Village of Grantsburg Special Village Board Meeting Monday, February 27, 2023 The Board of Trustees for the Village of Grantsburg met on Monday, February 27, 2023, at 6:00 p.m. at the Village Office Building, 316 S. Brad Street, Grantsburg, Wisconsin. Present: President Terrance Kucera, Trustee Greg Peer, Trustee Leo Janke. Trustee Maurice DJ Henderson joined the meeting by speaker phone. Absent: Trustee Diane Barton, Trustee Kayla Woody, Trustee Hank Java Others: Deputy Clerk/Treasurer Allison Longhenry, Jeremiah Wendt, PE – SEH, Inc. Call to Order President Kucera called the Special Village Board meeting to order at 6:00 p.m. Clerk/Treasurer Meyer conducted roll call. The pledge of allegiance was recited. 6:00 p.m. Public Hearing: Wastewater Treatment Plant (WWTP) Facility Plan. President Kucera called the Public Hearing to order at 6:02 p.m. and asked for anyone wishing to speak in favor of the WWTP Facility Plan. Jeremiah Wendt with SEH went thru the WWTP Facility Plan explaining the need for improvements to the 30+ year old plant. Wendt went thru the foiur suggested alternatives. Alternative 1 was to do nothing which would cause the Village to continue to face ongoing issues with aged equipment, inaccurate measurements, and inaccurate metering of chemicals. Alternative 2 would replace the current aerated lagoon process with a sequencing batch reactor, remove lagoon sludge, replace current chlorine disinfection system with an ultraviolent disinfection system, and numerous other options at an estimated cost of $9,083,000. Alternative 3 would replace the fine bubble membranes, remove the sludge, replace the current chlorine disinfection system with an ultraviolet disinfection system, construct a new operations building, add a fine screening system at the South Lift Station, and develop a SCADA system at an estimated cost of $2,640,000. Alternative 4 would include all the items in alternative 3 and add a new polishing reactor to provide post-lagoon ammonia removal at an estimated cost of $4,708,000. Wendt indicated the recommended option would be alternative 3 for $2,640,000 along with applying to the WI DNR Clean Water Fund for financing. President Kucera asked for anyone wishing to speak against the WWTP Facility Plan. Noone spoke. The Public Hearing was closed at 6:25 p.m. Motion by Trustee Peer, second by Trustee Janke to adopt the Wastewater Treatment Plant Facility Plan prepared by Short Elliott Hendrickson, Inc. (SEH). Motion passed unanimously. WWTP Design Engineering Contract. Wendt presented a contract for services to design improvements listed in Alternative 3 at the WWTP in the amount of $262,000. Motion by President Kucera, second by Trustee Janke to approve the Grantsburg WWTP Design Improvements contract with SEH, Inc. in the amount of $262,000. Motion carried unanimously. WI DNR Clean Water Fund Application and Administration Contract. Wendt presented a contract for completion and submittal of an application to the WI DNR Clean Water Fund for 1  Special Village Board Meeting Friday, June 17, 2022 improvements at the WWTP in the amount of $7,000 and for administration of the WI DNR Clean Water Fund program in the amount of $26,000. Motion by Trustee Peer, second by Trustee Henderson to approve the SFY24 CWF Application/Administration contract for the Wastewater Treatment Plant Improvements with SEH, Inc. in the amount of $33,000. Motion passed unanimously. Administration Committee recommendations: 1) Easy IT Guys-cyber risk assessment No action at this time. Resolution #2023-09. Motion by Trustee Peer, second by Trustee Janke to adopt Resolution #2023-09 Urging Legislature and Governor to Fix Broken System of Funding Critical Local Services. Motion passed unanimously. President Kucera encouraged the Trustees to attend the Glacial Lake Grantsburg Properties (GLGP) water informational meeting on March 9th, 2023, at 5:30 p.m. at the Grantsburg High School.
