1. CALL TO ORDER
Mayor Gloria Mendoza called the regular meeting to order at 7:00 p.m. in the Council Chambers
at City Hall.
The meeting was held in person and was also available via teleconference.
Present in person: Mayor Mendoza and Councilmembers David Diaz, Laura Flores, Bill Moore
(Mayor Pro Tem), Robert Ozuna, Javier Rodriguez and Joan Souders
Present via teleconference: None
Absent: Councilmember Jessie Espinoza
On motion by Councilmember Souders, second by Councilmember Moore, Council
excused Councilmember Jessie Espinoza from the meeting.

A. 25-Year Service Award – Hector Mejia, Public Works Foreman
Mayor Mendoza presented a 25-year Service Award to Hector Mejia in recognition and
appreciation for his loyal service and dedication to the City of Grandview from December 1, 1997
to December 1, 2022.

Marc Thornsbury, the new Executive Director with the Yakima Regional Clean Air Agency,
introduced himself to the Council.

implement the contract and receive and expend all monies received under
the contract for the project; and creating project Fund 335 – Wine Country
Road and McCreadie Road Roundabout and Utilities and authorizing the
City Treasurer to make interfund loans to support cash flow to Fund 335
Mayor Mendoza recused herself as the chair as she owns commercial property that would benefit
from the utility extension as part of the Wine Country Road and McCreadie Road Roundabout.

approved Ordinance No. 2022-27 regarding a Supporting Investments in Economic

10. MAYOR & COUNCILMEMBER REPORTS
Christmas Eve Holiday – Mayor Mendoza advised that the Grandview Personnel Manual Section
3.09 Paid Holidays provides that Christmas Eve – December 24th (1/2 day) was recognized as a
municipal holiday for pay purposes and regular full-time employees have this day off with pay only
if authorized by the Mayor. When a day recognized as a holiday by the City falls on Saturday,
the preceding Friday is observed as the holiday. When a day recognized as a holiday by the City
falls on Sunday, the following Monday is observed as the holiday. With Christmas Eve being on
Saturday, December 24th this year, she would be granting City employees Friday, December 23rd
1/2 day off.

11. EXECUTIVE SESSION – Union Negotiations
Mayor Mendoza adjourned the meeting to an executive session at 7:40 p.m., for approximately
15 minutes to discuss union negotiation proposals for the following bargaining units: Police
Sergeants-Patrol and Police Dispatch per RCW 42.30.110(1)(g) with the aforementioned Mayor,
Councilmembers, City Attorney, City Administrator and City Clerk present.
The meeting resumed at 7:55 p.m., with the aforementioned Mayor, Council and staff present.
On motion by Councilmember Moore, second by Councilmember Rodriguez, Council
amended the agenda to include the following:
• Resolution No. 2022-68 approving the Police Department Sergeants – Patrol
Agreement between the City of Grandview and Teamsters Local No. 760 for the
period of January 1, 2023 through December 31, 2025
• Resolution No. 2022-69 approving the Police Department Dispatch Agreement
between the City of Grandview and Teamsters Local No. 760 for the period of
January 1, 2023 through December 31, 2025
On motion by Councilmember Ozuna, second by Councilmember Moore, Council approved
Resolution No. 2022-68 approving the Police Department Sergeants – Patrol Agreement
between the City of Grandview and Teamsters Local No. 760 for the period of January 1,
2023 through December 31, 2025.
On motion by Councilmember Ozuna, second by Councilmember Souders, Council
Resolution No. 2022-69 approving the Police Department Dispatch Agreement between the
City of Grandview and Teamsters Local No. 760 for the period of January 1, 2023 through
December 31, 2025.
12. ADJOURNMENT
On motion by Councilmember Moore, second by Councilmember Souders, Council
meeting adjourned at 8:00 p.m.
