Childress administered the Oath of Office to Officer Cover.
4. PUBLIC COMMENT
Jackie Mendoza, 507 Broadway, Grandview, WA – expressed her support of Gloria Mendoza
for the appointment of Mayor.
Mary Barrett, 301 Douglas Street, Grandview, WA – expressed her interest in continuing part-
time gardening in the downtown area.
Carmen Anders, 661 Webster Road, Sunnyside, WA – expressed her support of Gloria
Mendoza for the appointment of Mayor.
Mike Sloan, 220 Division Street, Grandview, WA – expressed his support of Gloria Mendoza for
the appointment of Mayor.

5. CONSENT AGENDA
On motion by Councilmember Rodriguez, second by Councilmember Moore, Council
approved the Consent Agenda consisting of the following:
A. Minutes of the November 13, 2018 Committee-of-the-Whole meeting
B. Minutes of the November 13, 2018 Council meeting
C. Minutes of the November 20, 2018 Budget special meeting
D. Payroll Check Nos. 10627-10698 in the amount of $191,629.25
E. Payroll Electronic Fund Transfers (EFT) Nos. 60008-60012 in the amount of
$81,730.12
F. Claim Check Nos. 116436-116494 in the amount of $275,637.33
6. ACTIVE AGENDA
A. Declarations of Interest – Appointment for Vacant Mayor Position
Declarations of Interest for appointment to the vacant Mayor position were received from Jan
McDonald and Gloria Mendoza. Both candidates were provided three minutes to address the
Council.
Discussion took place.
Councilmember Brewer moved to appoint Jan McDonald to the vacant Mayor position. The
motion died due to lack of a second.
On motion by Councilmember Souders, second by Councilmember Rodriguez, Council
appointed Gloria Mendoza as Mayor effective January 1, 2019.
Councilmember McDonald and Councilmember Mendoza recused themselves from the vote.
B. Public Hearing – 2019 Preliminary Budget
Mayor Childress opened the public hearing for the purpose of receiving comments on the 2019
Preliminary Budget by reading the public hearing procedure.
Mayor Childress requested public comments. No public comments were received.
City Clerk Palacios indicated that there were no public comments received by mail.
The public testimony portion of the hearing was declared closed and no further comments were
received.

C. Ordinance No. 2018-19 changing the zoning classification of certain lands
and amending the zoning map of the City of Grandview as requested by
Noe Gonzalez for Parcel No. 230924-23513, 628 East Fourth Street,
Grandview, Washington
This item was previously discussed at the November 13, 2018 closed record public hearing.
On motion by Councilmember Everett, second by Councilmember McDonald, Council
approved Ordinance No. 2018-19 changing the zoning classification of certain lands and
amending the zoning map of the City of Grandview as requested by Noe Gonzalez for
Parcel No. 230924-23513, 628 East Fourth Street, Grandview, Washington.

8. CITY ADMINISTRATOR AND/OR STAFF REPORTS
City Administrator Arteaga thanked Mayor Childress for his service to the City.
9. MAYOR & COUNCILMEMBER REPORTS – None
Councilmembers thanked Mayor Childress for his service to the City.
10. ADJOURNMENT
On motion by Councilmember Moore, second by Councilmember Rodriguez, Council
adjourned the regular meeting at 7:50 p.m.
