Village of Grantsburg Village Board of Trustees Meeting Monday, August 14, 2023 The Board of Trustees for the Village of Grantsburg met on Monday, August 14, 2023, at 6:00 p.m. in the Village Board Room, 316 S. Brad Street, Grantsburg, Wisconsin. Present: President Terrance Kucera, Trustee Greg Peer, Trustee Leo Janke, Trustee Maurice DJ Henderson, Trustee John McNally. Absent: Trustee Diane Barton and Trustee Hand Java Others: Police Chief Mitch Olson, Director of Public Works John Erickson, Deputy Clerk/Treasurer Allison Longhenry, Library Director Lynett Yoerg, Greg Marsten-Burnett County Sentinel, Jeremiah Bonse, Tyler Myers, Brent Blomberg Call to Order President Kucera called the Village Board meeting to order at 6:00 p.m. Clerk/Treasurer Meyer conducted roll call. The pledge of allegiance was recited. Public Comments No one appeared. Correspondence Included in the Board packets for their review: Burnett County Administration newsletter; Golf financials June, July & YTD. Minutes President Kucera asked if there were any changes, corrections or additions to the minutes presented from the following 2023 meetings: July 10th Administration Committee; July 10th Village Board. No changes, corrections or additions were proposed. Minutes were accepted as presented. STAFF REPORTS Public Works DPW Erickson presented his report updating the Trustees on projects since the last meeting including repairs in the campground, street patching, water valve exercising, and North water tower draining, inspecting, and sanitizing. COMMITTEE REPORTS Plan Commission 1) CUP Bonse Kennel. The Plan Commission’s recommendation was read. Motion by Trustee Janke, second by Trustee Peer to approve the Conditional Use Permit for Russ Bonse, owner, and Jeremiah and Josi Bonse, applicants, to run their Wood Lake Kennel business at 978 S. Russell Street provided there are no more than ten (10) adult dogs and two (2) litters of puppies at any time. Motion passed unanimously. 2) Façade plan-Myers. Tyler Myer, owner of Grantsburg Fitness & Performance explained his plans to access financing from the Façade Improvement Plan program with Northwest Regional 1 Village Board Meeting Monday, August 14, 2023 Planning Commission to reside his building and replace/add windows. Motion by Trustee Janke, second by Trustee Henderson to approve the façade improvement plan presented by Tyler Myer, owner of Grantsburg Fitness & Performance located at 705 State Rd 70 W. for new siding and windows with financial assistance from the Façade Improvement Plan administered by Northwest Regional Planning Commission. Motion passed unanimously. STAFF REPORTS continued Police Chief Olson indicated July had been busy for the police with Watercross and several County assists as shown on the monthly police report and chart comparing current year-to-date calls versus calls at this time last year. Chief Olson reminded everyone about National Night Out and the Burnett Agricultural Society fair, both coming up in August. Clerk/Treasurer C/T Meyer presented a list of licenses and permits issued since the last meeting, the cash report showing a checking account balance of $30,266.38 after all vouchers are paid, a Treasury account balance of $217,979.87, and a year-to-date budget to expected report. C/T Meyer reported revenues are over expected by $56,395 and expenditures are under expected by $57,677. Library Director Yoerg presented the monthly Library report showing July activities and upcoming August programs. Ambulance Rep Trustee Peer presented the quarterly North Ambulance report. COMMITTEE REPORTS (continued) Administration Committee recommendations 1) S E H Proposal This was tabled until the August 28th Special Village Board meeting at 6 p.m., for additional information. 2) Sewer Rates Motion by Trustee Peer, second be Trustee Janke to increase sewer fixed and usage rates by 6% effective with the 4th quarter 2023 invoices. 3) No Parking request Motion by President Kucera, second by Trustee Janke to approve No Parking on the west side of Johnson Street as requested by the Grantsburg School District with the School paying for the signs. Motion passed unanimously. Burnett County Ag Society Fair A request was received from Burnett Agricultural Fair Society for no parking on S. Pine Street (State Rd 48/87) along the fair property and to close Madison Avenue for the parade. Motion by Trustee Janke, second by Trustee Henderson to approve the no parking request from Burnett Agricultural Fair Society along the fair property on S. Pine Street (State Rd 48/87) during the fair from August 24th to August 27th and to close Madison Avenue from Olson Drive to Pine Street for the fair parade on Saturday, August 26th from 3:30 to 4:30 p.m. Motion passed unanimously. 2 Village Board Meeting Monday, August 14, 2023 Bills Motion by Trustee Janke, second by Trustee McNally to approve payment of the bills as presented: Checks #35228-35302, 16728-16731 $164,370.25 Payroll vouchers #V8477-V8541 $64,936.55 ACH/EFTPS payments $71,763.49 Total $301,070.29 Motion passed unanimously. THE VILLAGE BOARD WILL CONVENE INTO CLOSED SESSION to conduct the one-year performance evaluation of the Police Chief pursuant to Wis. Stats. 19.85 (1) (c) “Considering employment, promotion, compensation or performance evaluation data of any public employee over which the government body has jurisdiction or exercises responsibility.” Motion by Trustee Peer, second by Trustee Henderson to go into closed session at 6:40 p.m. Motion passed unanimously. THE VILLAGE BOARD WILL RECONVENE INTO OPEN SESSION pursuant to Wis. Stats. 19.85 (2). Motion by Trustee Peer, second by Trustee McNally to reconvene into open session at 6:45 p.m. Motion passed unanimously. Motion by Trustee Janke, second by Trustee Henderson to recommend the Village Board approve Police Chief Mitch Olson’s satisfactory completion of probation, the agreed upon wage increase, and allow Chief Olson to use a Police vehicle to travel from home to work and back every other week. Motion passed unanimously. THE VILLAGE BOARD WILL CONVENE INTO CLOSED SESSION to discuss a legal case involving the Village of Grantsburg pursuant to Wis. Stats. 19.85 (1) (a) “Deliberating concerning a case which was the subject of any judicial or quasi-judicial trial.” Motion by Trustee McNally, second by Trustee Henderson to convene into closed session at 6:56 p.m. Motion passed unanimously. THE VILLAGE BOARD WILL RECONVENE INTO OPEN SESSION pursuant to Wis. Stats. 19.85 (2). Motion by Trustee Peer, second by Trustee Janke to reconvene into open session at 7:00 p.m. Motion passed unanimously.
