Plan Commission Meeting
Monday, August 19, 2024
The Plan Commission for the Village of Grantsburg met on Monday, August 19, 2024, at 5:00
p.m. in the Village Board Room, 316 S. Brad Street, Grantsburg, Wisconsin.
Present: Chairman/President Terrance Kucera, Trustee Greg Peer, Members Brent Blomberg,
Natalie Finch, LuAnn Ebersold, Angie Anderson. Absent: Member Tyler Myers
Others present: Ryan & Emily Gunderson, Kraig Fiedler, Roger Corty
Call to Order Chairman/President Kucera called the Plan Commission meeting to order at 5:00
p.m. The Pledge of Allegiance was recited.
Minutes Motion by Member Blomberg, second by Member Finch to approve the minutes
of the July 8, 2024, Plan Commission meeting as presented. Motion passed unanimously.
CUP – Superior Fuel (continued from previous meeting) Ryan Gunderson, President of
Superior Fuel, reported access from State Rd 70 has been granted from WI Department of
Transportation (DOT). The entrance to the parcel at 601 W. State Rd 70 would use the same
entrance from State Rd 70 as KJ’s Market, turn east and then south to enter the proposed
propane bulk plant (all within the highway right-a-way). Plan Commission members had various
questions for Gunderson including whether any customers were residents of the Village, how
large the tank would be, estimated real estate taxes on a propane bulk tank. Kraig Fiedler,
representative for the current owners of the parcel questioned the committee’s concerns.
President Kucera said one of the committee’s concerns was approving a business within the
Village that does not serve any Village residents. Members Finch and Ebersold felt the Plan
Commission’s responsibilities were to approve businesses that enhance the Village, generate
revenue for the Village and bring people to the Village. Both felt the propane bulk tank failed all
of these items. Trustee Peer still had concerns approving this when no Village residents were
served since natural gas services the Village. C/T Meyer was asked to read a letter of concern
from the manager at KJ’s Market expressing employee concerns with the safety of the propane
bulk tank being located so close to their place of employment and with the propane trucks use
of the same entrance from State Rd 70 and the possibility of accidents with the large trucks
making the sharp corners to access the tank property. Gunderson reassured the committee that
propane bulk tanks are very highly regulated by the State and by the insurance companies,
natural gas lines are more dangerous than propane.
Motion by Member Finch, second by Trustee Peer to recommend the Village Board not
move forward with approving the Conditional Use Permit application received from the
Gerald Fiedler Estate, owner and Superior Fuel Company, applicant to install and operate
a propane bulk plant at 601 W. State Rd 70. Motion passed unanimously.
Adjournment Motion by Member Ebersold, second by Member Anderson to adjourn the
Plan Commission meeting at 5:23 p.m.
