MAY 28, 2024
1. CALL TO ORDER
Mayor Ashley Lara called the regular meeting to order at 7:00 p.m. in the Council Chambers at
City Hall.
The meeting was held in person and was also available via teleconference.
Present in person: Mayor Lara and Councilmembers David Diaz, Laura Flores, Bill Moore
(Mayor Pro Tem), Robert Ozuna and Joan Souders
Present via teleconference: Councilmember Steve Barrientes
Absent: Councilmember Javier Rodriguez
On motion by Councilmember Moore, second by Councilmember Souders, Council
excused Councilmember Rodriguez from the meeting.

On motion by Councilmember Moore, second by Councilmember Ozuna, Council
approved the May 28, 2024 regular meeting agenda as presented.

4. PRESENTATIONS
A. Proclamation – Mental Health Awareness Month
Mayor Lara proclaimed the month of May 2024 as Mental Health Awareness Month in the City
of Grandview and encouraged all citizens of the City to commit to increasing awareness of
mental illnesses, reducing stigma and discrimination, and promoting appropriate and accessible
services for all people who may be affected by mental illnesses.
5. PUBLIC COMMENT
Japanese Beetle Eradication 2024 – Gracie Sexton, Outreach & Education Specialist with the
Washington State Department of Agriculture Plant Protection-Pest Program provided an update
on the Japanese beetle eradication.
6. CONSENT AGENDA
On motion by Councilmember Ozuna, second by Councilmember Souders, Council
approved the Consent Agenda consisting of the following:
A. Minutes of the May 14, 2024 Committee-of-the-Whole meeting
B. Minutes of the May 14, 2024 Council meeting
C. Payroll Check Nos. 13885-13899 in the amount of $100,933.94
D. Payroll Electronic Fund Transfers (EFT) Nos. 61328-61332 in the amount
of $98,631.32
E. Payroll Direct Deposit 05/01/24-05/15/24 in the amount $138,712.77
F. Claim Check Nos. 128961-129058 in the amount of $817,061.15

On motion by Councilmember Diaz, second by Councilmember Moore, Council approved
Resolution No. 2024-26 authorizing the Mayor to sign a Recreational Use Permit by and
between the City of Grandview and the Grandview Neptune Rotary Swim Team for the
use of the swimming pool – 2024 Swim Team Program.

On motion by Councilmember Moore, second by Councilmember Souders, Council
approved Ordinance No. 2024-09 establishing a Debt Service Fund for repayment of a

Placer AI – City Administrator Fisher requested feedback from Council regarding the Placer AI
platform subscription. Council concurred to include as an item for discussion at the Council
Retreat.
10. MAYOR & COUNCILMEMBER REPORTS
Community Day of Service – The Community Day of Service was held on May 18, 2024.
Grandview Museum Tractor Show – The 3rd Annual Antique & Vintage Tractor Show was held
on May 17th and 18th at the Grandview Museum.
SCA Crown Tournament – The SCA Crown Tournament was held on May 17-19, 2024 at
Country Park.
