NOVEMBER 10, 2020
1. CALL TO ORDER
Mayor Gloria Mendoza called the regular meeting to order at 7:00 p.m. in the Council Chambers
at City Hall.
Governor Proclamation 20-28.12 continued the prohibition on "in-person" meetings through
December 7, 2020. This meeting was available via teleconference.
Present: Mayor Mendoza and Councilmembers David Diaz, Mike Everett, Diana Jennings, Bill
Moore (Mayor Pro Tem), Robert Ozuna, Javier Rodriguez and Joan Souders
Staff present: City Attorney Quinn Plant, City Treasurer Matt Cordray, Assistant Public Works
Director Todd Dorsett and City Clerk Anita Palacios

7. UNFINISHED AND NEW BUSINESS
A. Ambulance Service Utility Fee
Following discussion at the October 27, 2020 C.O.W. meeting regarding the implementation of
an ambulance service utility fee, staff was advised by the City Attorney that the City would need
to conduct a cost of service study to determine the total costs necessary to regulate, operate and
maintain the ambulance utility. The Fire Chief was in the process of conducting a cost of service
study, however, the study would not be complete by the time the 2021 Annual Budget would need
to be adopted (12/31/2020).

In order to adopt a balanced budget, Councilmember Everett recommended Council authorize
the City Treasurer to allocate $170,000 from the Current Expense Fund to the Emergency Medical
Services (EMS) Fund. It was anticipated that the steps necessary to implement an ambulance
service utility fee should be finalized by March 2021 and the remaining balance allocated to the
EMS Fund to fund ambulance services would be transferred back to the Current Expense Fund
through a budget amendment once the fee was implemented.
Discussion took place.
Following discussion, Council concurred with authorizing the City Treasurer to allocate $170,000
from the Current Expense Fund to the Emergency Medical Services (EMS) Fund to balance the
2021 Annual Budget.

9. MAYOR & COUNCILMEMBER REPORTS
Grandview Small Business Grants – Councilmember Ozuna recommended that a press release
be issued following the closure of the second round of the Grandview Small Business Grants to
highlight the total number of businesses that were provided assistance due to the adverse
financial impacts experienced during the COVID-19 pandemic.
Hewn Elements, LLC – The Port of Grandview recently applied for $675,902 ($337,951
grant/$337,951 loan) from the Supporting Investments in Economic Development to extend water,
sewer, and drainage in addition to street improvements to the Puterbaugh Industrial site to support
the construction of Hewn Elements, LLC's new manufacturing facility in the City of Grandview.
