Village Board of Trustees Special Meeting
Monday, June 26, 2023
The Board of Trustees for the Village of Grantsburg met on Monday, June 26, 2023, at 6:00 p.m.
in the Village Board Room, 316 S. Brad Street, Grantsburg, Wisconsin.
Present: President Terrance Kucera, Trustee Greg Peer, Trustee Diane Barton, Trustee Hank
Java, Trustee Maurice DJ Henderson, Trustee John McNally.
Absent: Trustee Leo Janke
Others: Police Chief Mitch Olson, Director of Public Works John Erickson, Deputy
Clerk/Treasurer Allison Longhenry
Call to Order President Kucera called the Village Board meeting to order at 6:10 p.m.
Clerk/Treasurer Meyer conducted roll call. The pledge of allegiance was recited.
“Class A” Liquor, Class “A” Beer License C/T Meyer explained the renewal application for
Family Dollar Stores of Wisconsin, LLC did not arrive 15 days prior to the regular June meeting
so it could be considered. Family Dollar requested and is paying for this special meeting.
Motion by Trustee Java, second by Trustee Henderson to approve the “Class A” Liquor
and Class “A” Beer license for Family Dollar Stores of Wisconsin, LLC, 389 E. State Rd
70, Steve Lowery, Agent, effective July 1, 2023 to June 30, 2024. Motion passed
unanimously.
Committee Reports
Administration Committee recommendations a.) Well #1 rehab proposals DPW Erickson
presented three proposals for Well #1 to replace the submersible pump, motor, and check
valves, televise the well, chlorinate well, startup, flush, bacti sample, and instruct on returning
to normal operation. Motion by Trustee Java, second by Trustee Barton to approve the
quote from CTW Wells & Pumps not to exceed $31,770 for Well #1 rehab as required by
WI DNR every 10 years. Motion passed unanimously.
b) Request for sprinkler system in Village right-of-way A request was received from a
homeowner in the Village to install a sprinkler head in the Village boulevard between the
sidewalk and the curb. The homeowner will assume responsibility for any and all repairs no
matter how or who causes the repairs to be needed. Motion by Trustee McNally, second by
Trustee Java to approve a sprinkler head be installed in the Village boulevard at 359 W.
Harrison Avenue provided language is added to the Village’s Code of Ordinances
Chapter 464. Streets and Sidewalks. §464-8 Obstructions and encroachments. B.
Exceptions. (6) Public utility encroachments authorized by state law or the Village Board
to include “if encroachment is approved by the Village Board, all replacement and repair
costs to encroachment will be the homeowner’s responsibility regardless of how or who

caused the damage”. Motion passed 5 to 2 with President Kucera, Trustees Peer, Jave,
Henderson and McNally voting yea and Trustee Barton voting nay.
c. Ordinances 1. Revise Chapter 268 2. Add Chapter 470. Discussion took place regarding
the Village’s current drug paraphernalia and smoke shop ordinances. A letter was read from
Attorney Anders Helquist suggesting the Village’s zoning code be revised to meet the Village’s
wishes for restricting smoke shops and drug paraphernalia sales in the Village. Motion by
Trustee McNally, second by Trustee Henderson to authorize C/T Meyer to contact
Attorney Helquist and have an Ordinance drafted restricting smoke shops and drug
paraphernalia sales in the Village for review and adoption at the July meeting. Motion
passed unanimously.
d. Pickleball project 1. Agreement with Rotary Club. Motion by Trustee Barton, second by
Trustee Java to approve the agreement between the Village and the Grantsburg Rotary
Club for the Village to contract with Court Surfaces & Repair, Inc. to surface new
pickleball courts with line striping in the amount of $12,275 provided the Grantsburg
Rotary Club agrees to reimburse the Village for all fees paid to Court Surfaces & Repair,
Inc. within one year of payment. Motion passed unanimously. Trustee Peer abstained.
2. Design approval, move registration building and kiosk Motion by Trustee Barton, second
by Trustee Jave to approve the design of the pickleball courts as presented along with
moving the registration building and kiosk to the west, directly north of the bathhouse.
Motion passed unanimously. Trustee Peer abstained.
Adjournment President Kucera adjourned the Village Board meeting at 7:00 p.m.
