Village of Grantsburg Administration Committee Meeting Monday, January 13, 2025 The Administration Committee for the Village of Grantsburg met on Monday, January 13, 2025, at 4:30 p.m. in the Village Board Room, 316 S. Brad Street, Grantsburg, Wisconsin. Present: Chairman/President Terrance Kucera, Trustee Greg Peer, Trustee Hank Java Others present: DPW John Erickson, Nicki Peterson, Mike Janke, Ryan & Emily Gunderson- Superior Fuel. Call to Order Chairman/President Kucera called the Administration Committee meeting to order at 4:30 p.m. The Pledge of Allegiance was recited. Memory Lake APM plan C/T Meyer provided a summary report of the survey results sent to Village taxpayers/residents regarding Memory Lake and Park. Mike Janke addressed the Committee asking if the Village has gone out for bids from other engineering firms in the past. He felt $50,000 for the APM plan was too expensive. The Committee discussed going forward with the APM plan and where the remaining $30,000 would come from to complete the plan since nothing was budgeted for 2025. The budget will be looked at to see what other areas can be cut. Motion by Trustee Peer, second by President Kucera to instruct SEH to resume work on the Memory Lake Aquatic Plant Management plan. Motion passed unanimously. Superior Fuel lease A draft lease between the Village and Superior Fuel to operate a propane bulk plant on 2 to 3 acres of a Village-owned parcel located west of the Village on State Road 70 was discussed. Gunderson and the committee settled on a monthly rent of $700 with a 3% increase every 2 years. Motion by Trustee Java, second by Trustee Peer to recommend the Village Board approve the 20-year lease with Superior Fuel to operate a propane bulk plant on 2 to 3 acres of Village-owned parcel 07-131-2-38-19- 15-3 02-000-011000 located west of the Village on State Road 70 at a monthly rent of $700 with a 3% increase every 2 years. Motion passed unanimously. Public Works truck purchase. DPW Erickson presented the Committee with a quote from Link Chrysler Dodge Jeep Ram of Rice Lake, WI, in the amount of $40,165 after discount and rebates of $10,400, for a 2025 Ram 1500 Tradesman crew cab 4X4 truck with 5’7” box. Erickson explained this was a savings of approximately $3,508 over what was budgeted for 2025. Motion by President Kucera, second by Trustee Java to recommend the Village Board approve the purchase of the Public Works truck as proposed. Motion passed unanimously. January 13, 2025 Administration Committee Meeting Page 2 Campground project. C/T Meyer presented an email from SEH engineer Bryan Cunningham indicating Stout Construction is agreeable with assisting the Village in making some modifications to the project to save on costs. Cunningham submitted an explanation and list of items that could be cut or reduced. Motion by Trustee Java, second by Trustee Peer to recommend the Village Board cut and/or reduce the following items from the Campground project: eliminate the shower addition to the bathroom building $31,870, eliminate the asphalt paving on the back loop $26,000, reduce the number of picnic tables made with recycled product $28,000 to $38,000 and find more reasonably priced fire rings $8,000 to $16,000. Total possible savings of $93,870 to $111,870. Motion passed unanimously. WERC Petition for Election. President Kucera explained an email was received from Peter Davis with WERC correcting the Village’s understanding on signing the Petition for Election. Signing the petition only gives WERC permission to conduct a vote amongst the 2 full-time Police officers to see if they want to be represented by the Teamsters and does not imply the Village supports or initiated the union discussion. Motion by President Kucera, second by Trustee Peer to recommend the Village Board approve signing the WERC Petition for Election so a vote can be conducted amongst the 2 full-time Police officers. Motion passed unanimously. Grantsburg School District’s Community Center rental agreement. The committee went into the Community Center to see where the gymnastics program wanted the north one-half space extended south to allow for storage of the beams beyond the springboard. This would add approximately 5 feet to the north one-half of the Community Center where all of the equipment must be moved when the south half is rented. The Committee was okay with this division. Motion by President Kucera, second by Trustee Peer to recommend the Village Board approve the Community Center rental agreement with the Grantsburg School District as proposed adding 5 feet to the north one-half area when the south end is rented out. Motion passed unanimously. Adjournment President Kucera adjourned the Administration Committee meeting at 5:50 p.m. Sheila Meyer Clerk/Treasurer
