GRANDVIEW CITY COUNCIL SPECIAL MEETING MINUTES MAY 18, 2021 1. CALL TO ORDER Mayor Gloria Mendoza called the special meeting to order at 6:00 p.m. in the Council Chambers at City Hall. The meeting was held in person and was also available via teleconference. 2. ROLL CALL Present in person: Mayor Mendoza and Councilmembers Bill Moore (Mayor Pro Tem), Robert Ozuna, Javier Rodriguez and Joan Souders Present via teleconference: Councilmembers Mike Everett and Diana Jennings Absent: Councilmember David Diaz Staff present: City Administrator/Public Works Director Cus Arteaga, City Attorney Quinn Plant and City Clerk Anita Palacios 3. LAND USE TRAINING Kenneth Harper with the law office of Menke Jackson Beyer, LLP, provided land use training entitled The Legal Basis of Planning in Washington State. He covered the following topics: • Planning and the Constitution • Open Public Meetings Act Chapter 42.30 RCW • Appearance of Fairness Doctrine • Quasi-Judicial Actions • Ex Parte Contacts • Applications • Violation Consequences • Conduct of Hearings • Deliberation • Decision Discussion took place.
