GRANDVIEW CITY COUNCIL REGULAR MEETING MINUTES MARCH 26, 2019 1. CALL TO ORDER Mayor Gloria Mendoza called the regular meeting to order at 7:00 p.m. in the Council Chambers at City Hall. Present were: Mayor Mendoza and Councilmembers Mike Everett, Diana Jennings, Bill Moore, Javier Rodriguez and Joan Souders. Councilmember Gay Brewer was absent. On motion by Councilmember Moore, second by Councilmember Souders, Council excused Councilmember Brewer from the meeting. Staff present were: City Administrator/Public Works Director Cus Arteaga, City Attorney Quinn Plant, Police Chief Kal Fuller and City Clerk Anita Palacios. 2. PLEDGE OF ALLEGIANCE Mayor Mendoza led the pledge of allegiance. 3. PRESENTATIONS A. Retirement Award – Police Officer Earl Ripplinger Mayor Mendoza presented a Retirement Award to Police Officer Earl Ripplinger of the Grandview Police Department in honor of his retirement and in grateful appreciation for his 38 years of loyal and dedicated service to the citizens of the City of Grandview. B. Service Award – Councilmember Dennis McDonald Mayor Mendoza presented a Service Award to Councilmember Dennis McDonald in recognition and grateful appreciation for his loyal and dedicated service to the citizens of the City of Grandview. C. Pheasants Forever Yakima Valley Chapter – Mark Meyocks Mark Meyocks with the Pheasants Forever Yakima Valley Chapter 311 presented the 2019 Pheasant Restoration Project and requested the City’s approval to release pheasants at the Wastewater Treatment Plant in the spring. 4. PUBLIC COMMENT – None 5. CONSENT AGENDA On motion by Councilmember Rodriguez, second by Councilmember Moore, Council approved the Consent Agenda consisting of the following: A. Minutes of the March 12, 2019 Committee-of-the-Whole meeting Regular Meeting Minutes March 26, 2019 Page 2 B. Minutes of the March 12, 2019 Council meeting C. Payroll Check Nos. 10866-10882 in the amount of $93,908.10 D. Payroll Electronic Fund Transfers (EFT) Nos. 60076-60080 in the amount of $81,135.97 E. Payroll Direct Deposit 3/1/19-3/15/19 in the amount of $102,343.01 F. Claim Check Nos. 117239-117330 in the amount of $528,495.82 6. ACTIVE AGENDA A. Declarations of Interest – Appointment for Vacant City Council Position Declarations of Interest for appointment to the vacant City Council position were received from David S. Diaz, Joseph (Joe) Jensen and Jonathan Sanchz. The three candidates were provided three minutes to address the Council. Following the candidate presentations, Mayor Mendoza requested that the Councilmembers vote for a candidate. The following roll call vote was taken: • Councilmember Everett voted for David Diaz • Councilmember Moore voted for David Diaz • Councilmember Souders voted for Joe Jensen • Councilmember Rodriguez voted for David Diaz • Councilmember Jennings voted for Joe Jensen Mr. Diaz was officially appointed to fill the vacant Council position. He would receive the Oath of Office at the April 9, 2019 C.O.W. meeting. B. Resolution No. 2019-12 authorizing the Mayor to sign an Option and Structure Lease Agreement between the City of Grandview and New Cingular Wireless PCS, LLC This item was previously discussed at the March 12, 2019 C.O.W. meeting. On motion by Councilmember Jennings, second by Councilmember Moore, Council approved Resolution No. 2019-12 authorizing the Mayor to sign an Option and Structure Lease Agreement between the City of Grandview and New Cingular Wireless PCS, LLC. 7. UNFINISHED AND NEW BUSINESS – None 8. CITY ADMINISTRATOR AND/OR STAFF REPORTS Museum Building Reroof – City Administrator Arteaga reported that bids for the Museum building reroof would be opened on April 3rd. Wine Country Road Resurfacing-E. Stover to I-82 – City Administrator Arteaga reported that bids for the Wine Country Road Resurfacing from E. Stover Road to I-82 would be opened on April 3rd. Regular Meeting Minutes March 26, 2019 Page 3 9. MAYOR & COUNCILMEMBER REPORTS AWC Lobby Day – Councilmember Souders attended the AWC Lobby Day on March 25th in Olympia. Councilmember Request for Meeting Excuse – Councilmember Jennings reported that she would be unable to attend the April 9th Council meetings due to a work commitment. YVCOG “Gaps & Overlaps” – Councilmember Moore attended the “Gaps & Overlaps” meeting hosted by YVCOG on March 20th. “Gaps & Overlaps” was a multi-sector collaboration to align efforts in order to better serve valley residents. Coffee with the Mayor – Mayor Mendoza would be hosting “Coffee with the Mayor” on March 27th. Councilmembers Everett and Souders would be in attendance to discuss the plastic bag ban. Business Roundtable – Mayor Mendoza would be hosting a business roundtable on March 27th. 10.
