GRANDVIEW CITY COUNCIL REGULAR MEETING MINUTES JANUARY 28, 2020 1. CALL TO ORDER Mayor Gloria Mendoza called the regular meeting to order at 7:00 p.m. in the Council Chambers at City Hall. Present were: Mayor Mendoza and Councilmembers Gay Brewer, David Diaz, Mike Everett, Diana Jennings, Bill Moore, Javier Rodriguez and Joan Souders. Staff present were: City Administrator/Public Works Director Cus Arteaga, City Attorney Quinn Plant, City Treasurer Matt Cordray, Assistant Public Works Director Todd Dorsett and City Clerk Anita Palacios. 2. PLEDGE OF ALLEGIANCE Diego Romero, 5th grade student at Smith Elementary, led the pledge of allegiance. 3. PRESENTATIONS A. Retirement Award – Ruth Dirk, Assistant Librarian Mayor Mendoza presented Assistant Librarian Ruth Dirk with a Retirement Award in honor of her retirement and in grateful appreciation of her 32 years of loyal and dedicated services to the City of Grandview. 4. PUBLIC COMMENT – None 5. CONSENT AGENDA On motion by Councilmember Diaz, second by Councilmember Souders, Council approved the Consent Agenda consisting of the following: A. Minutes of the January 14, 2020 Committee-of-the-Whole meeting B. Minutes of the January 14, 2020 Council meeting C. Payroll Check Nos. 11464-11481 in the amount of $97,897.68 D. Payroll Electronic Fund Transfers (EFT) Nos. 60265-60269 in the amount of $88,607.43 E. Payroll Direct Deposit 1/1/20-1/15/20 in the amount of $111,444.92 F. Claim Check Nos. 119219-119286 in the amount of $150,732.94 6. ACTIVE AGENDA A. Resolution No. 2020-3 authorizing the Mayor to sign the Water Quality Combined Financial Assistance Agreement No. WQC-2020-Grandview- 00007 between the State of Washington Department of Ecology and the City of Grandview for the Grandview Stormwater Improvements This item was previously discussed at the January 14, 2020 C.O.W. meeting. Regular Meeting Minutes January 28, 2020 Page 2 On motion by Councilmember Jennings, second by Councilmember Everett, Council approved Resolution No. 2020-3 authorizing the Mayor to sign the Water Quality Combined Financial Assistance Agreement No. WQC-2020-Grandview-00007 between the State of Washington Department of Ecology and the City of Grandview for the Grandview Stormwater Improvements. B. Resolution No. 2020-4 authorizing the Mayor to sign a Professional Services Contract for Hearing Examiner Services with Gary M. Cuillier This item was previously discussed at the January 14, 2020 C.O.W. meeting. On motion by Councilmember Moore, second by Councilmember Diaz, Council approved Resolution No. 2020-4 authorizing the Mayor to sign a Professional Services Contract for Hearing Examiner Services with Gary M. Cuillier. C. Resolution No. 2020-5 authorizing the Mayor to sign the Technical Assistance Contract No. 010120GV with the Yakima Valley Conference of Governments This item was previously discussed at the January 14, 2020 C.O.W. meeting. On motion by Councilmember Souders, second by Councilmember Rodriguez, Council approved Resolution No. 2020-5 authorizing the Mayor to sign the Technical Assistance Contract No. 010120GV with the Yakima Valley Conference of Governments. 7. UNFINISHED AND NEW BUSINESS – None 8. CITY ADMINISTRATOR AND/OR STAFF REPORTS – None 9. MAYOR & COUNCILMEMBER REPORTS People For People Valley Shuttle – Councilmember Souders reported that the People For People Valley Shuttle between Grandview/Mabton/Sunnyside was very successful. Public Disclosure Commission – Mayor Mendoza distributed information to the Council regarding disclosure requirements and filing information with the Washington State Public Disclosure Commission. Lower Valley Planning Retreat – Mayor Mendoza attended a Lower Valley Planning Retreat with Heritage University and the Grandview School District. The purpose of the meeting was to gain awareness of the current education, health and economic landscape, outcomes and opportunities for the Lower Valley. 10.
