GRANDVIEW CITY COUNCIL
REGULAR MEETING MINUTES
JUNE 25, 2019
1. CALL TO ORDER
Mayor Gloria Mendoza called the regular meeting to order at 7:00 p.m. in the Council Chambers
at City Hall.
Present were: Mayor Mendoza and Councilmembers Gay Brewer, David Diaz, Mike Everett,
Diana Jennings, Javier Rodriguez and Joan Souders.
Councilmember Bill Moore was absent.
On motion by Councilmember Souders, second by Councilmember Rodriguez, Council
excused Councilmember Moore from the meeting.
Staff present were: City Administrator/Public Works Director Cus Arteaga and City Clerk Anita
Palacios.
2. PLEDGE OF ALLEGIANCE
Councilmember Diaz led the pledge of allegiance.
3. PRESENTATIONS – None
4. PUBLIC COMMENT – None
5. CONSENT AGENDA
On motion by Councilmember Rodriguez, second by Councilmember Jennings, Council
approved the Consent Agenda consisting of the following:
A. Minutes of the June 11, 2019 Committee-of-the-Whole meeting
B. Minutes of the June 11, 2019 Council meeting
C. Payroll Check Nos. 11019-11040 in the amount of $94,605.75
D. Payroll Electronic Fund Transfers (EFT) Nos.60131-60137 in the amount of
$85,605.22
E. Payroll Direct Deposit 6/1/19-6/15/19 in the amount of $108,128.30
F. Claim Check Nos. 117807-117892 in the amount of $215,698.76
6. ACTIVE AGENDA
A. Ordinance No. 2019-12 permitting commercial/downtown business
establishments to use public sidewalks as a seating area, and adding a
new chapter to the Grandview Municipal Code entitled 12.10-Obstructing
Streets and Sidewalks
Mayor Mendoza recused herself from the discussion due to being the business owner of Casa de
Vino.
In the absence of Mayor Pro Tem Moore, Councilmember Everett chaired this item of the agenda.

This item was previously discussed at the May 14, 2019, May 28, 2019 and June 11, 2019 C.O.W.
meetings.
On motion by Councilmember Jennings, second by Councilmember Souders, Council
approved Ordinance No. 2019-12 permitting commercial/downtown business
establishments to use public sidewalks as a seating area, and adding a new chapter to the
Grandview Municipal Code entitled 12.10-Obstructing Streets and Sidewalks.
Councilmember Brewer voted in opposition.
7. UNFINISHED AND NEW BUSINESS – None
8. CITY ADMINISTRATOR AND/OR STAFF REPORTS
Henningson Cold Storage/Port of Grandview – City Administrator Arteaga reported that Yakima
County Development Association showcased Henningson Cold Storage and the Port of
Grandview during their monthly roundtable meeting on June 20th.
9. MAYOR & COUNCILMEMBER REPORTS
Grandview Assisted Living – Mayor Mendoza reported that the Grandview Assisted Living facility
at 912 Hillcrest celebrated their grand opening with a ribbon cutting on June 20th.
10. ADJOURNMENT
On motion by Councilmember Everett, second by Councilmember Rodriguez, Council
adjourned the regular meeting at 7:20 p.m.
