GRANDVIEW CITY COUNCIL
REGULAR MEETING MINUTES
NOVEMBER 26, 2019
1. CALL TO ORDER
Mayor Gloria Mendoza called the regular meeting to order at 7:00 p.m. in the Council Chambers
at City Hall.
Present were: Mayor Mendoza and Councilmembers Gay Brewer, David Diaz, Mike Everett, Bill
Moore, Javier Rodriguez and Joan Souders.
Absent was Councilmember Diane Jennings.
On motion by Councilmember Moore, second by Councilmember Rodriguez, Council
excused Councilmember Jennings from the meeting.
Staff present were: City Administrator/Public Works Director Cus Arteaga, City Attorney Quinn
Plant, City Treasurer Matt Cordray, Fire Chief Pat Mason, Assistant Public Works Director Todd
Dorsett and City Clerk Anita Palacios.
2. PLEDGE OF ALLEGIANCE
Councilmember Moore led the pledge of allegiance.
3. PRESENTATIONS
A. Terry Chambers, President, FruitSmart, Inc.
Terry Chambers, President of FruitSmart, Inc., addressed Council regarding the recent
announcement that Universal Corporation had entered into a definitive agreement to acquire
FruitSmart. According to Universal Corporation’s press release, the acquisition would provide
new growth opportunity in adjacent industry and represented a foundational step in building a
broader agri-products services platform.

5. CONSENT AGENDA
On motion by Councilmember Rodriguez, second by Councilmember Souders, Council
approved the Consent Agenda consisting of the following:
A. Minutes of the November 12, 2019 Committee-of-the-Whole meeting
B. Minutes of the November 12, 2019 Council meeting
C. Minutes of the November 18, 2019 Budget special meeting
D. Payroll Check Nos. 11366-11385 in the amount of $99,655.66
E. Payroll Electronic Fund Transfers (EFT) Nos. 60226-60230 in the amount of
$85,144.92
F. Payroll Direct Deposit 11/1/19-11/15/19 in the amount of $105,423.46
G. Claim Check Nos. 118815-118906 in the amount of $348,734.80

6. ACTIVE AGENDA
A. Public Hearing – 2020 Preliminary Budget
Mayor Mendoza opened the public hearing for the purpose of receiving comments on the 2020
Preliminary Budget by reading the public hearing procedure.
Mayor Mendoza requested public comments. No public comments were received.
City Clerk Palacios indicated that there were no public comments received by mail.
The public testimony portion of the hearing was declared closed and no further comments were
received.
B. Notice of Intent to Apply for Funding Assistance to the USDA Rural
Development for the purchase of firefighter self-contained breathing
apparatus (SCBA)
At the November 12, 2019 C.O.W. meeting, Council discussed purchasing firefighter self-
contained breathing apparatus (SCBA) utilizing United States Department of Agriculture (USDA)
Rural Development funding assistance.
Mayor Mendoza requested public comments on the City’s submission of an application for funding
assistance to the USDA Rural Development to finance the purchase of firefighter self-contained
breathing apparatus.
No public comments were received.
C. Resolution No. 2019-42 authorizing the Mayor to obligate USDA Rural
Development funding for the purchase of firefighter self-contained
breathing apparatus (SCBA)
This item was previously discussed at the November 12, 2019 special C.O.W. meeting.
On motion by Councilmember Everett, second by Councilmember Moore, Council
approved Resolution No. 2019-42 authorizing the Mayor to obligate USDA Rural
Development funding for the purchase of firefighter self-contained breathing apparatus
(SCBA).

9. MAYOR & COUNCILMEMBER REPORTS
YVCOG General Membership Meeting – Councilmember Moore reported that the YVCOG
General Membership meeting was scheduled for December 11th in Yakima.

People For People Valley Shuttle Bus Route – Councilmember Souders reported that the People
For People Valley Shuttle Bus Route between Mabton, Grandview and Sunnyside that started on
October 1st was a huge success.
10. ADJOURNMENT
On motion by Councilmember Moore, second by Councilmember Rodriguez, Council
adjourned the regular meeting at 7:25 p.m.
